The Political and Economic Section of the U.S. Embassy in Yaound, Cameroon announces an open competition for organizations to submit applications under the 2024 Trans-Sahara Counterterrorism Partnership (TSCTP)/CVE Program for Women Leading Peace in West Africa. Proposals funded under this announcement should seek to increase the representation of women in peace and security decision-making positions and reduce the radicalization and recruitment of youths in non-state armed groups in the Northwest and Southwest regions of Cameroon by March 2026. Note: The U.S. Embassy expects to receive funding for the TSCTP/CVE-WLP program before September 30, 2024. Grant awards are contingent on the receipt of funding. Executive Summary: The U.S. Embassy in Ashgabat, Turkmenistan announces an open competition for organizations to implement the Alumni Support Program in Turkmenistan (ASP). The purpose of this program is to strengthen the role of U.S. Government (USG) program alumni in supporting their communities and growing in their professional careers, while also deepening ties between alumni and across programs, regions and generations. This cooperative agreement will support one organization to oversee administration of small grants, organize events and facilitate better networking among alumni. Expected Themes Project Activities to be managed by the implementing partner: 1. Small Grants - Expanding the impact of USG programs in communities across Turkmenistan. The awardee will administer a small grants program for USG alumni and support alumni in developing and implementing projects that share American values, address community needs and/or educate public audiences. Priority will be given to projects that reach underserved communities, enhance the profile of alumni as community leaders and/or target thematic areas (to be agreed during the implementation period). Projects should have measurable outcomes and leverage other community resources when possible, including in-kind donations, public-private partnerships, alumni expertise, and cooperation with public sector institutions. Activities may include but not limited to: Develop a Grants Manual and award criteria. This document is expected to be a comprehensive guide or handbook (internal document for the grantee not for grant applicants) that outlines the process, procedures and best practices related to applying for, managing, and reporting on small grants. It may include but not limited to introduction (overview of purpose), detailed application process (when, how, where announced), eligibility, prioritization, reporting and compliance, budget instructions, monitoring and evaluation, and Q section. Engage with the alumni community in finalizing annual priority themes for the small grants. Publicize the grants program and conduct outreach in all regions of Turkmenistan. Conduct capacity-building seminars on topics such as project management and development, community engagement and monitoring and evaluation, reaching all regions of Turkmenistan. Award at least 20 grants through a competitive and transparent process. Track grant implementation, ensure visibility of grants, publicize success stories within the alumni community and engage grantees in sharing lessons learned. 2. Networking - Supporting a vibrant alumni community and increasing alumni ownership of activities: The awardee will conduct activities to support a vibrant alumni community and increase alumni ownership of all activities by planning events across the country and strengthening the capacity of the U.S.-Turkmenistan Alumni Association (USTAA). Activities: Conduct an alumni needs assessment and update the alumni contacts database. Recruit one Regional Alumni Representative (RAR) in each region, including Balkan, Dashoguz, Lebap and Mary. Attend USTAA meetings as needed and assist in administering USTAA activities and identifying resources for strengthening USTAA administration and pursuing legal registration. Promote opportunities for alumni and share alumni success stories through a quarterly Alumni Newsletter and engage alumni in content creation. Plan and conduct the Annual Alumni Gala for at least 130 alumni from across the country, in partnership with the USTAA. In collaboration with the U.S. Embassy, ensure alumni participation in Pre-Departure Orientations (PDOs) and Re-Entry Seminars for USG exchange programs. Organize at least one networking event in each region per calendar quarter. 3. Professional Development - Improving the leadership capacity of USG alumni. The awardee will support the professional development of USG alumni by providing travel and professional development grants, organizing professional networking events and/or providing other professional development opportunities for alumni. Activities: Develop criteria for issuing individual grants for professional development, such as conferences or short-term training, and publicize these opportunities widely within the alumni community. Hold regular professional development events, such as presentations, networking events, mentorship programs, soft skills workshops, peer-to-peer coaching, discussion clubs, etc., based on need.

The Media Small Grants Program advances the U.S. Embassy goal of supporting a more inclusive and accountable democracy. It seeks to increase journalistic professionalism, expand the capabilities of independent media, and promoted access to information. The intended result is increased production of balanced, locally relevant, diverse, and high-quality media products. Prior activities through this program have included support for projects that: Produced quality journalism and educated journalists on best practices, including investigative work on key issues. Educated the public on safe social media use for children by partnering with social media influencers and bloggers. Supported the ability of government relations officials to effectively communicate with constituents. Produced journalistic content that highlights womens leadership in the regions. Proposed programs should be innovative and clearly demonstrate how they will complement any ongoing programs and avoid duplicating past efforts. They may include activities that improve upon or expand existing successful projects. Applicants should pay close attention to the PDS project goal and target audiences when developing their proposals.

