Grant Description

The Pipeline Emergency Response Grant (PERG) for Fiscal Year 2025 is a federal funding opportunity offered by the U.S. Department of Transportation’s Pipeline and Hazardous Materials Safety Administration (PHMSA). This discretionary grant program aims to support state, county, and local governments in training emergency responders to manage pipeline emergencies in high-consequence areas (HCAs). The program is authorized under 49 U.S.C. § 60125(b) and listed under Assistance Listing 20.706. The primary goal of PERG is to increase safety by enhancing the preparedness and response capabilities of emergency personnel in areas vulnerable to pipeline incidents. Eligible applicants must provide training that is either direct or web-based and specific to pipeline emergency response. Activities funded may include planning, training, exercises, development of pipeline-specific curricula, and acquisition of training props or supplies, provided they directly support pipeline emergency preparedness. General HAZMAT or unrelated emergency response training is ineligible. For FY 2025, PHMSA has allocated approximately $3,202,331 to fund multiple awards, each not to exceed $250,000. The grant period of performance is up to 24 months. Applicants must ensure that at least 75% of the funding supports program activities, while no more than 25% may be used for maintenance and administration (excluding indirect costs). There are no matching fund requirements, and pre-award costs are not allowed without prior approval. To apply, applicants must submit required documents through grants.gov, including SF-424 forms, project and budget narratives, certifications, and assurances. Project narratives must outline organizational capacity, training plans, outputs, course descriptions, and evaluation strategies. PHMSA evaluates proposals on technical and programmatic merit, alignment with PERG objectives, and the potential to enhance safety and response efficiency in HCAs. Applications are due by June 20, 2025, at 11:59 p.m. EST. Questions must be submitted by June 13, 2025. Awards are expected to be announced by September 30, 2025. Applicants must also be registered and active in SAM.gov and are encouraged to register in FedConnect for streamlined communication. The FY 2025 PERG is open to State, county, and local governments that can provide direct or web-based training to individuals with statutory responsibility to respond to pipeline incidents or accidents in high-consequence areas. Governments must train emergency responders to protect nearby persons, property, and the environment from the effects of accidents or incidents involving gas or hazardous liquid pipelines under existing regulations. Examples of eligible activities include: • Pipeline emergency response planning, training, and exercises. Training that does not have a pipeline emergency response component (e.g., HAZMAT certification or refresher courses) is an ineligible activity. • PHMSA’s Pipeline Emergency Responder Initiative (PERI) program development and training. • Pipeline leak recognition and release evacuation training. • Development and maintenance of pipeline training curriculum. • Training props, equipment, and supplies for pipeline emergency response. Equipment and/or supplies that are not specific for pipeline emergency response are ineligible activities.
