GUIDING PRINCIPLES FOR BSCC’s PROPOSITION 47 GRANT•Incorporate community partnerships and collaborations.•Encourage culturally competent services and approaches that foster the principles of restorative justice.•Define target populations, especially those populations that are:-traditionally underserved or inappropriately served through mental health and substance use disorder service providers, or-overrepresented within the criminal justice system, or-experiencing or at risk for homelessness•Expand access to culturally congruent quality mental health and substance use disorder services, including services for co-occurring mental health and substance use disorder needs and the use of evidence-based or community defined practices.•Identify and address known barriers to serving target populations, such as:-lack of jobs, housing, or employment•Prioritize client-focused/client-centered holistic programs and approaches, including healing strategies and trauma-informed care.•Expand and improve on efforts to divert individuals away from criminal justice involvement through increased diversion programs and improved behavioral health services or community supports.•Include community-based organizations with diverse staffing, including those who are system-impacted individuals, or who have varying educational levels and life experiences.•Demonstrate capacity building for service providers at every level.•Be mindful of regional equity and geographic diversity, including smaller and rural counties.•Collect program data and measure/evaluate outcomes and publish and share information.•Encourage community engagement, where members of the community participate in the identifying, informing, and shaping of policies, goals, services, and solutions. Services and programs proposed in response to this RFP must be designed to serve people who have been arrested, charged with, or convicted of a criminal offense and have a history of mental health or substance use disorders. Eligible applicants are public agencies located in the State of California.  To be eligible, a Lead Agency must subcontract with one or more non-governmental, community-based organization(s) for a minimum of 50 percent of the total grant award to demonstrate a shared partnership rooted in community engagement and economic equity. Small scope applicants can apply for up to $2M and large scope candidates can apply for $2-8M. The grant period is 10/1/24-6/30/28, the last 3 months to be used to finalize and submit the required Local Evaluation Report and program-specific compliance audit.

The purpose of this award is to help EXBS partners in the Western Hemisphere build capacity to implement and enforce strategic trade controls and related mechanisms (e.g., foreign direct investment screening regimes) to mitigate proliferation risks.

Expected outcomes include the preparation of surface water projects for future funding through the Delaware Water Pollution Control Revolving Loan Fund (WPCRLF). Measurable results will be seen in the successful completion of planning, preliminary engineering, and feasibility analyses, leading to actionable project designs ready for loan applications. The funding, capped at $50,000 with a 1:1 cash match requirement, is designed to jumpstart projects, laying the groundwork for significant water quality improvements across Delaware. "Prevention and Intervention Effective" focuses on problem-solving approaches that address violent crime by leveraging resources like education, social services, job training, and reentry programs to provide individuals with skills and alternatives. "Focused and Strategic Enforcement" directs efforts towards identifying and addressing problem places and prolific offenders driving violent crime, often involving gangs and violent street groups. This includes utilizing technology and analytics, developing enforcement strategies, and deterring violence through public awareness. Finally, "Accountability" highlights the importance of analyzing and assessing the impact of PSN strategies on violent crime and community health, often in partnership with research entities, to ensure the program's success and credibility. The funding available is approximately $302,000, with grants awarded for a twelve-month period, potentially extending to 24 months based on need.

Expected outcomes include effective management of the DC Green Cleaning Program, successful community outreach and engagement, provision of participant support, and enhanced capacity building among CSPs. Measurable results will be reported on the transitioning process and lessons learned, demonstrating the program's effectiveness in achieving its goals. The project aims to contribute to best practices in pollution prevention and environmental justice, with a total available funding of $284,000 for a 24-month project period.

The Advocates for Springfield Fund, established in partnership with the Community Foundation of Otsego County, is dedicated to supporting the health and well-being of the Springfield community in New York. This includes supporting essential community services provided by local nonprofits and investing in programs that offer educational and developmental opportunities for children through summer jobs. The overarching goal is to strengthen the community infrastructure and improve the quality of life for its residents through targeted, community-centric investments. Expected outcomes of this grant program include enhanced support for vital community services, increased opportunities for youth development and education, and a stronger, more resilient Springfield community. Measurable results will be tied to the impact of the funded projects, such as the number of individuals served by supported nonprofits, the number of summer jobs created or supplemented, and the educational outcomes for participating children. The Community Foundation’s strategic priority, as evidenced by allocating up to $1,500 for awards in 2024 with individual awards up to $500, is to distribute resources efficiently to generate meaningful, localized impact. This approach reflects a theory of change where targeted financial support for community-based initiatives leads to tangible improvements in the overall health and well-being of the community.

With this solicitation, BJA seeks to support the Departments priorities of reducing violent crime and supporting law enforcement officers and prosecutors by: Providing jurisdictions (including rural and tribal) with resources to address unsubmitted sexual assault kits (SAKs) (including partially tested kits) in their custody that have not been submitted to a forensic laboratory for testing with Combined DNA Index System (CODIS)-eligible DNA methodologies. Improving investigations and prosecutions in connection with evidence and cases resulting from the SAK testing process, as well as other violent cold case crimes. Providing sites with resources to collect DNA samples from qualifying individuals who should have a sample in CODIS, but from whom a sample has never been collected or submitted to a laboratory for testing, as well as developing/reforming policies for arrestee collections, if legally permissible in the awardees jurisdiction. In addition to addressing unsubmitted SAKs, the National Sexual Assault Kit Initiative (SAKI) addresses partially tested SAKs, as defined herein, and untested evidence associated with sexually motivated homicides and other violent cold case crimes.
