The Rural and Municipal Utility Cybersecurity (RMUC) Program is offering a grant opportunity for electric cooperative, municipal, and small investor-owned utilities with limited cybersecurity resources. The Advanced Cybersecurity Technology (ACT) 1 Prize is a three-phase competition that challenges eligible utilities to identify risks and implement solutions to improve their overall cybersecurity posture. Utilities that progress through the competition will receive cash prizes and technical assistance to invest in staff training, governance processes, and cybersecurity tools and technologies. To apply, interested applicants should review the official rules for the complete application process and requirements. Eligible utilities can then create a HeroX account, accept the ACT 1 Prize Competitor Agreement, and choose whether to compete as a team. Application templates are available to aid in completing the application. Additionally, Phase 1 applicants must participate in two mandatory virtual webinars. The ACT 1 Prize offers a total prize pool of up to $8.96 million in cash and technical assistance across three phases: Commitment, Planning, and Implementation. Each phase concludes with a prize award. In the Commitment Phase, utilities prepare submission packages describing their resources, need for improving cybersecurity, and commitment to participating. In the Planning Phase, utilities work with technical assistance providers to assess systems, identify training needs, understand risks and solutions, and draft an implementation roadmap. Finally, in the Implementation Phase, utilities make progress towards completing their roadmap with the help of technical assistance providers. Administered by DOE's National Renewable Energy Laboratory (NREL) and managed by DOE's Office of Cybersecurity, Energy Security, and Emergency Response (CESER), the RMUC Program's ACT 1 Prize is part of a larger initiative to enhance the cybersecurity posture of electric utilities. The program will provide $250 million over five years to support critical investments, deliver technical assistance, and provide cybersecurity training to utility workers. The NSF CISE Directorate supports research and education projects that develop new knowledge in all aspects of computing, communications, and information science and engineering through core programs. The core programs for the participating CISE divisions include: Division of Computing and Communication Foundations (CCF): Algorithmic Foundations (AF) program ; Communications and Information Foundations (CIF) program; Foundations of Emerging Technologies (FET) program; and Software and Hardware Foundations (SHF) program; Division of Computer and Network Systems (CNS): Computer and Network Systems (CSR) program; Networking Technology and Systems (NeTS) program; Division of Information and Intelligent Systems (IIS): Human-Centered Computing (HCC) program; Information Integration and Informatics (III) program; and Robust Intelligence (RI) program. This solicitation invites proposals on bold new ideas tackling ambitious and fundamental research problems within scope of one or more of the participating CISE divisions core programs listed above, and that are well suited to a large-scale integrated collaborative effort. Teams should consist of two or more investigators (PI, co-PI(s), or other Senior Personnel) with complementary expertise. Investigators are strongly encouraged to come together within or across disciplines and/or institutions and combine their creative talents to identify compelling, transformative research agendas where the impact of the results will exceed that of the sum of each of their individual contributions. Investigators are especially encouraged to seek out partnerships in a wide class of institutions that together produce innovative approaches to the proposed research. Proposals that are focused on research infrastructure are not appropriate for this solicitation. Proposers are invited to submit proposals with total budgets from $3,000,000 to $5,000,000 and durations up to five years.

The Division of Environmental Biology (DEB) Coresupports research and training on evolutionary and ecological processes acting at the level of populations, species, communities, and ecosystems. DEB encourages research that elucidates fundamental principles that identify and explain the unity and diversity of life and its interactions with the environment over space and time. Research may incorporate field, laboratory, or collection-based approaches; observational or manipulative studies; synthesis activities; phylogenetic discovery projects; or theoretical approaches involving analytical, statistical, or computational modeling. Proposals should be submitted to the core clusters (Ecosystem Science, Evolutionary Processes, Population and Community Ecology, and Systematics and Biodiversity Science). DEB also encourages interdisciplinary proposals that cross conceptual boundaries and integrate over levels of biological organization or across multiple spatial and temporal scales.Research addressing ecology and ecosystem science in the marine biome should be directed to the Biological Oceanography Program in the Division of Ocean Sciences; research addressing evolution and systematics in the marine biome should be directed to the Evolutionary Processes or Systematics and Biodiversity Science programs in DEB. All DEB programs also encourage proposals that leverage NSF-supported data networks, databases, centers, and other forms of scientific infrastructure, including but not limited to the National Ecological Observatory Network (NEON), Long-Term Ecological Research (LTER), Environmental Data Initiative (EDI), and Integrated Digitized Biocollections (iDigBio). The Division of Environmental Biology seeks to strengthen the U.S. Environmental Biology workforce by increasing the participation of all individuals in science. Applications from entities other than accredited research universities will not be considered. NIJ will give special consideration to proposals with methods that include meaningful engagement with the people closest to the subject of study, including practitioners as well as community members representing crime victims, people under criminal justice supervision, and members of high-crime communities. Applicants are encouraged to propose multidisciplinary research teams to build on the complementary strengths of different methods and areas of subject matter expertise. NIJ also seeks proposals that include consideration and measurement of issues of diversity, discrimination, and bias across age, gender, race, ethnicity, religion, and sexual orientation, as applicable. Applications proposing research involving partnerships with juvenile justice, criminal justice or other agencies should include a strong letter of support, signed by an appropriate decisionmaking authority from each proposed partnering agency. A letter of support should include the partnering agencyโs acknowledgment that de-identified data derived from, provided to, or obtained through an award funded by NIJ will be archived by the grant recipient with the National Archive of Criminal Justice Data (NACJD) at the conclusion of the award. Applicants and their potential partners are encouraged to review NIJโs data archiving guidance. If selected for an award, grantees will be expected to have a formal agreement in place with partnering agencies by January 1, 2025. That formal agreement must include a provision to meet the data archiving requirements of the award. NIJ seeks proposals that include robust, creative, and multi-pronged dissemination strategies that include strategic partnerships with organizations and associations that are best equipped to ensure that research findings lead to changes in policies and practices. Special consideration will be given to proposals that dedicate at least 15% of the requested project award funding toward implementing such strategies, as demonstrated in the โBudget Worksheet and Budget Narrative.โ In the case of partnerships that will involve the use of federal award funds by multiple partnering agencies to carry out the proposed project, only one entity/partnering agency may be the applicant (as is the case with any application submitted in response to this solicitation); any others must be proposed as subrecipients. The applicant is expected to conduct the preponderance of the work proposed.

The Centers of Research Excellence in Science and Technology (CREST) program provides support toenhance the research capabilities of minority-serving institutions (MSI) through the establishment of centersthat effectively integrate education and research. CREST promotes the development of new knowledge,enhancements of the research productivity of individual faculty, and an expanded presence of studentsunderrepresented in science, technology, engineering, and mathematics (STEM) disciplines.
