PA Life Science Greenhouse Initiative
This program provides funding and support to life sciences and biotechnology startups in Pennsylvania to foster innovation, job creation, and the commercialization of new technologies.
The Life Sciences Biotechnology Greenhouse Program, administered by the Pennsylvania Department of Community & Economic Development (DCED), was established under Section 1703 of the Tobacco Settlement Act (Act 77 of 2001). Its mission is to accelerate economic development within the Commonwealth by nurturing innovation in the life sciences and biotechnology sectors. Through this program, three regional Life Sciences Greenhouses (LSGs) were created to act as hubs for research, commercialization, and entrepreneurial support. These Greenhouses operate as independent 501(c)(3) nonprofit organizations with oversight from boards that include both public officials and private sector representatives. Each LSG is responsible for implementing region-specific strategies that align with the broader objectives set by the DCED, promoting synergy between academic research, industry expertise, and commercial investment. The program’s primary focus is on fostering the development and commercialization of life sciences technologies—particularly in biotechnology and medical devices. Typical activities include providing early-stage funding to startups, supporting clinical trials, enhancing infrastructure, and building networks to attract venture capital. The LSGs also support incubators and initiatives aimed at workforce development and intellectual property protection. Activities may be funded through various financial instruments including grants, loans, equity investments, and royalty or payback agreements. The overarching goal is to promote job creation, retain scientific talent in the region, and facilitate the commercialization of new technologies that improve patient outcomes and contribute to public health. Each LSG submits a work plan to DCED, outlining its proposed projects and strategies. Funding is allocated to support both the LSGs' operations and their programmatic initiatives. Projects involving direct funding to companies are encouraged to use investment mechanisms such as convertible debt or equity. The LSGs are also authorized to support non-company-specific activities, including research infrastructure and community-based innovation programs. Title to equipment purchased with LSG funds may be transferred at the discretion of the board. However, indirect costs at academic or nonprofit institutions are capped at 20%. Matching funds at a minimum 1:1 ratio are required, with at least half of the match provided in cash. The application process begins with submission through the DCED’s online Single Application for Assistance portal. Interested applicants must coordinate with the appropriate regional LSG—either BioAdvance (Southeastern PA), the Life Sciences Greenhouse of Central PA, or LifeX (Western PA)—for additional guidance. Each LSG manages its own internal review procedures, which must be documented and competitive, particularly when evaluating proposals for funding. Conflicts of interest must be disclosed by board members, employees, and contractors, and each LSG must adhere to state-mandated non-discrimination, intellectual property, and employment practices. Annual reporting is a critical component of the program. Each LSG is required to submit an annual report and an impact report by October 31st. These documents must include metrics such as job creation, number of applications received, commercialization pipeline status, and investment performance. In addition, semi-annual updates are required for key performance indicators, along with submission of board meeting schedules and minutes. Upon program closeout, an audit must be completed by an independent certified public accountant within 120 days. Modifications to program guidelines must be proposed by DCED or an LSG and approved through discussion. No specific close date is listed for applications, and terms vary by region. Recipients should contact their regional Greenhouse to understand available funding levels and timelines. The program is recurring and receives regular allocations, with the current round distributing $3 million across the three LSGs. These funds are used to maintain Pennsylvania’s competitive edge in biotechnology and life sciences innovation, while fostering regional growth and translating scientific discoveries into tangible public benefits.
