The Bureau of Counterterrorism (CT) of the U.S. Department of State announces an open competition for organizations to submit applications to support the Nigerian interagency in designing, revising, and implementing crisis response plans and protocols. Nigeria is Africa’s largest democracy with a population of over 230 million people and the continent’s largest economy. However, Nigeria currently faces a terrorist threat from primarily the Islamic State of Iraq and Syria West Africa Province (ISIS-WA), the largest ISIS affiliate outside Iraq and Syria, that continues to expand throughout the country. Boko Haram, alQa'ida-aligned Ansaru, and a myriad of gangs and bandit organizations also remain persistent threats. Ensuring that Nigeria’s civilian security services are capable of responding to and managing a crisis is critical to ensuring the safety, stability, and prosperity of the country. This program should identify how the Nigerian interagency prepares crisis response plans, who is involved in that process, and how those plans are tested. CT expects the selected implementer to build the Nigerian interagency’s capacity to develop and/or update these crisis response plans through trainings, mentorship, and simulation exercises and assist the Nigerian interagency with developing their own trainings and exercises to maintain those crisis response plans after the program is over. The application should show an emphasis on interagency coordination in the program’s theory of change and an explanation of how interagency coordination will be assessed and measured. CT is also interested in how the implementer will facilitate sustainability through preparing the Nigerian interagency to institutionalize crisis response reviews. CT can also assist the selected implementer in coordinating and deconflicting program activities with previous foreign assistance programs that worked on this topic. Program Goal: Nigeria’s civilian security services are capable of effectively executing crisis response measures using interagency coordination and institutionalizing emergency management procedures, including the allocation of resources for response activities. Program Objective(s): This program seeks to achieve the following objectives: 1. By 2026, Nigeria has assessed its current interagency coordination efforts and crisis response plans. This objective must be met before the period of performance ends as all other objectives will build on it. 2. By 2027, Nigeria has developed or updated crisis response management plans that delineate roles, responsibilities, and authorities among applicable agencies and/or entities depending on where, when, and what type of crisis has occurred. 3. By 2027, Nigeria’s designated civilian security agencies (noted in Participants and Audiences) and interagency coordination capacities are strengthened through training, exercises, and simulations based on the crisis response plans developed with the assistance of the selected implementer. 4. By 2027, Nigeria’s designated civilian security agencies and interagency coordination capacities are assessed through tabletop exercises to determine the sustainability of crisis response planning, development, and validation procedures. Participants and Audiences: The intended target audience includes Nigeria’s Office of the National Security Advisor, the Department of State Security Services, Nigeria Police Force, Nigeria’s Security and Civil Defense Corps, INTERPOL’s Abuja National Central Bureau, Nigeria’s National Counterterrorism Center, Nigeria Immigration Service, and other Nigerian civilian security agencies and relevant ministries.

The U.S. Embassy Namibia, Public Diplomacy Section (PDS) of the U.S. Department of State announces an open competition for organizations to submit applications to carry out a program to focus on Media Literacy and Counter Disinformation activities. PDS Windhoek invites proposals for programs that strengthen cultural ties between the United States and Namibia through cultural and exchange programming that highlights shared values and promotes bilateral cooperation. All programs must include an American cultural element, or connection with American expert/s, organization/s, or institution/s in a specific field that will promote increased understanding of U.S. policy and perspectives. The objective of this specific funding opportunity is to improve media literacy, reduce vulnerability to misinformation and disinformation, and/or raise awareness about the importance of media literacy and fact-checking. Proposed projects will work with an audience aged 18 to 50. Examples of activities in potentially successful proposals include, but are not limited to: Training Namibian journalists, media professionals, and journalism students on fact-checking and verification of credible sources and/or the identification of disinformation and misinformation. Conducting trainings for Namibian professionals in any relevant field that focus on media literacy and community leadership in checking the spread of misinformation and disinformation. Drawing on the science of prebunking and the popularity and penetration of video games, the implementer will organize a game jam. Games developed during the United with Ukraine Game Jam will increase player skepticism of foreign propaganda and disinformation.

