Youth-driven climate mitigation and adaptation projects, including youth-led community gardening, tree planting, reforestation, and urban farming campaigns; youth-managed recycling and waste reduction programs; and youth-produced climate resilience workshops and disaster preparedness programs. Co-governed youth climate action plans, including partnerships between city leaders and youth groups to inform climate-related policy ideas, decisions, actions, or the formation of youth climate ambassadors or advisory boards. This program can fund any youth-led (15-24 years of age) project that is focused on sustainability and climate change that directly benefits La Crosse. The Volunteer Fire Capacity (VFC) Grant Program, managed by the Michigan Department of Natural Resources (DNR) Forest Resources Division (FRD), assists rural fire departments in acquiring firefighting equipment. The program requires a 50/50 matching grant and is available to fire departments serving communities with populations of 10,000 or less. Eligible projects include personal protection gear for wildland fires, Class A foam generating equipment, dry hydrants, communications equipment, and breathing apparatus. Applications are reviewed and prioritized by the FRD, with awards capped at $4,999 per project. Projects involving multiple departments are considered on a case-by-case basis. Applications must be submitted by June 28, 2024, with awards announced around December 15, 2024. Projects must be completed by August 1, 2025.

The Pre-Disaster Mitigation (PDM) Grant Program makes federal funds available to state, local, tribal, and territorial governments to plan for and implement sustainable cost-effective measures designed to reduce the risk to individuals and property from future natural hazards, while also reducing reliance on federal funding from future natural disasters. The Fiscal Year (FY) 2024 PDM Grant Program will provide $190,568,289 in funding to projects identified in the FY24 DHS Appropriations Acts Joint Explanatory Statement (JES) for Division C in the table starting on page 59 entitled Homeland Security Community Project Funding/Congressionally Directed Spending.The PDM Grant Program aligns with the general goal of promoting resilience and adaptation in light of current risks and the 2020-2024 DHS Strategic Plan through pursuing Goal 5: Strengthen Preparedness and Resilience. Specifically, Objective 5.1: Build a National Culture of Preparedness has several sub-objectives that the PDM Grant Program supports. PDM serves primarily to bolster Sub-Objective 5.1.1: Incentivize investments that reduce risk and increase pre-disaster mitigation, including expanding the use of insurance to manage risk through funding mitigation projects, particularly ones that reduce risk to Community Lifelines and infrastructure. Additionally, project scoping activities that PDM funds also contribute to other sub-objectives. For example, planning, partnerships, and project scoping efforts help improve awareness initiatives to encourage public action to increase preparedness (Sub-Objective 5.1.2), use lessons from past disasters and exercises to inform community investment decisions and anticipate challenges that may emerge during future disasters (Sub-Objective 5.1.3), and coordinate and guide continuity of operations activities through partnerships with government and non-government stakeholders (Sub-Objective 5.1.5).The 2022-2026 FEMA Strategic Plan outlines three bold, ambitious goals in order to position FEMA to address the increasing range and complexity of disasters, support the diversity of communities we serve, and complement the nations growing expectations of the emergency management community. Eligibility Criteria Health Care Practitioners who received an award from the FY 2022-23 DP Program are eligible to apply for the FY 2024-25 DP Program. For a proposal to eligible to compete for funding (i.e., read and rated) all the following conditions must be met: The Applicant must be a currently licensed health care practitioner, located in California who provides abortion-related services (or referrals to abortion-related services) and reproductive health care services in California. A health care practitioner is defined as a medical doctor, osteopathic doctor, licensed midwife, certified nurse-midwife, nurse practitioner, registered nurse, licensed vocational nurse, or physician assistant. Applicants applying as a health care practitioner must include with their proposal a current, valid, unrestricted license to practice in the State of California. The Fiscal Year (FY) 2024 Intercity Passenger Rail (IPR) Amtrak program is one of four grant programs that constitute DHS/FEMAs focus on transportation infrastructure security activities. These grant programs are part of a comprehensive set of measures authorized by Congress and implemented by DHS to help strengthen the Nations critical infrastructure against potential terrorist attacks. The IPR provides funds to Amtrak to protect critical surface transportation infrastructure and the traveling public from acts of terrorism. For FY 2024, DHS is focused on the criticality of information sharing and collaboration to building a national culture of preparedness and protecting against terrorism and other threats to our national security. DHS and its homeland security mission were born from the failures among federal agencies and between the federal agencies and state and local authorities to share critical information related to the threat of terrorism prior to the September 11, 2001, attacks. The threat profile has changed in the last two decades we now face continuous cyber threats by sophisticated actors, threats to soft targets and crowded places, threats to our democratic election process and threats from new and emerging technologies. That said, information sharing and cooperation between state, local, tribal, and territorial authorities, and federal agencies, including all DHS officials, is just as vital, and perhaps even more vital, today. This program provides financial assistance to rural and volunteer fire departments in Indiana to help them improve fire prevention and suppression efforts through training and equipment.

The Virginia Emergency Shelter Upgrade Assistance Fund was established by Senate Bill 350, introduced by Senator Lucas, effective from July 1, 2020. This fund is dedicated to providing matching funds to local governments for installing, maintaining, or repairing emergency shelter infrastructure to enhance resilience against natural disasters. This includes infrastructure for backup energy generation, such as solar energy generators, and wind retrofitting to improve structural integrity. The fund prioritizes projects that protect vulnerable populations, offer long-term risk solutions, and support primary shelter enhancements as verified by Local Capabilities Assessment Reports (LCAR). Eligible applicants are local governments with a current and locally-adopted emergency operations plan compliant with Virginia’s Emergency Services and Disaster Laws. Local governments are restricted to one application per year and must have completed any prior funded projects before applying.

This program provides funding to municipal fire departments and fire districts in Arizona for essential hardware and software to improve fire incident management.

Climate change is driving the devastating intersection of extreme heat, drought, and wildland fire danger across the United States, creating wildfires that move with a speed and intensity previously unseen. This has created conditions in which wildfires overwhelm response capabilities, resulting in billions of dollars in economic losses, damage to natural resources, devastation to communities, and the tragic loss of human life. The Infrastructure Investment and Jobs Act, also known as the Bipartisan Infrastructure Law (BIL), enacted in November 2021, is bringing much-needed support to communities across the country to increase the resilience of lands facing the threat of wildland fires and to better support federal wildland firefighters. The BIL provides funding and authorizes the U.S. Department of the Interior (DOI) to develop and implement a pilot program to provide local governments with financial assistance to acquire slip-on tanker units to establish fleets of vehicles that can be quickly converted to be operated as fire engines. The objective of this opportunity is to provide funding for these units that meet the required minimum specifications as outlined in Attachment 1.
