The Federal Formula Grant Program for Rural Areas, also known as Section 5311, is administered by the Wisconsin Department of Transportation (WisDOT) in alignment with the Federal Transit Administration’s (FTA) directive to support public transit in non-urbanized areas. The program addresses critical mobility needs in rural regions—defined as areas with populations under 50,000—by funding capital and operating expenses associated with the provision of public transportation.
Section 5311 funding is designed to ensure equitable access to transit services for rural residents, enhancing connectivity and reducing geographic isolation. It supports a broad array of public transit services, including bus systems and shared-ride taxi operations. These services play a vital role in supporting economic development and community well-being by offering reliable access to employment, healthcare, education, and essential services.
Currently, 49 rural transit systems throughout Wisconsin benefit from this program. Funding is allocated on a formula basis, and the annual operating costs are supported through a combined distribution of state funds (via WisDOT’s State Urban Mass Transit Operating Assistance Program) and federal grants for both rural and urban areas. On average, approximately 50 percent of total annual operating expenses for these systems are reimbursed through this combined funding approach.
WisDOT disburses Section 5311 grant funds through its Public Transit Assistance Program (PTAP), with applications submitted via the Transit Management System (TMS). This secure online platform streamlines the application and grant management process, including submissions, agreements, financial and operational reporting, and asset tracking. For the CY2026 funding cycle, the PTAP application became available in fall 2025 and is due by December 10, 2025.
The program is recurring on an annual basis. While specific award notification and performance period details are not disclosed, the consistent annual cadence enables transit operators to plan accordingly.
