Eligible Projects An application may include rubberized pavement (hot-mix and chip seal) projects for roadways, Class 1 bikeways [as defined in Streets and Highways Code section 890.4(a)], greenways, and disability access at parks.Β A greenway is a travel corridor for pedestrians, bicycles, non-motorized vehicle transportation, recreation, or a combination thereof, located along natural landscape features, such as an urban watercourse.Β State agencies are eligible only for projects for Class 1 bikeways, greenways, and disability access at parks. All projects are subject to the following requirements: Β·Β Β Β Β Β Β Β Β The grantee will construct one or more Rubberized Asphalt Concrete (RAC) Hot-Mix or Rubberized Chip Seal project(s) at the location(s) specified in the approved grant application, unless otherwise approved by the Grant Manager. Β·Β Β Β Β Β Β Β Β Only California-generated waste tires that are processed in California shall be used in the crumb rubber portion of the project(s).Β Recycled end-of-life crumb rubber that meets all specifications and standards can be used, as appropriate with prior written permission from the Grant Manager. Β·Β Β Β Β Β Β Β Β The project(s) must be located in California. Β·Β Β Β Β Β Β Β Β Projects must be owned and maintained by the applicant and accessible to the general public. Β·Β Β Β Β Β Β Β Β Reimbursement will not exceed the amount stated on the Grant Agreement Cover Sheet (CalRecycle 110). Β·Β Β Β Β Β Β Β Β Construction of the RAC portion of any project must commence on or after the date indicated in the Notice to Proceed and be completed by April 1, 2027. Β·Β Β Β Β Β Β Β Β The binder material must contain a minimum of 300 pounds (equivalent to 15 percent by weight) of the tire-derived crumb rubber per ton of rubberized binder.Β The binder may be either asphalt rubber/field blend or terminal blend. Β Additionally, the following are project requirements specific to the project type indicated: Β·Β Β Β Β Β Β Β Β Hot-Mix Project:Β Project(s) must use a minimum of 2,000 tons of RAC hot-mix (1,000 tons for Tribal Entities). GUIDING PRINCIPLES FOR BSCCβs PROPOSITION 47 GRANTβ’Incorporate community partnerships and collaborations.β’Encourage culturally competent services and approaches that foster the principles of restorative justice.β’Define target populations, especially those populations that are:-traditionally underserved or inappropriately served through mental health and substance use disorder service providers, or-overrepresented within the criminal justice system, or-experiencing or at risk for homelessnessβ’Expand access to culturally congruent quality mental health and substance use disorder services, including services for co-occurring mental health and substance use disorder needs and the use of evidence-based or community defined practices.β’Identify and address known barriers to serving target populations, such as:-lack of jobs, housing, or employmentβ’Prioritize client-focused/client-centered holistic programs and approaches, including healing strategies and trauma-informed care.β’Expand and improve on efforts to divert individuals away from criminal justice involvement through increased diversion programs and improved behavioral health services or community supports.β’Include community-based organizations with diverse staffing, including those who are system-impacted individuals, or who have varying educational levels and life experiences.β’Demonstrate capacity building for service providers at every level.β’Be mindful of regional equity and geographic diversity, including smaller and rural counties.β’Collect program data and measure/evaluate outcomes and publish and share information.β’Encourage community engagement, where members of the community participate in the identifying, informing, and shaping of policies, goals, services, and solutions. Services and programs proposed in response to this RFP must be designed to serve people who have been arrested, charged with, or convicted of a criminal offense and have a history of mental health or substance use disorders. Eligible applicants are public agencies located in the State of California.Β To be eligible, a Lead Agency must subcontract with one or more non-governmental, community-based organization(s) for a minimum of 50 percent of the total grant award to demonstrate a shared partnership rooted in community engagement and economic equity. The United States Department of Energyβs (DOE) Energy Efficiency and Conservation Block Grant (EECBG) program was originally created by the Federal Energy Independence and Security Act of 2007 and expanded under the American Recovery and Reinvestment Act of 2009 (ARRA). New funding wBIL as allocated to the program in 2021 under the Infrastructure Investment and Jobs Act (IIJA) with the broad goals to reduce carbon emissions and energy use, improve energy efficiency, and increase community investment and local workforce development. IIJA funding made available in 2021 under the EECBG (2021 EECBG) allocated funds directly to state and certain local jurisdictions that met program criteria, with approximately $4.5 million allocated to the State. Of the funds allocated to the State, $4,070,070 are available for the LGBDC.

The project sites eligible for the grant must be located on 'farm and ranch' property, encompassing both private and public land, where the owner is not held responsible for the illegal disposal. The definition of 'farm and ranch' property can be found in the Eligible Geographies section below. Grantees are given approximately two years to complete the project(s). The sites should be fully remediated (cleaned up) using grant funds, or a combination of grant funds and in-kind contributions in terms of funds or services. The funding covers various costs, including Administrative, Recycling/Disposal (tires), Equipment, Material, and Personnel expenses. If necessary, measures for abatement and prevention, such as site security and public education/outreach efforts, should also be addressed. The program encourages innovative approaches.
