VW26 Sexual Assault Prevention Solicitation
This funding opportunity provides financial support to organizations in Ohio focused on preventing sexual violence through evidence-based strategies and community action planning.
The Ohio Department of Health (ODH), through its Bureau of Health Improvement and Wellness, is offering continuation funding for the Sexual Violence Prevention Program for Fiscal Year 2026, covering the period from February 1, 2026, to January 31, 2027. This funding opportunity supports existing subrecipient agencies engaged in primary prevention of sexual violence perpetration by implementing evidence-based strategies and community action planning. The program is designed to build local and state infrastructure for prevention, facilitate coordinated Community Action Plans (CAPs), and execute approved prevention strategies that address identified risk and protective factors. ODH will make approximately $1,200,000 in federal funds available to support eleven agencies, with individual awards capped at $84,000 and a minimum award of $30,000, exclusive of any matching amounts. The statewide project is determined through a statewide planning process in collaboration with Sexual Assault/Domestic Violence Prevention Program (SADVPP) staff. Funds may be used for personnel, staff training, travel in accordance with the Ohio Office of Budget and Management rules, supplies directly related to program activities, and equipment with a unit cost of at least $1,000. Subrecipients must comply with the Ohio Grants Administration Policies and Procedures (OGAPP) manual, applicable federal cost principles, and other program-specific requirements outlined in the competitive solicitation. Eligible applicants are subrecipient agencies that do not owe funds to ODH, have resolved any outstanding debts within 45 days of invoicing, have not been certified to the Ohio Attorney General’s Office, and submit complete applications via the online Grants Management Information System (GMIS) by the deadline. The continuation application includes program updates, a budget and budget narrative, and other required attachments. Applicants must report on their Community Action Plan progress, update SMART objectives, outline deliverable strategy implementation, and describe evaluation methods. Programs must also provide assurances on staff training, including basic rape crisis training, prevention-specific instruction, and adherence to Ohio Alliance to End Sexual Violence standards. Applicants must also commit to integrating health equity strategies, identifying target populations experiencing disparities, using relevant data sources, and linking activities to state and national public health plans such as Healthy People 2030 and the Ohio State Health Improvement Plan. Subrecipients must maintain compliance with human trafficking prevention requirements, including staff training, policy development, and reporting to ODH. Administrative requirements include maintaining current supplier information, completing civil rights and federal transparency documentation, and for nonprofits, submitting proof of liability coverage and nonprofit status. The deadline for submission is September 29, 2025, at 4:00 p.m. Eastern Time. No faxed, hand-delivered, or mailed applications will be accepted. The application period opens immediately upon release of the notice. Program and expenditure reports are required quarterly and monthly, with specified due dates throughout the funding period, and a final expenditure report is due by March 5, 2027. Failure to submit complete and timely reports may jeopardize future funding.
