Applications must be submitted via email and must include several mandatory documents: SF-424 series forms (A, B, and I depending on the applicant type), a proposal narrative, a budget justification narrative, and a summary cover sheet. All documentation must be in English and submitted in U.S. dollars. Only applicants with an active SAM.gov registration at the time of submission will be considered (individuals are exempt). Organizations must also obtain a Unique Entity Identifier (UEI) and may need a CAGE or NCAGE code depending on their U.S. or foreign status. Registrations and renewals may take weeks, and applicants are advised to begin these processes well in advance. The first application deadline is November 15, 2024, with two additional review cycles anticipated in 2025. The Grants Review Committee convenes three times annually and aims to review submissions within 30 days, providing responses within 60 days post-deadline. All costs must be justified and align with federal regulations; no more than 10 percent of the total budget may be allocated to food and beverages, and award funds may not be used for alcohol. The grant agreement will be administered by the designated Grant Officer and recipients may only incur costs after the formal start date indicated in the award document.
