The Office of Juvenile Justice and Delinquency Prevention (OJJDP), a component of the U.S. Department of Justice’s Office of Justice Programs, administers the Title II Formula Grants Program under the Juvenile Justice and Delinquency Prevention Act (JJDPA). This program is designed to support state-level efforts aimed at improving the juvenile justice system, with an emphasis on comprehensive planning, implementation, and evaluation of effective interventions and reforms. The OJJDP works to advance the Department of Justice’s broader mission to uphold the rule of law, ensure public safety, and protect civil rights, with a particular focus on addressing issues affecting children, crime victims, and public safety challenges such as the opioid crisis and human trafficking. Under this grant opportunity, states are invited to apply for funding to support a wide range of juvenile justice activities. These include education, training, research, prevention, diversion, treatment, and rehabilitation programs aimed at improving the juvenile justice system. The program emphasizes compliance with the four core requirements of the JJDPA: deinstitutionalization of status offenders, separation of juveniles from adult inmates, removal of juveniles from adult jails and lockups, and reduction of racial and ethnic disparities. To be eligible for funding, states must submit and receive approval for a three-year state plan outlining their strategies for implementing the Formula Grants program in accordance with these federal mandates. The total amount expected to be awarded under this funding opportunity is $44,076,463, with an anticipated award ceiling of $4,204,755 per state. States must provide a 100% match for any federal funds used for planning and administration activities, not to exceed 10% of the total award. This match can be satisfied through either cash or in-kind contributions. The performance period for awards will be 48 months, starting October 1, 2025. Funding is contingent upon continued appropriations and may be adjusted due to changes in funding availability or policy. The application process is divided into two required steps. First, applicants must submit the SF-424 form via Grants.gov by April 27, 2026, at 11:59 p.m. ET. Then, the full application package, including the proposal narrative and all required attachments, must be submitted through JustGrants by May 4, 2026, at 8:59 p.m. ET. Applicants are strongly encouraged to begin the registration and submission process early to avoid potential delays. There are no pre-application gating requirements, but applicants must have an active registration in SAM.gov and must ensure that all JustGrants accounts are set up appropriately. Application components include a proposal narrative that may either detail programmatic changes to the approved three-year plan or affirm that no changes are being made, along with updates on state goals and objectives, a current State Advisory Group (SAG) roster, agency contact information, and a waiver request if applicable for the pass-through requirement. Budget submissions must provide a detailed breakdown of costs, including planning, administration, and any required match contributions. All applicants must also complete standard DOJ forms such as lobbying disclosures and assurances of compliance with civil rights laws. Applications will be reviewed for clarity, feasibility, alignment with program goals, and completeness. Awards will be issued by the Assistant Attorney General, who may consider programmatic recommendations and risk assessments. Upon approval, award recipients will be expected to publish their approved three-year plan within 60 days and submit annual performance and financial reports, as well as comply with applicable DOJ administrative and legal requirements. This program is recurring annually, and future cycles will be based on compliance and funding availability.