The U.S. Embassy New Zealand Public Diplomacy Section (PDS) of the U.S. Department of State announces an open competition for organizations to submit applications to carry out a program to develop and implement a Young Pacific Leaders (YPL) Model Pacific Islands Forum (PIF) to provide emerging Pacific leaders with the skills and knowledge they need to become national and international Pacific leaders, pending the availability of funding. The program will include Young Pacific Leaders from all PIF member nations, PIF observers, and select PIF dialogue partners such as the United States (Hawaii). The program will take place at least over a year-long and will consist of 1) Young Pacific Leaders shadowing or interning with a PIF leader or Ministry of Foreign Affairs, Council of Regional Organizations of the Pacific, or similar leading up to and during the PIF leaders meeting 2) Young Pacific Leaders participating in a youth Model PIF leaders meeting and 3) three youth mock parliaments in Micronesia, Polynesia, and Melanesia. Young Pacific Leaders may be placed in their home governments or in a host government. The YPL PIF program should emphasize experiential learning and capacity building in order to equip diverse participants with the tools they need for success. The project can address any area, including painting, sculpture, song/vocal performance, dance, music composition, theater and others. The objective of these projects is to promote U.S. culture and values, as well as the principles of equality, inclusion and diversity through artistic media, while helping build up the next generation of artists in Turkmenistan. Projects can involve audiences of diverse levels and ages, from school children to adults, including independent artists. Background: Turkmenistan's rich cultural traditions span thousands of years and are integral to its identity as a relatively young country. Its art portfolio is exceptionally rich and spans a variety of artistic media. Song, dance, painting, sculpture, poetry, filmmaking and even carpetmaking all have historically been important cultural and artistic outlets for the Turkmen people. Modern Turkmen artists have continued this tradition of versatility and creativity, which, coupled with a sense of curiosity and openness to new ideas, have made them ideal collaborators for artistic and cultural programs with the U.S. Embassy. Over the past 30 years, the Public Diplomacy Section at Embassy Ashgabat has successfully collaborated with numerous diverse artists and performers, who often note that their work is enthusiastically received by other artists, the public, and that state institutions receive them warmly because of the opportunities these visits provide to raise awareness about Turkmenistans rich cultural heritage. In particular, the Embassy has enjoyed successful collaborations with Turkmenistans musicians, including, most recently, a collaboration centered around Broadway music. This program not only reached audiences around the country, but engaged leading local artists who staged the first full-length musical production in Turkmenistan independently after participating in the Embassy program. Within the visual arts, Embassy Ashgabat has recently carried out successful projects involving painting. Local art school students greatly enjoyed learning from a recent visiting painter, who conducted masterclasses and workshops on the subject of plein-air painting, including a follow-up program that allowed some participants to visit the United States. Through cultural programming, Embassy Ashgabat seeks to highlights how art serves as an important tool for self-actualization, discovery, and education. In fact, both Turkmen and American participants of U.S.-sponsored programs often remark on the importance of the information they learned through these programs as well as the connections theyve made with other participants. Strengthening partnerships through the arts is especially important now, when global events seem to be dividing and distancing people from one another. Embassy Ashgabat considers its cultural programming as important as its educational exchanges, and through this program, the Public Diplomacy Section plans to continue working with the younger audiences, with an emphasis on promoting the values of equality, diversity and inclusion through the mediums of visual and performing arts. Please carefully read and follow all instructions below. The submission of the SOI is the first step in a two-step process. Applicants must first submit a concise (1500 word) statement of interest designed to clearly communicate program ideas and objectives. This is not a full proposal. The purpose of the SOI process is to allow applicants to submit program ideas for evaluation prior to requiring the development of a full proposal application. Upon a merit review of eligible SOIs, selected applicants will be invited to expand on their program idea(s) by submitting a full proposal application.
