Purpose of PAS Public Diplomacy Grants: The Public Affairs Sections of the U.S. Embassy and Consulates in Brazil invites proposals for programs that strengthen ties between the United States and Brazil through cultural, arts, educational, media, information, and exchange programming that highlights shared values and promotes bilateral cooperation. The bilateral nature of proposals is especially important during calendar year 2024, the 200th anniversary of the establishment of diplomatic relations between Brazil and the United States. All programs must include an American cultural element, or connection with American expert(s), organization(s), or institutions in a specific field that will promote increased understanding of U.S. policies, values, and perspectives as well as incorporate a cross-cutting approach to diversity, equity, inclusion, and accessibility (DEIA). Examples of PAS public diplomacy grants include, but are not limited to: Academic and professional lectures, seminars, and speaker programs that include U.S. speakers; Artistic and cultural workshops, joint performances, and exhibitions; Cultural heritage conservation and preservation programs; Programs that strengthen U.S. college and university relationships with local higher education institutions, businesses, and/or regional organizations; Media trainings PAS encourages applications from eligible civil society organizations, community representatives, think tanks, non-governmental organizations, academic institutions, government institutions, and international organizations. Please keep in mind that while an applicant may submit multiple proposals, each proposal must address only one of the initiative areas listed in the NOFO.

The National Fish and Wildlife Foundation (NFWF), in partnership with the National Oceanic and Atmospheric Administration (NOAA), is soliciting proposals to reduce whale mortality from fishing gear entanglement in Southern California. This grant directly aligns with NFWF's mission to sustain, restore, and enhance the nation's fish, wildlife, plants, and habitats for current and future generations by addressing a critical threat to cetacean populations. The program aims to provide compensatory restoration for injuries to cetaceans caused by the Refugio Beach Oil Spill (RBOS), thereby mitigating past environmental damage and fostering healthier marine ecosystems. The primary beneficiaries of this program are cetaceans in Southern California, particularly those susceptible to entanglement in fishing gear. Expected outcomes include a more robust and efficient entanglement response network, a reduction in the number of entangled cetaceans, improved survival rates of entangled animals through effective disentanglement, and enhanced coordination among relevant agencies. Measurable results would likely involve metrics such as the number of successful disentanglements, the increase in trained responders, and the documented reduction in entanglement-related mortalities. An estimated $250,000 will be available for a Phase 1 project award, anticipated to last 1-2 years, with a priority geographic focus on the coastlines off Santa Barbara, Ventura, Los Angeles, and Orange Counties.

