U.S. Embassy The Hague PD Annual Program Statement
This grant provides funding for projects that strengthen U.S.-Netherlands relations through cultural, educational, and collaborative initiatives, with a focus on transatlantic security and democracy.
The U.S. Embassy The Hague, through its Public Diplomacy Section (PD), has released the Fiscal Year 2025 Annual Program Statement (APS) under funding opportunity number PD-THEHAGUE-FY25-01. This program invites proposals that strengthen ties between the United States and the Netherlands by emphasizing shared values and enhancing bilateral cooperation. The Embassy administers these small grants to support activities that highlight American policy perspectives, encourage cultural and educational exchange, and deepen mutual understanding among Dutch audiences. Programs supported through this APS must incorporate a U.S. element, such as participation from American experts, organizations, or institutions. The APS provides broad guidance on eligible programming. Examples include academic and professional lectures, seminars, cultural workshops, joint performances, exhibitions, youth and professional exchanges, as well as media campaigns. Priority will be given to projects that support transatlantic security alliances with a particular focus on the 2025 NATO Summit in The Hague, initiatives that safeguard democracy and combat disinformation, and other projects that enhance U.S.βDutch relations. Applicants are encouraged to propose creative approaches that connect Dutch and U.S. communities in meaningful ways. Funding amounts under this program generally range between $2,000 and $25,000, with a maximum ceiling of $50,000. Approximately $150,000 has been allocated for the FY2025 cycle, covering the period from October 1, 2024, through September 30, 2025. Projects may be supported for up to 12 months. The funding instrument may be a grant, a fixed amount award, or a cooperative agreement. While food and non-alcoholic beverages may be included, they cannot constitute more than 10 percent of the budget, and alcoholic beverages are ineligible. All awards are contingent upon the availability of funds. Eligibility is broad and open to both individuals and organizations, including not-for-profits, NGOs, think tanks, educational institutions, and governmental entities, whether based in the Netherlands or abroad. However, for-profit or commercial entities are excluded. Programs must target Dutch audiences, with preference for those reaching youth, underserved communities, or ensuring geographic diversity across the Netherlands. Prohibited uses of funds include partisan political activity, religious programming, charitable or development activities, construction, fundraising, lobbying, scientific research, institutional development, and duplication of existing programs. Applicants must submit complete proposals consisting of a coversheet, required SF-424 forms, a proposal narrative, and a detailed budget justification. Proposals should clearly describe organizational background, problem statements, goals and objectives, program activities, methodology, timelines, partners, monitoring and evaluation plans, and sustainability strategies. All documents must be in English, with budgets in U.S. dollars. Organizations must maintain active SAM.gov registration with a Unique Entity Identifier (UEI) and, when applicable, a CAGE or NCAGE code. Individuals do not need SAM.gov registration. Applications will be accepted on a rolling basis and reviewed three times in the funding year. The first deadline is November 15, 2024, with subsequent 2025 deadlines to be announced in January. The Embassy aims to review submissions within 30 days of each deadline, with applicants notified within 60 days. The proposed start date of funded projects must be at least 60 days after the application deadline. Awardees will be required to provide regular program and financial reports as specified in their grant agreements. Applicants seeking clarification on the process should direct inquiries to GrantsTheHague@state.gov. The Embassy cannot engage in detailed consultation regarding proposal design once applications are submitted. Interested individuals and organizations are advised to prepare thoroughly, begin registration processes early, and ensure compliance with U.S. government regulations before applying:contentReference[oaicite:0]{index=0}:contentReference[oaicite:1]{index=1}:contentReference[oaicite:2]{index=2}.
