With this solicitation, BJA seeks to support the purchase and lease of body-worn cameras (BWCs) by publicly funded law enforcement and corrections agencies as part of comprehensive BWC programs guided by sound policy and broad stakeholder input. In addition, the solicitation seeks to support demonstration projects that advance digital evidence management, leveraging BWC digital footage to promote evidence-based and procedurally just practices in agencies with established BWC programs.

This program provides funding to support the establishment and operation of specialized court systems in Pennsylvania that focus on reducing impaired driving through judicial training and dedicated probation officers.

This program is authorized by 34 U.S. C. 10441, 10446 10451, 10454. The Services* Training* Officers* Prosecutors (STOP) Violence Against Women Formula Grant Program (STOP Formula Grant Program) (Assistance Listing Number 16.588) supports communities, including American Indian tribes and Alaska Native villages, in their efforts to develop and strengthen effective responses to domestic violence, dating violence, sexual assault and stalking.

The Healing and Response Teams Special Initiative (Assistance Listing # 16.029) was created in response to recommendations made by the Not Invisible Act Commission (NIAC). This special initiative will support the creation, training, and sustainability of Healing and Response Teams (HRT) using a Tribal-based model of care to respond to Missing or Murdered Indigenous People (MMIP) cases related to domestic violence, dating violence, sexual assault, stalking, and sex trafficking. Within the first nine (9) months of the project, in coordination with OVW, the recipient will identify, make subawards to, and collaborate with three subrecipients acting as pilot sites.

With this solicitation, OJJDP seeks to provide funding to communities to develop coordinated and comprehensive community-based approaches to help children and their families who are exposed to violence build resilience, restore their safety, heal their social and emotional wounds, and prevent future violence and delinquency. Funding can be used to develop and/or enhance support services for children exposed to violence to reduce the adverse impact of violence on youth, families, and communities, and to help family-serving organizations better recognize and help families at risk for exposure to violence.

With this solicitation, OJJDP seeks to provide funding to communities to develop intervention and supervision services for youth with problematic or illegal sexual behavior, and to provide treatment services for their victims and families/caregivers. Under this initiative, successful applicants are expected to have an established multidisciplinary team that (1) supports a comprehensive holistic approach to treating youth with problematic or illegal sexual behavior and (2) provides support services to victims and families/caregivers.

The U.S. Department of Justice (DOJ), Office of Justice Programs (OJP), Bureau of Justice Assistance (BJA) seeks applications for formula funding. With this solicitation, BJA seeks to fund improvements to forensic science and medical examiner/coroner services, including services provided by forensic science laboratories operated by states and units of local government. Under the Paul Coverdell Forensic Science Improvement Grants Program (the Coverdell Program), state administering agencies (SAAs) may apply for both formula and competitive funds. This solicitation is ONLY for SAAs applying for the formula funds. An applicant seeking to apply for Coverdell competitive funds (consistent with 34 U.S.C. 10563(a)(2)) available to eligible states and units of local government would need to apply separately under BJAs FY 2024 Paul Coverdell Forensic Science Improvement Grants Program (Competitive) solicitation.

With this solicitation, BJA seeks to support efforts by state, local, and federally recognized American Indian tribal governments to establish and enhance community courts in their jurisdictions. This program furthers the DOJs mission by providing resources to communities to enhance public safety and build trust between law enforcement and the community.

With this solicitation, OJJDP seeks applications for funding to support cross-system collaboration to improve responses and outcomes for youth under the age of 18 or youth under the jurisdiction of the juvenile justice system with mental health disorders (MHD) or co-occurring mental health and substance use disorders (MHSUDs) who come in contact with the juvenile justice system. This program supports public safety efforts through partnerships with youth justice, mental health, and substance use agencies to enhance responses to justice-involved youth with MHD and MHSUDs.

The Office of Community Oriented Policing Services (COPS Office) is the component of the U.S. Department of Justice responsible for advancing the practice of community policing by the nations state, local, territorial, and tribal law enforcement agencies through information and grant resources. The Office of Community Oriented Policing Services (COPS Office, https://cops.usdoj.gov) is pleased to announce that it is seeking applications for funding for the FY 24 Tribal Resources Grant Program Technical Assistance (TRGP-TA) Alaska Tribal Law Enforcement Technical Assistance Project. FY24 TRGP-TA funds will be used to support technical assistance efforts to assist Alaska Tribes with law enforcementspecific needs, including starting law enforcement agencies, developing policies and procedures, addressing jurisdictional challenges, and other needs unique to Alaska Tribes and tribal law enforcement. Program funds will also support the development of a current State of Tribal Law Enforcement in Alaska report with an assessment of tribal law enforcement services and needs, challenges, areas of greatest need, and any unique barriers. The assessment will help shape technical assistance offered under the program along with areas for the COPS Office to focus on in future efforts.

With this solicitation, OJJDP seeks to provide support to CACs through a variety of subgrant assistance designed to enhance effective interventions in child abuse cases. CACs provide a coordinated response to child abuse victims through multidisciplinary teams composed of representatives from the agencies involved in the intervention, prevention, prosecution, and investigation systems that respond to child abuse.

