Regional Councils: The General Assembly has established five regional planning and development councils to concentrate on the needs of specific rural regions and ensure that those areas are not overlooked in public policy discussions. Each council serves a three-county area that is geographically, culturally and socioeconomically similar. By working together and ignoring jurisdictional lines when need be, the rural regions have become stronger and more effective in finding solutions to the challenges before them. The regional councils have brought elected, civic, and business leaders in their regions together to help create economic development strategies, preserve and assist agricultural and resource-based industries, obtain federal funding for infrastructure improvements, coordinate and sometimes even manage regional transportation projects (including public transit services), and develop support for a diverse set of public policy initiatives. Rural regional planning and development assistance will provide grants specifically for projects and activities of the five rural regional planning and development councils and for other multi-county rural improvement efforts. The Councils have established strategic needs within the rural communities which will be reflected in the approved grant agreements. The Charleston County Community Development Program has announced the opening of the application period for the 2025-2026 Urban Entitlement Funding Request for Applications (RFA). This program supports projects that align with the goals of the county's Consolidated Plan for Program Years 2021–2025. Applicants must clearly identify which goal their project addresses and include measurable outputs. Additionally, applications should specify whether the funding request is for Charleston County, the City of North Charleston, or both jurisdictions. The application window runs from November 25, 2024, at 4:00 PM EST to January 6, 2025, at 12:00 PM EST. Project WINGS is an innovative program aimed at transforming electrical and gas transmission rights-of-ways into vibrant wildlife habitats within Georgia. By providing cash grants of up to $1,500 over three years, along with professional wildlife management advice, the program encourages landowners, leaseholders, hunting clubs, wildlife organizations, and government entities to manage these corridors for the benefit of both non-game and game species. Letter of permission from property owners and/or government agencies of the proposed site at the time of submittal. The property owner may be a government agency, the owner of private property, or an association if the property is a common area. Proof of ownership of proposed site (Ex: Copy of Deed, HCAD record, etc.) Photo of proposed site. Three letters of support for your project (Ex: Neighborhood or area organizations, businesses, elected officials, schools, super neighborhood council, etc.) If the proposed projects require approval and/or permitting from a City of Houston department, pre-approval from the appropriate city department is required. (Ex: Pre-approvals must be issued by, Parks & Recreation Department for the Adopt-An-Esplanade Program, Public Works & Engineering Department for Subdivision Markers, etc.) The application is ineligible without the pre-approval from the appropriate city department (s). Examples of approved projects include, but are not limited to, street sign toppers, entryway signage, entryway columns, esplanade landscaping and irrigation, park benches, electrical signage, walkways with pavers, murals, etc. Eligibility Criteria  Eligible organizations must meet the following criteria: Applicants must be a neighborhood-based organization and/or civic club incorporated as a 501 (c) (3) or 501 (c) (4) non-profit organization through the State of Texas.