The long-term purpose of the BEST activity is to improve learning outcomes and necessary skillsof students, particularly the most marginalized groups so that they remain in primary schoolsand effectively transition to lower secondary education. The overarching objective of BEST is tointroduce the most cost-effective education solution to improve Khmer literacy and Read-to-Learn abilities among grade 4 students.Specific objectives are:1) To revise core textbook for Khmer grade 4 and develop cost-effective and practicalliteracy packages for grade 4;2) To improve teachers competencies in teaching literacy in target primary schools; and3) To produce and disseminate evidence that supports the Ministry of Education, Youthand Sports efforts to scale-up successful practices.

This Notice of Funding Opportunity (NOFO) seeks proposals that address the critical issue of lack of transparency and accountability in the allocation and expenditure of public revenue by the South Sudanese transitional government. The transitional government faces significant challenges in managing public finances, leading to significant corruption and misallocation of resources. These issues have profound implications for the delivery of essential services such as healthcare, education, and humanitarian support. Despite commitments made in the 2018 peace agreement, progress towards improving fiscal transparency and accountability has been limited, as noted by independent reports and international organizations.

The U.S. Embassy in Tbilisi is pleased to announce an open competition to apply for the Media Sustainability Program aimed at supporting the sustainability of media organizations that inform Georgian audiences through a grants program. The program seeks to support media outlets looking to develop business and media management skills. It also supports outlets looking to build data or technological skills as a means of enhancing media sustainability. Program Objectives: The objective of the program is to provide support to media organizations in enhancing their sustainability by offering grants to address the following priorities: Develop or update business models to adapt to the rapidly changing media landscape. Implement strategies to better understand key audiences and inform decision-making. Improve digital presence. Integrate new technologies to improve efficiency. Explore opportunities for diverse revenue streams (one example could be offering production services to external clients). Collaborations with a U.S. expert or with a private sector entity are looked upon favorably.

The National Institute of Corrections (NIC) announces the Minnesota Rehabilitation and Reinvestment (MRRA) Engagement Project. The project aims to facilitate group sessions for the MRRA Engagement Project team to develop comprehensive policies associated with the MRRA. The project will be funded through a cooperative agreement and has an estimated total program funding of $50,000. The expected number of awards is one. The funding opportunity is open until June 10, 2024. This notice is to inform that NIC intends to make an award without full competition.

This grant provides funding to organizations in South Korea to strengthen collaboration in shipbuilding and maritime sectors between the U.S. and South Korea through research, networking, and policy development activities.

The Office of Citizen Exchanges, Youth Programs Division of the Bureau of Educational and Cultural Affairs (ECA) announces an FY 2024 open competition for three distinct regional Youth Ambassadors programs (previously called Youth Leadership Programs) with select countries in East Asia and Pacific (EAP), Europe and Eurasia (EUR), and the Middle East and North Africa (NEA). U.S. public and private non-profit organizations meeting the provisions described in Internal Revenue Code section 26 USC 501(c)(3) may submit proposals to provide participants with four-week exchanges in the United States focused on the primary themes of civic education, leadership development, respect for diversity, and community engagement and to support the implementation of service projects in their home communities. The EAP and NEA programs also will engage approximately 3-5 adult mentors in programming alongside youth participants. Competitively selected U.S. secondary students will join participants in U.S.-based activities on the NEA exchanges. Only one proposal per region will be considered by ECA from each applicant organization. In cases where more than one submission per region from an applicant appears in grants.gov, ECA will only consider the submission made closest in time to the NOFO deadline; that submission would constitute the one and only proposal ECA would review for the region from that applicant. This Notice of Funding Opportunity will result in the distribution of up to $44,550,000 for two different categories of grants: (1) Planning and Design Grants and (2) Construction Grants.The Active Transportation Infrastructure Investment Program (ATIIP) projects will help improve the safety, efficiency, and reliability of active transportation networks and communities; improve connectivity between active transportation modes and public transportation; enhance the resiliency of on- and off-road active transportation infrastructure and help protect the environment; and improve quality of life in disadvantaged communities through the delivery of connected active transportation networks and expanded mobility opportunities.The ATIIP grants will allow communities to identify, prioritize, and implement improvements to the largest barriers to safe, accessible, and equitable pedestrian and bicycle network connectivity through the development of infrastructure that will provide substantial additional opportunities for walking and bicycling. Eligible organizations will be able to create plans or implement active transportation networks that connect destinations within or between communities or create plans or implement an active transportation spine connecting two or more communities, metropolitan regions, or States. USAID seeks information on how higher education institutions can address water, climate, and gender development challenges in Pakistan. The information could inform the scope of future USAID awards to U.S. universities. Responses to this Request for Information will inform the design of a potential $1.5 million Water, Climate, and Gender Activity (WCGA), subject to the availability of funds. This is not a request for proposal or application. American and Pakistani higher education institutions have the potential to be central actors in advancing Pakistan’s climate resilience and gender equity. Challenges around water, environment and climate change demand active involvement of diverse actors–especially universities–to solve these challenges. The U.S. - Pakistan “Green Alliance” is a framework for bilateral cooperation that enables both countries to jointly face the climate, environmental, and economic needs of the present and future. This framework delivers partnerships on agriculture, water, and clean energy. Women and girls, in all their diversity, play a critical leadership role in addressing the climate crisis. Globally, the relationship among women, girls, the environment, and their communities makes women and girls uniquely poised to develop and contribute to locally relevant and effective climate interventions reflective of the entire population. Further, the frequency and intensity of extreme weather events and related disasters are exacerbated by the climate crisis, which disproportionately affects women and girls.

