GUIDING PRINCIPLES FOR BSCC’s PROPOSITION 47 GRANT•Incorporate community partnerships and collaborations.•Encourage culturally competent services and approaches that foster the principles of restorative justice.•Define target populations, especially those populations that are:-traditionally underserved or inappropriately served through mental health and substance use disorder service providers, or-overrepresented within the criminal justice system, or-experiencing or at risk for homelessness•Expand access to culturally congruent quality mental health and substance use disorder services, including services for co-occurring mental health and substance use disorder needs and the use of evidence-based or community defined practices.•Identify and address known barriers to serving target populations, such as:-lack of jobs, housing, or employment•Prioritize client-focused/client-centered holistic programs and approaches, including healing strategies and trauma-informed care.•Expand and improve on efforts to divert individuals away from criminal justice involvement through increased diversion programs and improved behavioral health services or community supports.•Include community-based organizations with diverse staffing, including those who are system-impacted individuals, or who have varying educational levels and life experiences.•Demonstrate capacity building for service providers at every level.•Be mindful of regional equity and geographic diversity, including smaller and rural counties.•Collect program data and measure/evaluate outcomes and publish and share information.•Encourage community engagement, where members of the community participate in the identifying, informing, and shaping of policies, goals, services, and solutions. Services and programs proposed in response to this RFP must be designed to serve people who have been arrested, charged with, or convicted of a criminal offense and have a history of mental health or substance use disorders. Eligible applicants are public agencies located in the State of California.  To be eligible, a Lead Agency must subcontract with one or more non-governmental, community-based organization(s) for a minimum of 50 percent of the total grant award to demonstrate a shared partnership rooted in community engagement and economic equity. Small scope applicants can apply for up to $2M and large scope candidates can apply for $2-8M. The grant period is 10/1/24-6/30/28, the last 3 months to be used to finalize and submit the required Local Evaluation Report and program-specific compliance audit.

This funding opportunity supports projects that promote recreation, tourism, and environmental education while preserving the Delta's cultural heritage, with a focus on benefiting disadvantaged communities.

The Coastal Conservancy funds a wide variety of projects along the California coast, San Francisco Bay, and in coastal watersheds to increase availability of beaches, parks and trails for the public, protect and restore natural lands and wildlife habitat, preserve working lands, and increase community resilience to the impacts of climate change. The Conservancy will fund most stages of a project including: pre-project feasibility studies, property acquisition, project planning including community involvement, design, environmental review, permitting, construction, and project-related monitoring. We do not fund operation and maintenance activities. Most Conservancy grants are awarded through this rolling pre-application solicitation. This includes Climate Ready, Wildfire Resilience, and all regional grant programs.  Explore the Coast, Coastal Stories, and some other grant programs are NOT awarded through this rolling process.

Projects should address one or more of the following Creative Youth Development program goals: Provide social-emotional creative experiences in safe, healthy and appropriate learning environments. Foster creative abilities of youth through culturally and linguistically responsive arts learning. Support arts programs that seek to activate youth voices, narratives, and perspectives. Utilize cultural assets of the local community to support positive self-identification and respect for diverse cultures. Empower youth through the preservation, revitalization, and/or reclamation of cultural practices. Cultivate the development of transferable life skills such as critical thinking, problem-solving, leadership, and collaboration.

The United States Department of Energy’s (DOE) Energy Efficiency and Conservation Block Grant (EECBG) program was originally created by the Federal Energy Independence and Security Act of 2007 and expanded under the American Recovery and Reinvestment Act of 2009 (ARRA). New funding wBIL as allocated to the program in 2021 under the Infrastructure Investment and Jobs Act (IIJA) with the broad goals to reduce carbon emissions and energy use, improve energy efficiency, and increase community investment and local workforce development. IIJA funding made available in 2021 under the EECBG (2021 EECBG) allocated funds directly to state and certain local jurisdictions that met program criteria, with approximately $4.5 million allocated to the State. Of the funds allocated to the State, $4,070,070 are available for the LGBDC.

Existing energy technologies generally progress on established learning curves where refinements to a technology and the economies of scale that accrue as manufacturing and distribution develop drive improvements to the cost/performance metric in a gradual fashion. This continual improvement of a technology is important to its increased commercial deployment and is appropriately the focus of the private sector or the applied technology offices within DOE. In contrast, ARPA-E supports transformative research that has the potential to create fundamentally new learning curves. ARPA-E technology projects typically start with cost/performance estimates well above the level of an incumbent technology. Given the high risk inherent in these projects, many will fail to progress, but some may succeed in generating a new learning curve with a projected cost/performance metric that is significantly better than that of the incumbent technology. ARPA-E funds technology with the potential to be disruptive in the marketplace. The mere creation of a new learning curve does not ensure market penetration. Rather, the ultimate value of a technology is determined by the marketplace, and impactful technologies ultimately become disruptive that is, they are widely adopted and displace existing technologies from the marketplace or create entirely new markets. ARPA-E understands that definitive proof of market disruption takes time, particularly for energy technologies. Therefore, ARPA-E funds the development of technologies that, if technically successful, have clear disruptive potential, e.g., by demonstrating capability for manufacturing at competitive cost and deployment at scale. Program Overview: The energy transition towards net-zero by 2050 demands an unprecedented level of innovation that must be completed in the span of a generation. Global primary energy usage has increased continuously for the past century. This increase is expected to continue with improved standards of living and the rapid expansion of new technologies with high levels of energy-intensive computation, such as artificial intelligence. Present grid capacity is constrained and cannot accommodate these increasing primary energy needs to reliably deliver power on demand. Meanwhile, all paths through the energy transition require concurrent efforts to decouple the production of essential carbon-based materials from harmful greenhouse gas (GHG) emissions. Since the Agencys inception, the ARPA-E OPEN program has served as an opportunity to advance transformative energy breakthroughs in critical areas that fall outside the scope of its technology-focused programs. Vision OPEN challenges the research community to develop groundbreaking technologies to enable a future energy landscape that is dramatically different. The California Public Utilities Commission will give preference to programs and projects in communities with demonstrated low broadband access, including low-income communities, senior citizen communities, and communities facing socioeconomic barriers to broadband adoption. Eligible Projects: Digital Literacy Projects- Digital inclusion projects may include digital literacy training programs and public education to communities with limited broadband adoption, including low-income communities, senior citizen communities, and communities facing socioeconomic barriers to broadband adoption. Broadband Access Projects- may include those that provide free broadband access in community training rooms or other public spaces, such as local government centers, senior citizen centers, schools, public libraries, nonprofit organizations, and community-based organizations. It can also include funding community outreach, such as analysis, comparison of Internet plans with the community, and call centers that will increase broadband access and adoption.

