The Fiscal Year (FY) 2024 Nonprofit Security Grant Program (NSGP) is one of three grant programs that support DHS/FEMAs focus on enhancing the ability of state, local, tribal, and territorial governments, as well as nonprofits, to prevent, protect against, prepare for, and respond to terrorist or other extremist attacks. These grant programs are part of a comprehensive set of measures authorized by Congress and implemented by DHS to help strengthen the nations communities against potential terrorist or other extremist attacks. For FY 2024, DHS is focused on building a national culture of preparedness and protecting against terrorism and other threats to our national security. DHS is also focused on forging partnerships to strengthen information sharing and collaboration among federal, state, local, tribal, and territorial law enforcement. There are no requirements for information sharing between nonprofit organizations and law enforcement; however, the NSGP seeks to bring nonprofit organizations into broader state and local preparedness efforts by removing barriers to communication and being more inclusive. Foundation Initiatives are grants awarded to projects that align with the strategic goals of the Legacy Foundation, typically exceeding $500,000. This program provides financial support to rural and volunteer fire departments in Indiana to improve their fire suppression and prevention capabilities through training, equipment, and organizational support.

The Virginia Emergency Shelter Upgrade Assistance Fund was established by Senate Bill 350, introduced by Senator Lucas, effective from July 1, 2020. This fund is dedicated to providing matching funds to local governments for installing, maintaining, or repairing emergency shelter infrastructure to enhance resilience against natural disasters. This includes infrastructure for backup energy generation, such as solar energy generators, and wind retrofitting to improve structural integrity. The fund prioritizes projects that protect vulnerable populations, offer long-term risk solutions, and support primary shelter enhancements as verified by Local Capabilities Assessment Reports (LCAR). Eligible applicants are local governments with a current and locally-adopted emergency operations plan compliant with Virginia’s Emergency Services and Disaster Laws. Local governments are restricted to one application per year and must have completed any prior funded projects before applying.

The Hartford Foundation for Public Giving is offering a competitive grant opportunity aimed at increasing access to emergency services and immediate assistance for vulnerable residents in Greater Hartford. This Annual Program Statement (APS) offers USAID Operating Units a mechanism to facilitate assistance awards to local and non-traditional partners for innovative, adaptive, and locally led development approaches. Grid Enhancement Grant Subaward Program Program Description The Grid Enhancement Grant Subaward program allocates funds for utility infrastructure investments in Arkansas. Leveraging federal funds from the Infrastructure Investment and Jobs Act (IIJA), this program aims to modernize and strengthen America’s power grid, particularly against natural disasters, while fostering economic development within the state. The funding will support projects delivering direct benefits to Arkansans by bolstering grid resilience, mitigating outages during disasters, and promoting investments in the state’s grid workforce. Program Objectives Funds provided through this subaward program are intended to achieve the following objectives: Increase the Reliability of the Arkansas Electric Grid Achieve Whole Community Impact Support the Development of the State’s Grid Workforce For further details on these objectives, refer to the state Program Narrative below. Eligible Entities Eligible applicants encompass Arkansas electric utilities such as investor-owned electric utilities, electric cooperatives, and municipal electric utilities. Additionally, electric grid operators, electricity storage operators, electricity generators, transmission owners or operators, distribution providers, and fuel suppliers are eligible. The Town of Avon offers the Support for Community Events Grant Program to provide financial aid to local festivals, special events, and community programs that deliver recreational or cultural opportunities and promote the town. The program gives special attention to events that enhance the attractiveness of Avon as a place to visit or live, celebrate local heritage, and enrich quality of life. Grant awards are capped at 25 percent of the event budget or 7,500 dollars, whichever is less. The funding window covers events occurring between July 1, 2024 and October 31, 2024. Preference is given to purchases or services that protect public health, safety, and welfare, such as emergency medical services, sanitation, lighting, security, and transportation. Eligible applicants must be tax exempt organizations under a 501(c) category and events must be held within town limits. Events must be free and open to the public, not financially dependent on town support, and not organized as for profit ventures. Funds may not support regular operating costs, and only one grant will be awarded per event. Applications are due May 3, 2024. Additional information is available from the Town of Avon.