The purpose of the Activity is to increase safe, sustainable, climate resilient and inclusive Water, Sanitation and Hygiene (WASH) Services in communities, schools, and healthcare centers. Approach. An integrated and participatory approach is envisioned to engage with the key stakeholders, especially the Borno state government and targeted beneficiaries. The key part of this approach is based on the co-creation to design, implement, and oversee innovative, impactful, and locally driven development with some degree of shared power and decision-making. Geographic Focus. The activity will be implemented mainly in Maiduguri Local Government Area in Borno State. GOALS AND OBJECTIVES The goal of the activity is to improve WASH access and address the sustainability challenges. The objectives are as follows: Increase access to equitable, safe, climate resilient, and affordable drinking water services in the selected communities. Strengthen WASH services in schools and healthcare centers with a focus on climate resilience, sustainability, gender responsiveness, and handicapped accessibility. Institutional strengthening, capacity building and adopting appropriate service delivery model for sustainability with focus on post-completion operation and maintenance and private sector participation.

Executive Summary: The Embassy of the United States of America, Bishkek, announces an open competition to implement a program to support equal access to public services, educational institutions, and economic opportunities for all peoples, including minorities and marginalized groups. This program supports an inclusive society and vibrant, effective civic engagement by competitively awarding cooperative agreements to nonprofit, nongovernmental organizations (NGOs) and associations, civil society organizations (CSOs), educational institutions and independent local media organizations in the Kyrgyz Republic. Respect for others is a shared value between the Kyrgyz and American people, but understanding of and sensitivity toward diversity, equity, inclusion, and accessibility (DEIA) concepts remains limited in the Kyrgyz Republic. By promoting understanding of DEIA concepts, this project will advance U.S. foreign policy priorities to reduce discrimination and advance the human rights of historically marginalized groups. Background: The Public Diplomacy Section (PDS) of the U.S. Embassy in the Kyrgyz Republic is soliciting applications for cooperative agreements that focus on the requirements below. Applicants should pay close attention to PDS priority goal/s, program areas, target audiences, and geographic location when developing their proposals. The full proposal package comprises of six documents, including the narrative proposal template and the short budget proposal. The narrative proposal template cannot exceed three pages, otherwise the package will be disqualified from consideration. In addition, if the package does not contain the required six documents, it will be disqualified from consideration. Over the past year, PDS has implemented two initiatives focused on accessibility and promoting DEIA terminology in the Kyrgyz language: 1) DEIA Kyrgyz-language flashmob with local Kyrgyz-speaking social media influencers; and 2) Installation of the elevator specifically designed for wheelchair users. This funding opportunity seeks to support projects promoting respect for human rights in the Kyrgyz Republic. Potential projects may include, but not limited to: Expanding and popularizing DEIA terminology in the Kyrgyz language: Translating existing resources and DEIA-related vocabulary, developing educational materials. Engaging youth in DEIA initiatives: Developing innovative ways to promote DEIA values among the local youth. The Public Diplomacy Section (PDS) of the U.S. Embassy in Colombo is seeking a local implementing partner to administratively support a four-day Youth Leadership Summit in close consultation with the Embassy, tentatively scheduled for March 2025. The Summit will bring together Youth Forum members representing U.S. Embassy Colombos American Spaces in Kandy, Jaffna, Matara, Batticaloa and Colombos American Center. Approximately 75 Youth Forum Members from across Sri Lanka will participate in a four-day, in-person workshop of skill-building sessions intended to develop the next generation of Sri Lankan youth leaders. In addition, approximately 25 Youth leaders from the South Asian region (nominated by the U.S. Missions to Bangladesh, Bhutan, India, Maldives, Nepal, and Pakistan) may also be invited to participate, pending confirmation of additional funding to support their travel and lodging.

