Division of Boating and Waterways Local Assistance Statewide Ramp Repair and Modification Grant Program FY26

The Division of Boating and Waterways (DBW), a division within the California Department of Parks and Recreation, administers the Boating Facilities Development and Financing Local Assistance Grant and Loan Program. The program is funded through the Harbors and Watercraft Revolving Fund (HWRF), which is primarily supported by vessel registration fees, loan repayments from public and private marinas, and vessel fuel taxes. DBW's mission is to provide safe and convenient public access to California's waterways while promoting recreational boating safety, education, and environmental stewardship. This grant program funds four types of projects: Boat Launching Facilities (BLF) Grants, Non-Motorized Boat Launching Facilities (NMBLF) Grants, Ramp Repair and Modification (RR&M) Grants, and the Sign Grant Program. BLF Grants support the development and improvement of facilities serving motorized vessels, while NMBLF Grants focus on infrastructure for non-motorized vessels such as kayaks and paddleboards. RR&M Grants assist in the restoration of previously funded DBW boat launch facilities impacted by unexpected events such as storms, droughts, or dam repairs. The Sign Grant Program provides funding for signage replacement at facilities previously funded by DBW. Eligible applicants for BLF and NMBLF Grants include public agencies such as cities, counties, federal entities, and special districts. RR&M and Sign Grants are limited to facilities previously funded by DBW. Grant funds may be used for engineering, construction, and improvement of launching ramps, parking areas, restrooms, security lighting, accessibility enhancements, environmental mitigation, and other boating-related infrastructure. However, funds cannot be used for general park landscaping, environmental impact reports, maintenance dredging, or improvements that benefit private businesses or restrict public access. Applications are accepted year-round through the DBW Online Grant Application System (OLGA), with a cut-off date of February 1 for consideration in the following state budget cycle. Required application components include a resolution from the applicant’s governing body, environmental compliance documentation (CEQA/NEPA), a feasibility report, engineering plans, cost estimates, and a benefit/cost analysis. DBW evaluates applications based on project need, economic justification, feasibility, and compliance with local and state planning guidelines. Grant awards vary based on project scope and funding availability. BLF Grants typically range from $300,000 to $6,000,000, NMBLF Grants from $100,000 to $1,000,000, RR&M Grants from $10,000 to $750,000, and Sign Grants from $1,000 to $7,000. Projects must be completed within three years, and grantees must operate and maintain the facility for at least 20 years. Grant funding is provided on a reimbursement basis, and grantees must demonstrate financial capability to manage cash flow during the reimbursement cycle.