The CASF Broadband Public Housing Account provides grants and loans to build broadband networks offering free broadband service for residents of low-income communities including, but not limited to, publicly supported housing developments, farmworker housing, and other housing developments or mobile home parks with low-income residents that do not have access to any broadband service provider that offers free broadband service that meets or exceeds state standards for the residents of the low-income community. The allocated funding for the Broadband Public Housing Account is $15 million for fiscal year 2022-2023.  The Broadband Public Housing Account will finance up to 100 percent of the costs to install inside wiring and broadband network equipment.

The Conservancy may fund activities within or benefitting the Delta and Suisun Marsh as defined in Public Resources Code section 85058 (a map can be found at this link: https://www.deltacouncil.ca.gov/pdf/delta-plan/figure-1-1-delta-boundaries.pdf). The Conservancy may fund an action outside the Delta and Suisun Marsh if the Board makes all the findings described in the Sacramento-San Joaquin Delta Reform Act of 2009 (CWC, div. 35, §§ 85000 – 85350). The Conservancy will fund planning projects, which include pilot projects. Allowable activities for planning projects include, but are not limited to, project scoping (partnership development, outreach to impacted parties, stakeholder coordination, negotiation of site access or land tenure); planning and design (engineering design, identifying appropriate best management practices); and environmental compliance (permitting, California Environmental Quality Act (CEQA) activities, Delta Plan consistency). The Conservancy will fund implementation projects, which include acquisition projects. Implementation projects are specific, on-the-ground projects that result in the construction, improvement, or acquisition of a capital asset that will be maintained for a minimum of 15 years. Implementation projects are "shovel-ready" projects. Applicants must submit a concept proposal, as found on the Conservancy’s website, before submitting a full proposal. Partnerships are encouraged but not required. There are no limitations on number of submissions by organizations. Applications are received via email for concept proposals and by uploading files to a designated site for full proposals. Awards are announced at a Board Meeting and applicants are informed with a letter.

This funding furthers the purposes of the Conservancy’s mission, enabling legislation Public Resources Code, Division 22.9, Sections 32630 et al. (“the San Diego River Conservancy Act”), the Conservancy’s Strategic Plan Update 2018-2023, and other state approved priorities and plans.

The Employment Development Department (EDD) Workforce Services Branch (WSB), announces the availability of $2.7 million of Wagner-Peyser 10  percent Governor's Discretionary funds through this Solicitation for Proposals (SFP) for the DHH grant opportunity for PY 24-25. This program provides deaf and hard of hearing individuals with enhanced services and training in select America’s Job Center of CaliforniaSM (AJCC) locations throughout California. The program will ensure effective communication and increased service opportunities for deaf and hard of hearing individuals by providing specialized counseling, interpretive services, job placement, follow-up services and advocacy, and specialized training to assist them in becoming job ready. Assembly Bill (AB) 716 established the California Cultural and Historical Endowment (CCHE) in 2002. Funds for the CCHE came from Proposition 40, the California Clean Water, Clean Air, Safe Neighborhood Parks, and Coastal Protection Act of 2002. $122 million in grants were distributed competitively for the acquisition, restoration, preservation, and interpretation of historical and cultural resources. In 2013, AB 482 (Atkins) authorized the creation of a specified competitive grant program administered by CCHE to support small capital projects in museums. On September 23, 2018, Senate Bill (SB) 1493 was approved and expanded the museum grant program’s project focus to include exhibits, educational programs, outreach programs, public programs, curriculum, marketing, and collections care in museums. The Budget Act of 2020 (SB 74) states that the California Natural Resources Agency shall prioritize the funds for museums severely affected by COVID-19 and that serve historically underserved communities and/or students subject to Title 1 of the Federal Elementary and Secondary Education Act. The Budget Act of 2021(AB 128) appropriated $50 million for museum grants and directed the California Natural Resources Agency to continue prioritizing the funding for museums severely affected by COVID-19 and that serve historically underserved communities or students subject to Title 1 of the Federal Elementary and SecondaryEducation Act. On September 13, 2022, SB 963 amended the Museum Grant Program’s 20-year-old statutes to reflect the state’s evolving priorities.
