Food Equity and Emergency Distribution Grant Program (FEED)
This grant provides financial support to local nonprofits and community organizations in Frederick County to improve food distribution and emergency meal programs for residents facing food insecurity.
The Frederick FEED Grant Program, short for Food Equity and Emergency Distribution, is a new initiative launched by Frederick County Executive Jessica Fitzwater in collaboration with The Community Foundation of Frederick County. This grant program is designed to enhance the capacity of local organizations to respond to food insecurity challenges within the county, especially in light of increased need stemming from the recent federal government shutdown and delays in SNAP benefits. The initiative reflects Frederick County’s commitment to ensuring residents have access to nutritious food and that local food providers have the resources needed to meet growing demands. Administered by The Community Foundation of Frederick County, the FEED Grant supports a range of nonprofit and community-based organizations involved in food distribution and emergency meal programs. Eligible applicants include IRS-recognized 501(c)(3) nonprofits, religious organizations conducting non-sectarian activities, and civic groups seeking to fund community-oriented food initiatives. A key requirement is that at least 51% of the program's beneficiaries must reside within Frederick County, Maryland. All applicants must also be in compliance with regulatory requirements from the Maryland Secretary of State, Maryland Department of Assessments and Taxation, and the IRS, as verified via GuideStar’s Charity Check. Grant funds may be used for various food-related services and operational needs, including meal programs, administrative overhead connected to food delivery, and the purchase of non-vehicle capital items such as refrigerators, freezers, or other essential storage equipment. While vehicles are not an allowable expense, many other non-consumable items used for food preparation, packing, delivery, and sanitizing are eligible. Awards must be used during the grant period from January 1, 2026 through June 30, 2026. Funds will be disbursed as a one-time payment during the first quarter of that grant period, and any unused funds must be returned if not used or if the terms of the grant are not met. The application period for Round One opens on December 1, 2025, and closes on December 21, 2025. A second round is expected in early 2026, indicating that the program is recurring. Award recipients will be required to submit a final report by August 15, 2026. This report must include a project ledger, an overview of project outcomes, a breakdown of how the funds were used, and supporting evaluation data. To apply, organizations must submit a project description, budget, and required organizational documentation. Questions about the application or eligibility requirements may be directed to the FEED program via phone at 301-695-7660 or through email. The program’s goal is to ensure that Frederick County residents have reliable access to food and that providers have the capacity to serve communities in times of heightened need.
