Under this Funding Opportunity Announcement (FOA), DOL will award grants through a competitive process to organizations providing pre-apprenticeship services that support education, occupational skills training, and employment services to opportunity youth, ages 16 to 24, who are performing meaningful work and service to their communities. The YouthBuild program model prepares participants for quality jobs in a variety of careers, in diverse industry sectors, particularly in infrastructure sectors, and includes wrap-around services such as mentoring, trauma-informed care, personal counseling, transportation supports, and employment preparation - all key strategies for addressing violence in communities. YouthBuild applicants must include construction skills training and may include occupational skills training in other in-demand industries. This expansion into additional in-demand industries is the Construction Plus component. Eligible applicants for these grants are public or private non-profit agencies or organizations, including consortia of such agencies or organizations. These organizations include rural, urban, or Native American/Tribal entities that have previously served opportunity youth in a YouthBuild or other similar program. DOL will fund approximately 75 projects across the country. Individual grants will range from $700,000 to $1.5 million and require a 25 percent match from applicants, using sources other than federal funding. This FOA features a matching waiver for Tribal entities and U.S. insular areas which allows these entities to not include a match commitment in their applications. The grant period of performance for this FOA is 40 months, including a four-month planning period and a twelve-month follow-up period.

"TANF Job Placement with Retention Providers primarily target current TANF clients. While clients are searching for unsubsidized employment, the Provider is responsible for assuring that they are engaged in work and training activities and hours that are consistent with Federal guidelines. Additionally, the Provider is responsible for developing, constructing and administering programs in a manner that will result in a client compliance level of at least 75%. When determining whether or not a Provider has met the 75% compliance standards, consideration will be given to two factors: 1) clients who meet compliance according to Attendance and Activity Reports submitted by the Provider; and 2) by documentation of immediate and appropriate action initiated by the Provider for clients who fail to comply with assigned activities and hours. Providers earn administrative payments for unsubsidized placements. In order for a placement to qualify the Provider for administrative payment, the client must earn at least minimum wage, work at least 30 hours per week, or less than 30 hours per week with wages of $10.00 per hour or more, resulting in the cancellation of the TANF case due to income, and meet the retention period of 30, 60, 90, 120 days. (See Attachment Cover Sheet Addendum for specific qualifications). TANF Job Placement with Retention programs are operated by the Department for persons receiving TANF. Customers participate in a variety of activities that are countable in the federal participation rate while searching for unsubsidized employment. Activities are highly structured, monitored and documented for meeting accountability requirements. Those activities include: • Work Experience • Community Service • Unsubsidized Employment • Subsidized Employment • Vocational Education Training • Job Search and Job Readiness Activities • Job Skills Training and • Education Directly Related to Employment. The client will continue to participate in these activities until unsubsidized employment is obtained, or until it is determined that participation is no longer an appropriate activity for the client. Funding Information The minimum amount that can be requested is $500. Although no maximum has been set, they would anticipate that most grants would be in the $2,000 – $10,000 range. Eligibility CriteriaĀ  The grant-funded activity must primarily serve older people. Thus, if your program serves people of all ages, you should provide data on the number of older people served, and this number must be 50.1% of the overall population served, or the grant-funded activity should focus primarily on the older adults currently being served. Grants will only be made to applicants serving older people in Maine, New Hampshire, Vermont, Eastern Massachusetts, and Upstate New York. Applicants must serve people who may access a Hannaford Supermarket to purchase food. The organization itself does not have to be located in a community with a Hannaford store. As an example, any statewide organization in one of these states would qualify. Regional organizations that serve at least one community with a Hannaford Supermarket qualify, even if the other communities do not. They recognize that people in some rural areas may drive a substantial distance for groceries, so they will be liberal in interpreting this restriction.
