There are five categories of grants under this program: Education & Interpretation, Small Business Development, Artist, Recreation, and Fairs & Festivals. The application process includes three steps: preparation (including contacting Wheeling Heritage staff and completing required forms such as a budget worksheet and W-9), online submission, and committee review. Each grant cycle lasts approximately four weeks from the application deadline to award notification. Four annual cycles are offered: January 5–30, April 1–30, July 1–31, and October 1–31, with decisions issued by the last week of the following month. Eligibility is broad and inclusive. Individuals, community groups, businesses, institutions, and public entities may apply, even without nonprofit status, as long as they can demonstrate fiscal responsibility. Applicants who have already received funding must wait until the next fiscal year (beginning October 1) to reapply. Recipients are required to sign a grant agreement outlining their responsibilities and terms of the award. The next open grant cycle is scheduled for January 5 to January 30, 2026.
