Grant Description

The Peer Supports for Augmentative and Alternative Communication program is a forecasted grant opportunity offered by the U.S. Department of Health and Human Services through its Administration for Community Living (ACL). The Administration on Disabilities (AoD), a sub-agency of ACL, is planning to fund a three-year cooperative agreement to support individuals who use or may benefit from Augmentative and Alternative Communication (AAC). This effort is grounded in the AoD’s mission to advance independence, productivity, and community inclusion for people with disabilities, especially those with intellectual and developmental disabilities (I/DD). The proposed initiative aims to develop sustainable peer support models for individuals who use or could benefit from AAC throughout all stages of life. The primary goal is to create inclusive communities where AAC users can share their experiences, increase awareness, and improve access to communication tools and services. The program anticipates reaching an estimated five million Americans with speech disabilities, including those with I/DD, who need AAC to communicate effectively. The overarching purpose is to ensure that AAC users receive access to essential community services and supports that enhance their autonomy and inclusion in all aspects of community life. The funded project must involve a diverse group of stakeholders. These include individuals who use AAC, nonprofit community-based service provider organizations, self-advocacy groups, youth and adults with I/DD, their families, and other members of their support networks. The program design should foster collaboration among these entities to ensure that peer support systems are built around the actual needs and lived experiences of AAC users. Funding for this program will take the form of a cooperative agreement, indicating that ACL will maintain substantial involvement during the project period. The total anticipated funding for this opportunity is $775,000, with a minimum award floor of $750,000. Only one award is expected to be issued. Notably, this grant opportunity does not require matching funds, thereby removing financial barriers that might otherwise inhibit participation from smaller or resource-constrained organizations. Eligible applicants include nonprofit organizations, self-advocacy organizations, and other community-based entities that support individuals with disabilities. Specifically, the eligibility criteria emphasize inclusion of organizations and individuals with experience in AAC and I/DD support. Foreign entities are ineligible. However, faith-based and community organizations are welcome to apply as long as they meet all other eligibility requirements. The forecasted timeline for this opportunity begins with an estimated post date of April 1, 2026. Applications will be due by June 3, 2026, and awards are anticipated to be made by July 15, 2026. The estimated project start date is September 30, 2026. Interested applicants are encouraged to consult the ACL’s official grant site for updates and to prepare in advance for the release of the Notice of Funding Opportunity.
