The Department of Energy and Environment (DOEE) of the Government of the District of Columbia is offering a competitive grant opportunity to minimize lead poisoning among children in the District. The Lead Poisoning Prevention Outreach and Collaboration grant, identified as RFA-FY25-LHHD-868, is administered by the Environmental Services Administration - Lead-Safe and Healthy Homes Division (LHHD) within DOEE. The primary goal of this funding opportunity is to educate and inform low-income residents in Wards 1, 4, and 5 about potential lead exposure risks to their children and how to mitigate them. Special attention is given to households that are Spanish-speaking or African immigrant families. Funding for this grant is sourced from the Centers for Disease Control and Prevention (CDC) under federal award number 5 NUE2EH001463-04-00 with ALN# 93.197. A total of $60,000 is available under this solicitation, with the expectation of funding up to two grantees. The intended project period runs from the date of the grant award through September 30, 2025. The grant may be extended, and additional funding may be provided based on grantee performance and fund availability. Permissible uses of grant funds include employee salaries and benefits, contractor labor, materials and supplies, printing, necessary travel, insurance, and other typical administrative and project expenses. Major equipment purchases, lobbying, entertainment, and land purchases are among the non-allowable costs. Eligibility is open to a wide range of entities, including nonprofit organizations with IRS 501(c)(3) or 501(c)(4) determinations, faith-based organizations, government agencies, universities and educational institutions, and private enterprises. Applications must be complete and truthful to maintain eligibility, and any material changes in condition must be reported immediately to DOEE. Applications must be submitted through DOEE’s Grants Management System (GMS) by 11:59 p.m. on June 30, 2025. No hard copies or emailed copies will be accepted unless technical issues arise and are documented prior to the deadline. The required components of the application include a project summary, detailed narrative addressing project goals, activities, target audience and locations, a numeric budget and narrative justification, work plan, and various organizational documents such as Certificates of Good Standing and Clean Hands, IRS W-9, proof of nonprofit status (if applicable), current fiscal year budget, financial statements, and a Separation of Duties Policy. Evaluation of applications will be conducted by a review panel composed of individuals knowledgeable about the RFA subject area. Applications will be scored based on six criteria: a detailed plan to reach at least 150 residents (25 points), counseling on lead and tenants’ rights (10 points), education on workplace lead exposure (10 points), provision of culturally and linguistically relevant materials (20 points), a comprehensive and realistic work plan and timeline (15 points), and a reasonable and justifiable budget (20 points). Grantees will be required to submit quarterly status reports and a final report detailing project outputs and outcomes. Reporting dates are April 15, July 15, October 15, and January 15, respectively. Reimbursement of expenditures is the primary payment method, although limited advances may be considered for good cause. DOEE may withhold up to the final 10 percent of the grant until all activities are completed and the final report is submitted.