With this solicitation, OJJDP seeks to support targeted efforts to address youth violence in a school-based setting (K12th grade only). OJJDP seeks to increase school safety through the development and expansion of evidence-based and promising violence prevention and reduction programs and strategies to support school climate. Through this initiative, OJJDP expects applicants to utilize a collaborative approach between schools and community-based organizations (CBOs) to develop and implement these strategies.

This program is authorized by 34 U.S.C. 12421. The Training and Services to End Abuse in Later Life Program (Abuse in Later Life Program) (Assistance Listing # 16.528) supports a comprehensive approach to addressing abuse in later life, including domestic violence, dating violence, sexual assault, stalking, neglect, abandonment, economic abuse, or willful harm committed against victims who are 50 years of age or older.

The COPS Office AHTF program advances public safety by making competitive grants to State law enforcement agencies in States with high per capita rates of primary treatment admissions, for the purpose of locating or investigating illicit activities, through Statewide collaboration, relating to the distribution of heroin, fentanyl, or carfentanil, or relating to the unlawful distribution of prescription opioids. With this solicitation, BJA seeks to provide financial and technical assistance to states, state courts, local courts, units of local government, and federally recognized Indian tribal governments to plan, implement, and enhance the operations of VTCs including service coordination, participant service and supervision coordination, fidelity to the VTC model, and recovery support services. VTCs effectively integrate evidence-based substance use disorder (SUD) treatment, mental health disorder (MHD) treatment, treatment for co-occurring disorders, mandatory drug testing, incentives and sanctions, and transitional services in judicially supervised criminal court settings that have jurisdiction over veterans with treatment needs in order to reduce recidivism, increase access to treatment and recovery support, and prevent overdose.

Statutory Authority This program is authorized under the Students, Teachers, and Officers Preventing (STOP) School Violence Act of 2018 (34 U.S.C. 10551 et seq.). Pursuant to 34 U.S.C. 10551(b)(5)(9), SVPP funding is authorized and available under the following purpose areas: Coordination with local law enforcement Training for local law enforcement officers to prevent student violence against others and self Placement and use of metal detectors, locks, lighting, and other deterrent measures Acquisition and installation of technology for expedited notification of local law enforcement during an emergency Any other measure that, in the determination of the COPS Office Director, may provide a significant improvement in security All awards are subject to the availability of appropriated funds and any modifications or additional requirements that may be imposed by law.

With this solicitation, BJA seeks to support law enforcement agencies that have an intellectual property (IP) enforcement task force or plan to create one. The Intellectual Property Enforcement Program assists state, local, and tribal jurisdictions in preventing and reducing intellectual property theft and related crime as well as supporting law enforcement in investigating and prosecuting IP crimes and reducing violent crime associated with IP cases and investigations. Any awards under this solicitation would be made under statutory authority provided by the Consolidated Appropriations Act, 2024. As of the writing of this solicitation, the Department of Justice is operating under a short-term Continuing Resolution with no full-year appropriation for the Department being enacted for FY 2024 currently. Specific Information The Intellectual Property Enforcement Program: Protecting Public Health, Safety, and the Economy from Counterfeit Goods and Product Piracy is specifically designed to support jurisdictions in investigating and prosecuting intellectual property crimes. This will be accomplished by assisting state, local, and tribal jurisdictions to build partnerships with federal agencies and prosecutors through IP enforcement task forces. This program also works to prevent and reduce intellectual property theft and related crimes by improving community and buyer awareness. IPEP includes an educational component to assist buyers in determining the authenticity of seemingly legitimate websites that instead deceive consumers into purchasing counterfeit goods. Solicitation Goals and Objectives Goals The goal of this program is to improve the coordination of IP enforcement efforts among federal, state, local, tribal, and territorial authorities. This coordination will include IP task force members and federal agencies meeting to update, discuss, and collaborate on IP investigations, prosecutions, training, and public awareness activities. The information to be shared through these task forces must include information about targeting, investigating, analyzing, and prosecuting matters involving IP crimes as they relate to violations of state and local criminal statutes and federal prosecutions. Objectives • Improve coordination of IP enforcement efforts among federal, state, local, tribal, and territorial authorities. • Establish and/or enhance state, local, tribal, or territorial IP enforcement task forces, to include campus law enforcement agencies. Deliverables • Provide information to update the United States Department of Justice’s Prioritizing Resources and Organization for Intellectual Property (PRO IP) Act Annual Report. • Provide updates to the OJP Program Plan. Anticipated outcomes of CHP awards include engagement in planned community partnerships, implementation of projects to analyze and assess problems, implementation of changes to personnel and agency management in support of community policing, and increased capacity of agency to engage in community policing activities. Community policing is a philosophy that promotes organizational strategies that support the systematic use of partnerships and problem-solving techniques to proactively address the immediate conditions that give rise to public safety issues such as violent crime, nonviolent crime, and fear of crime. With this solicitation, OJJDP seeks to support communities to assist girls age 17 and younger who are at risk of involvement and/or involved in the juvenile justice system. Funding will support communities to develop, enhance, or expand early intervention programs and/or treatment services for girls involved in the juvenile justice system. The goal of this program is to reduce risk factors and promote protective factors for girls who come in contact with the juvenile justice system, and place them on a path toward success, stability, and long-term contribution to society.
