Housing Grants

The Pennsylvania HOME-American Rescue Plan Supportive Services (HOME-ARP SS) funds can provide a broad range of supportive services to individuals and families that meet one of the qualifying populations as defined in Notice CPD-21-10: Requirements for the Use of Funds in the HOME-American Rescue Plan Program. Supportive services may be provided to individuals and families who are not already receiving the services outlined in the Notice through another program. Applicants may establish a separate supportive services activity or activities or may combine supportive services with other HOME-ARP activities. Notice CPD-21-10: Requirements for the Use of Funds in the HOME-American Rescue Plan Program HOME-ARP funding is provided by the U.S. Department of Housing and Urban Development (HUD) and administered by DCED. Financial Info: The minimum funding request for Supportive Services projects is $25,000. Up to 5% may be requested for administrative costs.

The project sites eligible for the grant must be located on 'farm and ranch' property, encompassing both private and public land, where the owner is not held responsible for the illegal disposal. The definition of 'farm and ranch' property can be found in the Eligible Geographies section below. Grantees are given approximately two years to complete the project(s). The sites should be fully remediated (cleaned up) using grant funds, or a combination of grant funds and in-kind contributions in terms of funds or services. The funding covers various costs, including Administrative, Recycling/Disposal (tires), Equipment, Material, and Personnel expenses. If necessary, measures for abatement and prevention, such as site security and public education/outreach efforts, should also be addressed. The program encourages innovative approaches. For further information and requirements, please refer to the Notice of Funds Available FY24-25 webpage, particularly the Application Guidelines and Instructions and Procedures and Requirements resource documents. The application typically includes several items for each project/site, such as Budget, Land Use/Zoning Designation, photos, Property Affidavit, Site Characterization, map, Work Plan, and Resolution. The Resolution is carried out through the governing body of the applicant (additional information is available). It is possible to include multiple projects/sites within a single application.

The purpose of the Program is to fund CASA Programs in California to provide more children in foster care with a CASA volunteer who will advocate for the services and support needed by children who have experienced abuse and neglect.

This funding program provides financial assistance to address urgent drinking water needs and to clean up pollution when no responsible parties are available to manage the situation.

The program prioritizes Projects that benefit vulnerable and LMI populations as well as those located inside the Most Impacted and Distressed area (MID) or documented to impact the MID. Per the grant requirements program funds must benefit the MID and 50 percent of the program funds are required to benefit LMI persons. Additionally, for CDBG-MIT funds to be used as the non-federal cost share local match, the Project must be a HUD eligible activity and must meet a HUD national objective, per CDBG-MIT rules and regulations. Similarly, the Project must fully comply with all applicable federal rules and regulations, to include Davis Bacon and related acts, Section 3, Section 504, procurement, environmental review, and all other CDBG-MIT, cross-cutting, state and local applicable statutes, rules, and regulations.  

The CASF Broadband Public Housing Account provides grants and loans to build broadband networks offering free broadband service for residents of low-income communities including, but not limited to, publicly supported housing developments, farmworker housing, and other housing developments or mobile home parks with low-income residents that do not have access to any broadband service provider that offers free broadband service that meets or exceeds state standards for the residents of the low-income community. The allocated funding for the Broadband Public Housing Account is $15 million for fiscal year 2022-2023.  The Broadband Public Housing Account will finance up to 100 percent of the costs to install inside wiring and broadband network equipment.

The program prioritizes Projects that benefit vulnerable and LMI populations as well as those located inside the Most Impacted and Distressed area (MID) or documented to impact the MID. Per the grant requirements program funds must benefit the MID and 50 percent of the program funds are required to benefit LMI persons. Additionally, for CDBG-MIT funds to be used as the non-federal cost share local match, the Project must be a HUD eligible activity and must meet a HUD national objective, per CDBG-MIT rules and regulations. Similarly, the Project must fully comply with all applicable federal rules and regulations, to include Davis Bacon and related acts, Section 3, Section 504, procurement, environmental review, and all other CDBG-MIT, cross-cutting, state and local applicable statutes, rules, and regulations. The Eligible Applicants for 2018 MIT-RIP funds are Jurisdictions within the MID. This includes eligible Jurisdictions that have seen 1 percent or more of total structures destroyed by fire and have more that 0.4 percent of total land designated as moderate, high, or very high fire hazard risk that will receive a proportional allocation of program funds. Eligible Applicants with allocations include Butte County, Lake County, Los Angeles County, Malibu, Paradise, Redding, and Shasta County.  

