Off-System Bridge Program
This program provides funding to Colorado counties and municipalities for the inspection, rehabilitation, and replacement of major bridges and culverts on public roads.
The Off-System Bridge Program, managed by the Colorado Department of Transportation (CDOT), is designed to support the replacement and rehabilitation of major structures—such as bridges and culverts—on public roads owned by Colorado counties and municipalities. This program aims to improve the structural integrity and safety of infrastructure not part of the federal highway system but still vital for local transportation. It is jointly funded through a federally mandated program and state-directed funds, including an annual allocation of $6.75 million through the Infrastructure Investment and Jobs Act from 2021 to 2026. Eligible applicants must be Colorado counties or municipalities with ownership of major structures that are in Poor or Fair condition. The program covers both major rehabilitation and full replacement of these structures, with replacement required if the condition is rated Poor. A minimum 20% local match is required from awardees. The program also supports tunnel inspections through the Off-System Bridge Inspection Program (BIO) to ensure compliance with federal inspection standards. Applications must include a narrative justifying the project need, structure eligibility, proposed scope (rehabilitation or replacement), shovel-readiness documentation, cost estimates, project timelines, local match evidence, and commitment to complete the project. The application process must be coordinated with CDOT Local Agency Coordinators to ensure compliance with environmental, right-of-way, utility, and railroad requirements. Projects must be completed within four years of award, and only costs incurred post-approval are reimbursable. Submissions are reviewed and selected by the Special Highway Committee (SHC), composed of representatives from counties and municipalities. Funding decisions are based on eligibility, shovel-readiness, application completeness, structure condition, and available budget. Additional funds may be requested through a separate budget supplement process if unforeseen costs arise. The most recent cycle closed on November 7, 2025. As this is an annually recurring program, the next anticipated cycle is expected to open in August 2026. CDOT’s Staff Bridge branch oversees implementation, and Nyssa Beach serves as the Bridge & Structure Asset Management Engineer contact for the program. Stakeholders are advised to consult the Off-System Bridge Program Manual and maintain communication with assigned CDOT coordinators throughout the project lifecycle.
