USAID integrated Delivery of Tuberculosis Service (iDOTS) Activity

The United States Agency for International Development Nigeria mission (USAID/Nigeria) seeks concepts from eligible and qualified organizations to implement the USAID integrated Delivery of Tuberculosis Service (iDOTS) Activity. USAID intends to make two awards to the applicants who best meet the objectives of this funding opportunity based on the merit review criteria described in this NOFO, and subject to a risk assessment. Eligible parties interested in submitting an application are encouraged to read this NOFO thoroughly to understand the type of program sought, application submission requirements, and the selection process. This NOFO will follow a 3-phase process as described below: ● Phase 1: Submission of Concept ● Phase 2: Participation in an oral presentation by the selected Applicants ● Phase 3: Submission of a full application by the selected Applicants Phase 1 is the submission of the Concept in the form of a slide deck presentation that will be reviewed for responsiveness to the purposes of the NOFO and be evaluated in accordance with the merit review criteria provided in Section E of this NOFO. The highest rated applicants will advance to Phase 2, where they will present their proposed plan orally to the Merit Review Committee. The oral presentation will also be evaluated in accordance with the merit review criteria provided in Section E of this NOFO. From Phase 2, the Apparently Successful Applicants will be identified and invited to Phase 3, for co-creation and submit a full application, which will be evaluated in accordance with the merit review criteria provided in Section E of this NOFO. Eligibility is restricted to local organizations. USAID iDOTS also supports USAID’s Acquisition and Assistance Strategy and localization targets, by limiting award eligibility to prime local entities and promoting investments in local Community Based Organizations (CBOs) and Faith Based Organizations (FBOs). Consistent with the overall vision for localization, USAID iDOTS will encourage the successful applicants to expand the number of new and underutilized partners sub-granted to implement USAID iDOTS at local level and promote sustainability by working with CBO networks and Government of Nigeria (GON) structures. USAID defines a “local entity” as an individual, a corporation, a nonprofit organization, or another body of persons that: 1. Is legally organized under the laws of; and 2. Has as its principal place of business or operations in; and 3. Is a. majority owned (51% or more) by individuals who are citizens or lawful permanent residents of; and b. managed by a governing body, the majority of who are citizens or lawful permanent residents of Nigeria.