This grant provides financial support to organizations that participate in California Public Utilities Commission activities, helping to remove barriers to their involvement in policy decision-making processes.

This program provides financial assistance to small disadvantaged communities in California to improve their drinking water infrastructure and ensure access to safe and reliable drinking water.

This grant provides funding to improve and create affordable coastal accommodations for Californians, especially those from low and middle-income households and underserved communities, to enhance their access to the coast.

Assembly Bill (AB) 716 established the California Cultural and Historical Endowment (CCHE) in 2002. Funds for the CCHE came from Proposition 40, the California Clean Water, Clean Air, Safe Neighborhood Parks, and Coastal Protection Act of 2002. $122 million in grants were distributed competitively for the acquisition, restoration, preservation, and interpretation of historical and cultural resources. In 2013, AB 482 (Atkins) authorized the creation of a specified competitive grant program administered by CCHE to support small capital projects in museums. On September 23, 2018, Senate Bill (SB) 1493 was approved and expanded the museum grant program’s project focus to include exhibits, educational programs, outreach programs, public programs, curriculum, marketing, and collections care in museums. The Budget Act of 2020 (SB 74) states that the California Natural Resources Agency shall prioritize the funds for museums severely affected by COVID-19 and that serve historically underserved communities and/or students subject to Title 1 of the Federal Elementary and Secondary Education Act. The Budget Act of 2021(AB 128) appropriated $50 million for museum grants and directed the California Natural Resources Agency to continue prioritizing the funding for museums severely affected by COVID-19 and that serve historically underserved communities or students subject to Title 1 of the Federal Elementary and SecondaryEducation Act. On September 13, 2022, SB 963 amended the Museum Grant Program’s 20-year-old statutes to reflect the state’s evolving priorities.

This grant provides funding to local governments without a cannabis retail licensing program to help them create and implement such programs, ensuring safe access to regulated cannabis for consumers.

This funding program provides financial assistance to small community water systems and public water systems serving disadvantaged communities to help them improve their drinking water infrastructure and ensure safe, clean water access.

The Employment Development Department (EDD) Workforce Services Branch (WSB), announces the availability of $2.7 million of Wagner-Peyser 10  percent Governor's Discretionary funds through this Solicitation for Proposals (SFP) for the DHH grant opportunity for PY 24-25. This program provides deaf and hard of hearing individuals with enhanced services and training in select America’s Job Center of CaliforniaSM (AJCC) locations throughout California. The program will ensure effective communication and increased service opportunities for deaf and hard of hearing individuals by providing specialized counseling, interpretive services, job placement, follow-up services and advocacy, and specialized training to assist them in becoming job ready. Eligible applicants for DHH PY 24-25 SFP include public agencies or private non-profit organizations. Individuals are not eligible apply. Proposals must be received by 3 p.m. PT on May 22, 2024. Grants will be awarded for specific eligible activities, such as speaking on a panel, participating in a working group, or participation in other decision-making processes. The PP Grant Account cap per organization of $15,000 will ensure a proportional distribution of funds over time and across various organizations. Submissions for grant awards will be accepted on a rolling basis throughout the grant period and payment for these discrete engagements will be prompt.

This funding furthers the purposes of the Conservancy’s mission, enabling legislation Public Resources Code, Division 22.9, Sections 32630 et al. (“the San Diego River Conservancy Act”), the Conservancy’s Strategic Plan Update 2018-2023, and other state approved priorities and plans.
