The Fiscal Year 2025 Homeland Security National Training Program (HSNTP) β National Domestic Preparedness Consortium (NDPC) is administered by the U.S. Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA). This funding opportunity supports a national network of training partners to develop and deliver training that strengthens national preparedness by closing capability gaps across state, local, tribal, and territorial (SLTT) emergency response communities. Funding under this NOFO is restricted to the five member institutions of the NDPC as authorized under the 9/11 Commission Act: Louisiana State University, New Mexico Institute of Mining and Technology, Texas A&M University, Transportation Technology Center, Inc., and the University of Hawaii. Subrecipients are permitted but must meet strict requirements, particularly regarding personnel security, including limitations on foreign nationals unless properly vetted. Each applicant is limited to one application submission.
The funding opportunity provides up to $70,060,000 through cooperative agreements, which allow FEMA to retain significant oversight and involvement in the award's implementation. Funds must be used to support FEMA-approved training development and delivery, with specific restrictions prohibiting construction and pre-award costs. Indirect costs are allowable with appropriate documentation, and management and administration (M&A) expenses are capped at 5%. There is no cost-share or matching requirement for applicants.
Applications must be submitted via FEMA GO between July 28, 2025, and August 12, 2025, with awards expected to be announced by September 30, 2025. The grant period of performance spans from September 1, 2025, to August 31, 2027. The application process requires registration with several federal systems, including SAM.gov and login.gov, and submission of forms such as the SF-424 and lobbying disclosures. FEMA does not require pre-application documents such as letters of intent.
Proposals will be evaluated based on technical merit, national scope, alignment with FEMAβs instructional design model, budget completeness, and ability to meet strategic training needs.