The U.S. Mission to the UAE announces the Notice of Funding Opportunity (NOFO) for a cultural residency program that will: (1) strengthen the foundational social and human ties between the people of the United States and the United Arab Emirates (UAE); (2) deepen U.S.-UAE partnerships with established and high-profile UAE cultural institutions and festivals; and, (3) support capacity building for the creative industry in the UAE. This program will consist of at least six in-person residencies for American artists and performers (individuals or groups) lasting from up to three weeks each and organized around one of six major UAE cultural festivals such as: Abu Dhabi Art Festival, Ras Al Khaimah Arts Festival, Sharjah Heritage Days, and Culture Summit Abu Dhabi. Each residency will consist of at least one festival performance, workshops for Emirati youth and emerging artists, and roundtable discussions with local UAE cultural institutions. American artists and performers will be confirmed based on the local partners priority genres or areas of interest, festival dates, prior experience with cultural residencies or similar programs, and artist capacity to conduct educational outreach activities. Eligibility for this NOFO is limited to U.S. not-for-profit/non-governmental organizations (NGOs) subject to section 501 (c) (3) of the U.S. tax code, including public and private educational institutions and public international organizations and governmental institutions. Applicants are also encouraged to seek partnerships with organizations that demonstrate complementary value to accomplish the wide range of proposed projects. The Vermont Agency of Agriculture, Food & Markets is offering the Trade Show Assistance Grants program to support Vermont-based agricultural and forestry businesses in expanding their market reach. These grants are designed to offset the costs of participating in trade shows that connect businesses with wholesale buyers and open new domestic and international markets. The program provides matching grants for up to five trade shows within the eligible period, allowing businesses to request between $2,000 and $5,000 in reimbursements for shows held between April 1, 2025, and March 31, 2026. However, businesses cannot apply for funding to support attendance at trade shows they have participated in five or more times previously. Eligibility requirements include being registered with the Vermont Secretary of State and operational for at least one year, having headquarters or principal operations within Vermont, maintaining at least three wholesale accounts, and ensuring products meet the Vermont Local Definition as outlined in Act 129. Trade shows must target out-of-state buyers and operate in a business-to-business format. Shows that are direct-to-consumer are not eligible, although exceptions are made for regional or international trade shows held in Vermont. Applicants must also demonstrate a 1:1 cash match for their budget, as the grant will reimburse up to 50% of eligible costs. Approved expenses for reimbursement include travel and accommodation costs, booth design and fees, marketing materials, shipping, and other associated costs. The application process is open until January 20, 2025, at 11:59 PM, with notifications of awards expected by mid-February 2025. Applicants can include up to five trade shows in their marketing plans and are encouraged to carefully align their proposals with the program's requirements. The Bureau of Counterterrorism (CT) of the U.S. Department of State announces an open competition for organizations to submit applications to support the Nigerian interagency in designing, revising, and implementing crisis response plans and protocols. Nigeria is Africa’s largest democracy with a population of over 230 million people and the continent’s largest economy. However, Nigeria currently faces a terrorist threat from primarily the Islamic State of Iraq and Syria West Africa Province (ISIS-WA), the largest ISIS affiliate outside Iraq and Syria, that continues to expand throughout the country. Boko Haram, alQa'ida-aligned Ansaru, and a myriad of gangs and bandit organizations also remain persistent threats. Ensuring that Nigeria’s civilian security services are capable of responding to and managing a crisis is critical to ensuring the safety, stability, and prosperity of the country. This program should identify how the Nigerian interagency prepares crisis response plans, who is involved in that process, and how those plans are tested. CT expects the selected implementer to build the Nigerian interagency’s capacity to develop and/or update these crisis response plans through trainings, mentorship, and simulation exercises and assist the Nigerian interagency with developing their own trainings and exercises to maintain those crisis response plans after the program is over. The application should show an emphasis on interagency coordination in the program’s theory of change and an explanation of how interagency coordination will be assessed and measured. CT is also interested in how the implementer will facilitate sustainability through preparing the Nigerian interagency to institutionalize crisis response reviews. CT can also assist the selected implementer in coordinating and deconflicting program activities with previous foreign assistance programs that worked on this topic. Program Goal: Nigeria’s civilian security services are capable of effectively executing crisis response measures using interagency coordination and institutionalizing emergency management procedures, including the allocation of resources for response activities. Program Objective(s): This program seeks to achieve the following objectives: 1. By 2026, Nigeria has assessed its current interagency coordination efforts and crisis response plans. This objective must be met before the period of performance ends as all other objectives will build on it. 2. By 2027, Nigeria has developed or updated crisis response management plans that delineate roles, responsibilities, and authorities among applicable agencies and/or entities depending on where, when, and what type of crisis has occurred. 3. By 2027, Nigeria’s designated civilian security agencies (noted in Participants and Audiences) and interagency coordination capacities are strengthened through training, exercises, and simulations based on the crisis response plans developed with the assistance of the selected implementer. 4. By 2027, Nigeria’s designated civilian security agencies and interagency coordination capacities are assessed through tabletop exercises to determine the sustainability of crisis response planning, development, and validation procedures. Participants and Audiences: The intended target audience includes Nigeria’s Office of the National Security Advisor, the Department of State Security Services, Nigeria Police Force, Nigeria’s Security and Civil Defense Corps, INTERPOL’s Abuja National Central Bureau, Nigeria’s National Counterterrorism Center, Nigeria Immigration Service, and other Nigerian civilian security agencies and relevant ministries.

PDS Windhoek invites proposals for programs that strengthen cultural ties between the United States and Namibia through cultural and exchange programming that highlights shared values and promotes bilateral cooperation. All programs must include an American cultural element, or connection with American expert/s, organization/s, or institution/s in a specific field that will promote increased understanding of U.S. policy and perspectives. The objective of this specific funding opportunity is to improve media literacy, reduce vulnerability to misinformation and disinformation, and/or raise awareness about the importance of media literacy and fact-checking. Proposed projects will work with an audience aged 18 to 50.
