Texas Financial Education Endowment 2026-2027 Grant Cycle
This grant provides funding to organizations in Texas that promote financial literacy and consumer credit education, helping communities improve their financial stability at little or no cost.
The Texas Financial Education Endowment (TFEE) was created by the 82nd Texas Legislature to provide funding for statewide programs that enhance financial capability and promote consumer credit building. Administered by the Finance Commission of Texas, the endowment operates a biennial grant program that began in 2014. Its mission aligns with the Finance Commission’s broader role of ensuring regulated financial institutions operate responsibly to improve the financial well-being of Texans. Through its grant program, TFEE funds initiatives that encourage consumer behaviors leading to sustainable improvements in financial health. TFEE supports three main types of programs: school and youth-based financial education, adult financial education and capability, and financial coaching. Youth-focused programs must align with Texas Essential Knowledge and Skills (TEKS) requirements, and may include train-the-trainer models, integrated curricula, professional development for educators, and savings incentive programs for students and families. Adult-focused initiatives aim to increase credit scores, build savings, reduce debt for low-income borrowers, and encourage long-term financial empowerment. Financial coaching programs must foster ongoing, systematic, client-driven relationships to help participants change financial behaviors over time. Funding awards can be up to $90,000 per recipient, distributed as semi-annual reimbursements over a two-year period. Allowable expenses are limited to those identified in the application, consistent with the Uniform Grant Management Standards set by the Texas Comptroller of Public Accounts, and compliant with Section VII of the Grant Administration & Advisory Policy Manual. The program does not fund financial service providers or entities regulated by the Finance Commission. Eligible applicants include nonprofit organizations, governmental entities, schools, and for-profit businesses, with the noted exclusion of financial service providers under Finance Commission regulation. Applications are accepted in odd-numbered years, with the upcoming cycle opening June 23, 2025, and closing September 1, 2025. Submissions can be made electronically via the TFEE secure online portal or by postal mail. Applicants must use the official Texas Financial Education Endowment Application and Checklist, and confirmation of receipt will be sent via email within three business days. Applications are evaluated by three members of the Grant Advisory Committee using a rubric that considers the applicant’s organizational capacity, target audience, demographics served, innovation, program need, and sustainability. Required materials include detailed organizational information, program specifics, outcome metrics, budgets, and other supporting documentation.