The New York State Division of Criminal Justice Services (DCJS) seeks applications to fund safety and security projects at nonprofit organizations at risk of hate crimes or attacks because of their ideology, beliefs, or mission. Approximately $25 million to $60 million is expected to be made available to fund approximately 125-300 projects throughout New York State. Should additional funding become available, DCJS intends to meet as much of the requested needs as possible. Applications will be accepted for up to $200,000 per organization. Each eligible organization may submit one (1) application for one or more physical security enhancements and/or cybersecurity enhancements. Organizations can submit for different types of enhancements within their application (e.g., locks and alarm system) so long as the total requested by the organization is equal to, or less than, $200,000. Organizations may submit applications for projects at facilities that have received any prior SCAHC funding if the proposed project is different than any previously funded projects or builds upon or enhances the security measures previously undertaken. All funding must support project related costs that will be incurred during the contract period. Funding under this program must supplement, not supplant, non-grant funds that would otherwise be available.

This program provides funding to municipal fire departments and fire districts in Arizona for essential hardware and software to improve fire incident management.

The Virginia Department of Criminal Justice Services (DCJS) is seeking applications for its Victim Witness Grant Program (VWGP). This program provides financial support to local victim witness and statewide victim assistance programs. Its core mission is to offer direct services, information, and assistance as mandated by the Virginia Crime Victim and Witness Rights Act. The primary purpose of this funding, derived from the federal Victims of Crime Act (VOCA) Rule, is to support the delivery of essential services to crime victims. The program aims to address the emotional, psychological, or physical needs of crime victims, help them stabilize their lives after victimization, assist them in understanding and participating in the criminal justice system, and restore a measure of security and safety. The target beneficiaries of the VWGP are victims of crime across all counties in Virginia. The program's impact goals center on providing comprehensive direct services across various categories. These include information and referrals (e.g., about the criminal justice process, victims' rights, and other services), personal advocacy and accompaniment services (e.g., to medical care, forensic examinations, and criminal justice events), emotional support and safety services (e.g., crisis intervention, safety planning, counseling, and support groups), shelter and safe housing options (e.g., emergency shelter, transitional housing, and relocation assistance), and criminal and civil justice system assistance (e.g., notification of events and accompaniment to court hearings). The VWGP prioritizes projects that directly serve victims of crime and utilize the Victims Services Data Collection System (VSDCS) to document these services. Furthermore, eligible projects must promote community collaboration, assist victims in seeking crime victim compensation benefits through the Virginia Victims Fund (VVF), and actively involve volunteers in grant-funded activities. Recipients are also required to provide program information to other victim assistance agencies, maintain statutorily required civil rights statistics, offer services free of charge, maintain confidentiality, and serve victims of federal crimes on the same basis as state/local crimes. The expected outcomes and measurable results revolve around the effective delivery of the aforementioned direct services to victims. Through the VSDCS, the program will document the reach and types of services provided by grant-funded staff and volunteers. Success will be measured by the program's ability to respond to victims' needs, assist in their stabilization, facilitate their participation in the justice system, and enhance their safety and security. The grant period for these subawards is for state fiscal year 2025, from July 1, 2024, through June 30, 2025, with applicants submitting one budget for the 12-month period. This framework ensures a focused and accountable approach to supporting crime victims throughout Virginia.

The Volunteer Fire Capacity (VFC) Program is a federally funded grant program that allows California to provide local and rural fire departments with minor firefighting, training, communications and safety equipment for their volunteer firefighters. The VFC Program is not intended for major equipment (fire engines, vehicles, etc.) or Capital repairs. The VFC Program has a 50/50 match requirement which means that the applying department must be able to meet the intended grant award, dollar for dollar. Awards for departments are set at a minimum of $500 with a maximum of $20,000. Amounts may be adjusted based on the grant funding available.
