Grant Description

The Safe Streets and Roads for All (SS4A) Grant Program is a federally funded, discretionary program established under the Infrastructure Investment and Jobs Act (IIJA). Administered by the U.S. Department of Transportation (USDOT), it provides $5 billion in appropriated funds from 2022 through 2026 to support regional, local, and Tribal initiatives focused on preventing roadway fatalities and serious injuries. The SS4A program aligns with the National Roadway Safety Strategy and supports the vision of achieving zero roadway deaths through the Safe System Approach. As of FY2025, over $2.9 billion has been awarded to more than 1,600 communities across all 50 states and Puerto Rico. Approximately $2 billion remains available for future funding cycles. The SS4A program offers two main grant types: Planning and Demonstration Grants and Implementation Grants. Planning and Demonstration Grants are intended to develop or supplement comprehensive safety action plans and may include supplemental safety planning and demonstration activities. Implementation Grants are designed for applicants with an eligible safety action plan and fund the execution of projects or strategies consistent with that plan. These can include infrastructural, behavioral, and operational safety improvements. Eligible applicants include metropolitan planning organizations (MPOs), political subdivisions of a state or territory such as counties, cities, towns, special districts, and certain transit agencies, as well as federally recognized Tribal governments. Applicants must ensure that their applications align with the requirements of their selected grant type. Those seeking Implementation Grants must submit their existing safety action plans for pre-application review to confirm eligibility. For FY2025, the application deadline for both Planning and Demonstration Grants and Implementation Grants was June 26, 2025, at 4:00 PM CST. Applicants were required to apply to the Build Kansas Fund for local match support prior to submitting their federal grant applications, if applicable. Almost $2 billion remains available for the program through FY2026, offering further opportunities for interested applicants. Additional support and resources are available through various USDOT channels, including webinars and detailed applicant guidance documents. Recordings and presentation materials from informational webinars held in April 2025 can be accessed online. Applicants are encouraged to consult the SS4A NOFO, FAQs, and related resources posted on Grants.gov and the USDOT website. For questions, interested parties can contact the SS4A team at the U.S. Department of Transportation by emailing SS4A@dot.gov. The program office is located at 1200 New Jersey Avenue, SE, Washington, DC 20590. For applicants in Kansas, specific support is available through the Kansas Department of Transportation’s Federal BIL team.
