The United States Department of the Interior (Department), Bureau of Reclamations (Reclamation) Desalination and Water Purification Research Program (DWPR) works with Reclamation researchers and partners to develop innovative, cost-effective, and technologically efficient ways to desalinate and treat water. DWPR funding plays a critical role in iterating an idea from the lab to a real-world demonstration, yielding products that serve the water treatment community and attract commercialization interest. Reclamation is interested in research where the benefits are widespread but where private-sector entities are not able to make the full investment and assume all the risks. Reclamation is also interested in research that has a national significancewhere the issues are of large-scale concern and the benefits accrue to a large sector of the public. The goal of the DWPR program is to address the need to reduce the costs, energy requirements, and environmental impacts of treating impaired and unusable water. The program also aligns with Executive Order 14008, Tackling the Climate Crisis at Home and Abroad, by investing in development and application of advanced water treatment technologies that expand access to otherwise unusable water resources, thereby increasing water supply flexibility under the risks of long-term climate change and shorter-term drought. The Fish and Aquatic Conservation Programs Branch of Aquatic Invasive Species (AIS) intends to award funding for its 2024 State and Interstate Aquatic Nuisance Species Management Plan (SIANSMP) Grant Program. Section 4724 of the Nonindigenous Aquatic Nuisance Prevention and Control Act of 1990, as amended (16 U.S.C. 4701-4741) (Act), authorized and provided general guidance for the development of State and Interstate Aquatic Nuisance Species (ANS) Management Plans. The Act enables State governors to submit these plans to the ANS Task Force for approval.These comprehensive ANS Management Plans identify technical, enforcement, or financial assistance activities needed to prevent, eliminate, or reduce the environmental and public health and safety risks associated with ANS. ANS Management Plans focus on feasible, cost-effective management practices and measures to be undertaken by States to prevent and control ANS infestations in an environmentally sound manner.Once an ANS Management Plan is reviewed and approved by the ANS Task Force, the Act authorizes the U.S. Fish and Wildlife Service (Service) to provide cost-share grants for the implementation of the approved plans.This Program has a two-stage application process:Stage One - the Preliminary National Review - is managed by the Service Headquarters office. The Youth Community Access Grant Program is a competitive program to award grants to communities disproportionately affected by past federal and state drug policies, also known as the War on Drugs, as well as other underserved communities. Nonprofit organizations are defined as any nonprofit public benefit corporation that is formed pursuant to the Nonprofit Corporation Law, incorporated for a minimum of two years, qualified to do business in California, and qualified as a tax-exempt 501(c)(3) organization under the US Internal Revenue Code. Requirements To be eligible for funding, projects must meet ALL the following program requirements: Project must serve youth. For the purposes of this program, youth is defined as a person between the ages of birth and 26 years old. Project must directly support youth access to either natural or cultural resources. The Illinois Environmental Protection Agency (Illinois EPA) offers the Section 319(h) Grant Program to address nonpoint source (NPS) pollution affecting Illinois’ water resources. This program, funded through the Clean Water Act, supports projects that prevent, eliminate, or reduce water quality impairments caused by NPS pollution. PLEASE ENSURE YOU ARE FAMILIAR WITH ALL THE INFORMATION IN THE ABOVE NOTICE OF FUNDING OPPORTUNITY BEFORE APPLYING.With few notable exceptions in allowable periods of performance, 2024 administrative grant applications and awards will be the same as 2023 (see information for the applicant below). Applicants no longer need to limit personnel expenditures to one year and the overall grant to three. We recognize the strategic value in awarding a 4-5 year administrative grant that can be successively amended in cost and scope. This prevents overlapping periods of performance and simplifies reporting. If you have already been awarded an administrative grant in 2023, work with your NPS program officer to advance a cost increase amendment, not a new 2024 administrative grant award. Award amounts are still recommended to be greater than $200,000 and less than 7% of the states apportionment. Applications with proposed awards outside of this range should justify the request in the budget narrative according to the program goals of: 1) improving participation in ORLP and formula grant programs, 2) addressing deficient formula grant implementation areas, 3) improving monitoring of LWCF assisted parks and sub-recipients. Recommendations to applicants include: 1) work with your NPS program officer to review the application prior to submission, 2) pay special attention to Budget Object Classifications definitions within the SF424a instructions and use these BOCs in the budget narrative to make sure there is tight correspondence, 3) include a signed, written request for reimbursement of any equipment costs included in budget, and 4) allow time for revisions to the SF424a.
