WITH Foundation Grants to Support Disability Healthcare
This funding opportunity supports organizations working to improve Medicaid and Medicare healthcare services for adults with intellectual and developmental disabilities through advocacy, resource development, community organizing, and research initiatives.
The WITH Foundation is offering a funding opportunity titled "Defending Medicaid and Medicare: Advancing Comprehensive Healthcare for Adults with Intellectual and Developmental Disabilities." This initiative supports one-year projects aimed at defending, strengthening, and expanding Medicaid and Medicare supports for adults with intellectual and developmental disabilities (I/DD). The program is grounded in the framework of disability justice and is designed to promote inclusive, culturally responsive, and disability-competent healthcare systems in the United States. Applications are due by August 15, 2025, at 4:59 p.m. PDT. The total available funding for this Request for Proposals (RFP) is up to $700,000, with individual grants capped at $100,000 each. Projects must align with one or more of four focus areas: policy advocacy, resource and tool development, community-driven organizing, and applied research and data strategies. The initiative encourages the leadership and participation of self-advocates, particularly those who are multiply marginalized. Collaborative proposals are welcome, especially those involving partnerships between disability organizations, healthcare providers, and community-based groups. BIPOC-led organizations are strongly encouraged to apply. Applicants must be 501(c)(3) public charities, which may include healthcare, community, and disability organizations. Collaborative applications are accepted, but a lead organization must be designated to manage the project and execute MOUs with partners. All applications must be submitted online through the WITH Foundation’s grant management portal, accessible at withfoundation.org. A federal tax identification number is required to start the submission process. The grant period will last for 12 months, beginning between February 1 and March 1, 2026, based on the selected start date of the awarded grantee. Reporting requirements include both financial accounting and a narrative summary, which may be submitted in written, audio, or video format via the grant portal. The final report must describe outcomes and impact. Applicants will be notified of award decisions by January 23, 2026, with funds released prior to the grant start date upon submission of the signed grant agreement and W-9. An informational technical assistance call is scheduled for Wednesday, July 23, 2025, at 1:00 p.m. PDT. Interested applicants must register in advance at the Zoom registration link provided in the RFP. The call will not be recorded, but a Q&A summary will be available on the foundation’s website by August 4, 2025. For questions, applicants may contact the foundation at info@withfoundation.org. Applicants are required to submit a detailed one-page project budget, including personnel, events, travel, supplies, and indirect costs (capped at 28%). The budget must show both total project costs and the amount requested. The foundation mandates fair compensation for self-advocates involved as advisors, with a minimum of $100 per engagement or $25 per hour, whichever is greater. Lobbying activities are explicitly prohibited in funded proposals. The RFP strongly emphasizes co-creation, cultural humility, and meaningful participation from the I/DD community throughout all phases of proposed projects.
