Wheeling Heritage’s Partnership Grant Program

Wheeling Heritage’s Partnership Grant Program is designed to support revitalization efforts within the Wheeling Heritage Area by promoting historic preservation, community development, and the arts. As a private grant administered by Wheeling Heritage, a nonprofit organization focused on preserving and celebrating Wheeling's cultural identity, the program seeks to uplift innovative, inclusive, and community-oriented projects. It emphasizes accessibility and encourages applications from individuals, organizations, and entities engaged in enhancing the city’s historic and cultural assets. There are five categories of grants under this program: Education & Interpretation, Small Business Development, Artist, Recreation, and Fairs & Festivals. Each grant type provides up to $1,000 in funding. Education & Interpretation grants support projects that foster public understanding of Wheeling’s history, while Small Business Development grants focus on economic growth through tools such as branding and signage. Artist grants assist in funding creative projects, performances, or development activities. Recreation grants promote active engagement within public spaces, particularly Wheeling’s trail system. Fairs & Festivals grants back events that highlight Wheeling’s cultural diversity and historical legacy. Grants cover up to 75% of direct project costs, with the applicant required to provide the remaining 25% as a match, either in cash or in-kind contributions. Projects must occur within the city limits of Wheeling, with preference for those aligning with the city’s historical themes or located in the downtown historic district. The review process is conducted by an ad-hoc committee that ensures projects align with grant guidelines and the organization’s mission. The evaluation process focuses on compliance, impact, and alignment with Wheeling’s cultural preservation goals. The application process includes three steps: preparation (including contacting Wheeling Heritage staff and completing required forms such as a budget worksheet and W-9), online submission, and committee review. Each grant cycle lasts approximately four weeks from the application deadline to award notification. Four annual cycles are offered: January 5–30, April 1–30, July 1–31, and October 1–31, with decisions issued by the last week of the following month. Eligibility is broad and inclusive. Individuals, community groups, businesses, institutions, and public entities may apply, even without nonprofit status, as long as they can demonstrate fiscal responsibility. Applicants who have already received funding must wait until the next fiscal year (beginning October 1) to reapply. Recipients are required to sign a grant agreement outlining their responsibilities and terms of the award. The next open grant cycle is scheduled for January 5 to January 30, 2026.
