The EPHS framework was revised in 2020 with an emphasis on equity and reflects current and future public health practice goals. The EPHS have been included in the HHS Healthy People initiatives since 2010, when the initiative first included a focus area of Public Health Infrastructure with the goal to ensure that Federal, Tribal, state, and local health agencies have the infrastructure to provide essential public health services effectively.

Collaborative Grants from the Legacy Foundation encourage partnerships among organizations or support larger individual projects within the lower Rio Grande area to improve health. Grants range from $50,000 to $500,000. These are meant to encourage collaboration among organizations working on larger projects, but a single organization's larger project could qualify as well. Collaborative Grants involving various partners can be strengthened by providing Letters of Support within the application which fully describe the nature of the project and collaboration. The Del Norte Physician’s Recruitment and Retention Fund was started by several community-minded businesses, organizations and individuals. It was established with the goal of promoting healthcare in Del Norte County by recruiting and ultimately retaining physicians for this area. Funds are available to organizations for recruitment costs, and to individuals for medical loan repayment, professional development or retention purposes. Recipients must commit to working in Del Norte County for the year the funding is received. This fund will award up to $50,000 per recipient per year, for a maximum of two years.
