Applications for religious indoctrination or other religious activities, endowment building, deficit financing, fundraising, lobbying, electioneering, or activities of political nature will not be considered, nor will proposals for ads, sponsorships, or special events (e.g., fundraisers), and any proposals which discriminate as to race, gender, marital status, sexual orientation, age, disability, creed, or ethnicity. Exceptions In selected cases, projects undertaken by organizations that normally fall outside the above guidelines may be able to receive funding. Examples include faith-based organizations whose proposal impacts the broader community, and units of government whose proposal extends beyond the traditional governmental functions that impact the broader community. Fiscal Sponsorship Ineligible organizations may be able to receive funding for projects if they seek support from a qualified organization who is willing to provide fiscal sponsorship. Fiscal sponsors must agree to take legal and fiscal responsibility for accepting grant funds from GHCF on behalf of the ineligible organization. A letter from the fiscal sponsor must be submitted with the application for the project to be considered. Evaluation Criteria The GHCF Grants Committee is composed of volunteer Advisory Board and other community members. The committee strives to facilitate a competitive process that is fair and transparent, and all eligible applications are reviewed and evaluated using a scoring matrix by each committee member. Preference will be given to applications which have the potential to impact a broad range of Fairbanks North Star Borough area residents. Applications should detail measurable and achievable outcomes, and demonstrate other sources of support, collaboration, and/or cooperation. Evaluation criteria include but are not limited to the overall merit of the project, the ability of the organization to successfully complete the project, the clarity and measurability of the project’s goal, the feasibility of the time frame given for completion of the project, and the number of people served. CalRecycle is seeking projects that implement new programs or enhance existing programs to provide convenient beverage container recycling opportunities in various locations statewide. Eligible projects include:• Multi-family residential dwellings (five units or more).• Public colleges/universities, non-profit colleges/universities, and public K-12 school districts.• Curbside Residential Program locations (excluding single stream).• Community events including, but not limited to, those sponsored by local jurisdictions.• Parks/recreational areas.• Purchase of water refill stations, including installation, replacement of current infrastructure, plumbing, maintenance, additional attachments or modifications, or related educational and outreach activities/materials promoting water refill stations.• Litter reduction and cleanup along the United States-Mexico border where the waste stream includes beverage containers that will be recycled. o Out of State beverage containers collected as part of the litter abatement and cleanup projects cannot be funded under this grant program. Ongoing collection programs may include the following activities as a component of the grant project:• Temporary Community events (i.e., recycling or collection events sponsored by local jurisdictions, Earth Day events).• Drop-off, Collection Program, or Community Service Program.• Education and Outreach related to beverage container recycling. Note: Education activities and/or materials (signage, flyers, curriculum, etc.) related to the beverage container recycling project are capped at 25 percent of the total grant award. • Funding must have a direct connection to the California Redemption Value (CRV) of beverage containers and the overall program. If non-CRV items are included in the grant, they are subject to proportional cost. For example: a three-bin system with composting, paper and CRV recycling, can only be funded at one third of the cost. A mixed recycling bin will be funded proportionately based on the CRV content of materials collected. Priority funding will be given to Tribal Entities and applicants with litter abatement projects along the United States-Mexico border.
