Subject to the availability of funds, awards made under this NOFO will help communities and regions devise and implement long-term economic recovery strategies through a variety of non-construction and construction projects, as appropriate, to address economic challenges in areas where a Presidential declaration of a major disaster was issued under the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. 5121 et seq.) (Stafford Act) as a result of Hurricanes Ian and Fiona, and of wildfires, flooding, and other natural disasters occurring in calendar years 2021 and 2022. EDA is excited to announce the launch of its new grants management platform: the Economic Development Grants Experience (EDGE). EDGE was developed to streamline the application and grants management process by implementing a single platform with increased transparency, improved user experience, higher data quality, and more efficiency throughout the entire grant lifecycle. HCCF Launches Emergency Grant Round to Support Community Organizations In response to the COVID-19 pandemic, the Huron County Community Foundation (HCCF), in partnership with the Greater Huron County United Way, is providing emergency assistance funding to local organizations that are going above and beyond their typical operations to assist the community during this time. These grants can be used for operations costs, which is typically not a qualified grant per HCCF policies. We know that many food pantries/food banks are feeding more people, food delivery services have been enacted to feed school children who are at home, and numerous other groups have stepped up to fill gaps and support our citizens. Our goal is to “help the helpers”. The funding for these grants is made possible by a generous contribution from Meijer to the United Way and the Health and Medical endowment funds at HCCF.

The Disaster Response & Resilience Fund supports charitable organizations in Humboldt, Trinity, Del Norte, and Curry counties, as well as adjoining Tribal lands during current and future disasters, including fires, earthquakes, flooding, and other natural and man-made disasters. This fund is unable to support requests for individuals and families. During an active emergency, the fund prioritizes requests that are in response to the applicable disaster and requests that are addressing the immediate needs and safety of the most vulnerable.

The New York State Division of Criminal Justice Services (DCJS) seeks applications to fund safety and security projects at nonprofit organizations at risk of hate crimes or attacks because of their ideology, beliefs, or mission. Approximately $25 million to $60 million is expected to be made available to fund approximately 125-300 projects throughout New York State. Should additional funding become available, DCJS intends to meet as much of the requested needs as possible. Applications will be accepted for up to $200,000 per organization. Each eligible organization may submit one (1) application for one or more physical security enhancements and/or cybersecurity enhancements. Organizations can submit for different types of enhancements within their application (e.g., locks and alarm system) so long as the total requested by the organization is equal to, or less than, $200,000. Organizations may submit applications for projects at facilities that have received any prior SCAHC funding if the proposed project is different than any previously funded projects or builds upon or enhances the security measures previously undertaken. All funding must support project related costs that will be incurred during the contract period. Funding under this program must supplement, not supplant, non-grant funds that would otherwise be available.

The New York Foundation for the Arts (NYFA) is offering Rauschenberg Dancer Emergency Grants, a program designed to provide one-time financial assistance of up to $3,000 to professional dancers experiencing dire financial emergencies. This initiative directly aligns with the foundation's mission to support artists in need, particularly when unforeseen circumstances compromise their ability to sustain themselves. The grants are a critical intervention, ensuring that dancers can address immediate financial crises and continue their artistic careers. The primary target beneficiaries are professional dancers aged 21 or older who reside in the United States, its territories, or Tribal Nations, and have an adjusted gross income of $75,000 or lower for individuals (or $150,000 for joint filers). Crucially, applicants must demonstrate a history of at least five years (since 2018) as a paid, live dance performer across various styles. The program's impact goal is to alleviate urgent financial hardship among this specific artistic community, preventing potential career disruptions and promoting the stability of dancers who contribute significantly to the cultural landscape. The program prioritizes and focuses on emergencies stemming from the loss or lack of recent/current live performance work due to circumstances beyond the dancer's control, such as canceled performances or contract cutbacks. Eligible expenses are broad and include essentials like rental housing, utilities, food, medical/dental/mental healthcare, and transportation. Notably, the program has expanded to cover expenses vital for maintaining a dancer's abilities, such as class fees, dance gear, physical therapy, and even rehearsal/studio space rental for teaching or choreographing, reflecting a holistic understanding of a dancer's professional needs. Expected outcomes include immediate relief from financial distress for professional dancers, enabling them to cover critical living and professional expenses. Measurable results would be the number of dancers served, the total amount of grants distributed, and the types of emergencies addressed. NYFA's strategic priority with this program is to act as a crucial safety net, employing a theory of change where timely financial intervention empowers dancers to overcome temporary setbacks, maintain their artistic practice, and ultimately contribute to a more resilient and vibrant dance community.

The Volusia County Rapid Unsheltered Survivor Housing (RUSH) program, funded by the U.S. Department of Housing and Urban Development (HUD) through Emergency Solutions Grant (ESG) written standards, aims to address homelessness by providing rapid re-housing assistance. This initiative aligns with a broader mission to ensure individuals and families can obtain and maintain permanent housing, thereby reducing unsheltered homelessness within the community. The program's foundation is built on offering critical support that facilitates the transition from homelessness to stable living, reflecting a strategic priority to foster housing security. The primary beneficiaries of this program are individuals and families who were homeless prior to Hurricane Ian, became homeless as a result of Hurricane Ian, or whose needs are no longer met by the Temporary Shelter Assistance (TSA) program. The program specifically targets those in Volusia County, with a clear prohibition against serving Flagler County. The impact goal is to provide essential relocation and stabilization services, as well as short-term (up to 3 months) or medium-term (4 to 24 months) rental assistance and case management, to help these vulnerable populations secure permanent housing. The program's priorities and focuses are centered on rapid re-housing, emphasizing swift and effective interventions to move individuals and families out of homelessness. Key components include direct financial assistance for rent, coupled with comprehensive case management to address underlying issues and ensure long-term stability. The program also prioritizes serving the entire Volusia County, ensuring broad access to these vital services while adhering to the Commission on Homelessness and Housing (CoHH) for Volusia and Flagler Counties' written standards, even with the explicit exclusion of Flagler County in service provision. Expected outcomes include a significant reduction in unsheltered homelessness among the target population in Volusia County. Measurable results will be tracked through the number of individuals and families successfully housed, the duration of rental assistance provided, and the effectiveness of case management in fostering self-sufficiency. The program anticipates that beneficiaries will achieve greater housing stability and a reduced likelihood of returning to homelessness. The theory of change posits that by providing immediate housing coupled with supportive services, individuals and families can break the cycle of homelessness and achieve sustainable living. The total funding of $1,175,990, with up to 5% allocated for program administration, will be expended over approximately 20 months from the date agreements are executed, further underscoring the commitment to efficient and impactful resource utilization.