USAID seeks to design a new potential activity focused on supporting Mexican actors' efforts in strengthening the voluntary carbon market system in Mexico. Over the past decade, Mexico has demonstrated leadership in addressing climate change through initiatives such as the General Climate Change Law (GCCL) enacted in 2012 and the introduction of a carbon tax in 2014, a pioneering carbon pricing mechanism in Latin America. In 2020, Mexico’s Ministry of Environment and Natural Resources (SEMARNAT) expanded on these efforts with the launch of the first emission trading scheme in Latin America. The purpose of USAID’s potential new activity would be to identify and support policy levers and other measures that could support a just and equitable expansion of the voluntary carbon market in Mexico, aligning with climate objectives under the GCCL and the Paris Agreement.

The U.S. Embassy in Ukraine of the U.S. Department of State announces an open competition for organizations to submit applications to carry out a program to support Ukrainian arts by fostering Ukrainian American collaborations and/or presenting American content in theatrical plays, musical and dance performances, and visual arts projects, such as exhibits. Please follow all instructions below. Priority Region: Ukraine. Program Objectives: Russias war against Ukraine targets not only its territory and people but also Ukraines very identity as a nation. Culture nurtures that identity, particularly the performing arts and visual art projects which gather Ukrainians together even during wartime. To support Ukrainian performing and visual arts in these challenging times of Russian aggression against Ukraine the U.S. Embassy Kyiv Public Diplomacy Section (PDS) invites Ukrainian registered non-profit, non-governmental organizations to apply for funding to support theatrical, music, dance or literary performances and visual arts projects that (a) present American content to Ukrainian audiences with or without American participation, (b) create new art through American-Ukrainian collaboration between organizations or individuals, or (c) establish programs supporting American mentoring for Ukrainian artists. The grant from the U.S. Embassy will cover costs associated with developing such projects and with concluding presentation or series of presentations of created works. The following types of programs are not eligible for funding: Projects in Film. Cultural festivals and conventions, including music and film festivals. Projects in creative industries. Programs relating to partisan political activity. Charitable events. Construction. Programs that support specific religious activities. Fund-raising campaigns. Programs that duplicate existing programs Participants and Audiences: The project must be tailored towards Ukrainian audiences, and all project activities supported by the U.S. Embassy grant should take place in Ukraine and incorporate a substantive U.S. component. Projects tailored towards minorities, underserved groups and IDPs are encouraged. Taking into consideration current limitations related to bringing Americans to Ukraine, the project can include virtual interaction between participants and stakeholders. The U.S. Embassy announces an open competition for assistance awards through this Notice for one or a series of programs to support the Moldovan media sector. The objective of the project is to strengthen and develop the local production capacity of Moldovan media in the interests of providing a plurality of views, supporting editorial independence, and increasing the quality of domestically produced media in Moldova. It also aims to improve Moldovanss ability to critically assess mass media and social media, and to support qualified organizations that can increase the level of professionalism of Moldovan journalists and media outlets. Proposals may cover all types of media tools and channels social interaction and social media as well as mass media. Proposals are free to target any audience within Moldova, but should not be targeted at the whole of Moldova. Successful proposals will identify and target a specific subset of the population and should clearly explain why targeting that demographic group is important. The Embassy invites applicants to identify and extend existing good practices and to include in their proposals a discussion of how the proposal does not duplicate existing activities undertaken by other entities. The submission of the Statement of Interest (SoI) is the first step in a two-step process. Applicants must first submit a concise statement of interest designed to clearly communicate program idea and objectives using the Microsoft Forms link provided later in this document. This is not a full proposal. The purpose of the SOI process is to allow applicants to submit program ideas for evaluation prior to requiring the development of a full proposal application. Upon a merit review of eligible SOIs, selected applicants will be invited to expand on their program idea(s) by submitting a full proposal application. Full proposals will go through a second merit review before final funding decision are made. Program Objectives: This proposal plans to fund a diverse range of programs. Support independent news and information media outlets (broadcast, online, or print) that are committed to factual, objective and thorough reporting on issues relevant to Moldovas economic and political development; Develop the institutional capacity, competitiveness, and sustainability of independent media outlets; Support innovative approaches to using technology, including alternative delivery platforms, to more effectively inform Moldovan audiences on issues relevant to Moldovas economic and political development; Upgrade media outlets online presences, including improved security and resilience against hacking and other threats; Develop and strengthen media outlets on the regional and local level in the Republic of Moldova.

This funding initiative provides financial support to enhance social security and labor protections for internal migrant workers in South and Southeast Asia, aiming to reduce their risks of forced labor and exploitation.
