This Notice of Funding Opportunity (NOFO) is the second issued under the Public Wireless Supply Chain Innovation Fund (Innovation Fund). The Innovation Fund is an NTIA-administered competitive grant program that seeks to accelerate the development, deployment, and adoption of open and interoperable radio access networks (RAN). In this second NOFO, NTIA aims to advance open radio unit (RU) commercialization and innovation by funding activities that 1) accelerate the development of open RU products to the point where they meet carrier needs and are ready for commercial trials, and 2) improve the overall performance and capabilities of open RUs through targeted research and development. The RU is the largest part of the carrier network and an easy entry point to the network, offering a low-risk deployment option to Mobile Network Operators (MNOs) interested in Open RAN. Investing in the commercialization and innovation of these components in the Innovation Funds second funding opportunity can spur MNO adoption of open RUs during upcoming equipment buying cycles, generating momentum toward greater MNO adoption of the broader suite of open and interoperable RAN components. The transition to open and interoperable wireless networks becomes a more feasible and attractive proposition in the wireless market when there is broad deployment of open RUs that meet or exceed MNO requirements, and components are available from suppliers at scale.

Inflation Reduction Act Funding for Advanced Biofuels Bioenergy Technologies Offices 2024 Systems Development and Integration (SDI) FOA is funded by the Inflation Reduction Act (IRA) of 2022. IRA Section 60108(b) authorized $10 million to the Environmental Protection Agency (EPA) for new grants to industry in advanced biofuels. EPA and DOE entered an Interagency Agreement to transfer the funds to DOE and allow DOE to manage a FOA with substantial involvement from EPA. The FOAs topic areas are of mutual interest for both the EPAs priority in the Renewable Fuel Standard (RFS) program and DOE BETOs priority in the Sustainable Aviation Fuel (SAF) Grand Challenge as well as SDIs priority in supporting four demonstration-scale integrated biorefineries by 2030. For both topic areas, the application must discuss how the proposed technology would meet the RFS definition of advanced biofuel, which means using allowable feedstocks, producing allowable fuel types, and with lifecycle greenhouse gas emissions reductions of at least 50% compared to petroleum base baseline.

The Louis Stokes Alliances for Minority Participation (LSAMP) program invests in the Nation's colleges and universities to aid student success to create a new generation of STEM discoverers for the national STEM enterprise. The program takes a comprehensive approach to the STEM Learning Ecosystem to impact STEM student development and retention. LSAMP is an alliance-based program, whereby a group of institutions of higher education (IHEs) work together to diversify the nation's science, technology, engineering, and mathematics (STEM) workforce by increasing the number of STEM baccalaureate and graduate degrees awarded to persons from LSAMP populations. LSAMP populations are defined as persons from groups underrepresented in the STEM enterprise: Blacks and African-Americans, Hispanic and Latino Americans, American Indians, Alaska Natives, Native Hawaiians, and Pacific Islanders. The LSAMP program provides funding to alliances that implement comprehensive, evidence-based, innovative, and sustained strategies that ultimately result in the graduation of well-prepared, highly competitive students from LSAMP populations who pursue graduate studies or careers in STEM, while also supporting knowledge generation, knowledge utilization, assessment of program impacts, dissemination activities and dissemination of scholarly research into the field. Projects supported by the LSAMP program include: --Alliance Development Grants (ADG) support the conceptualization and development of new B2B and new SPIO alliances. (New) --Bridge-to-the-Baccalaureate (B2B) alliances facilitate the successful transfer of students from LSAMP populations to four-year institutions in pursuit of STEM baccalaureate degrees. --STEM Pathways Implementation-Only (SPIO) alliances are designed for new and reconstituted alliances. With this solicitation, NIJ seeks rigorous, applied evaluative research on: (1) police training; (2) police accountability policies and practices; (3) investigative practices to enhance clearance rates; and (4) police officer health and wellness programs. Successful applicants should propose the most rigorous design to answer their proposed research questions. NIJ will consider research designs that include qualitative, quantitative, and mixed methods designs. Randomized controlled trials (RCTs) and strong quasi-experimental designs are required for proposals to conduct outcome evaluations. NIJ will give special consideration to proposals with methods that include meaningful engagement with the people closest to the subject of study, including practitioners as well as community members representing crime victims, people under criminal justice supervision, and members of high-crime communities. Applicants are encouraged to propose multidisciplinary research teams to build on the complementary strengths of different methods and areas of subject matter expertise. NIJ also seeks proposals that include consideration and measurement of issues of diversity, discrimination, and bias across age, gender, race, ethnicity, religion, and sexual orientation, as applicable. Applications proposing research involving partnerships with juvenile justice, criminal justice or other agencies should include a strong letter of support, signed by an appropriate decisionmaking authority from each proposed, partnering agency. A letter of support should include the partnering agencyโ€™s acknowledgment that de-identified data derived from, provided to, or obtained through an award funded by NIJ will be archived by the grant recipient with the National Archive of Criminal Justice Data (NACJD) at the conclusion of the award. Applicants and their potential partners are encouraged to review NIJโ€™s data archiving guidance. If selected for an award, grantees will be expected to have a formal agreement in place with partnering agencies by January 1, 2025. That formal agreement must include a provision to meet the data archiving requirements of the award. NIJ seeks proposals that include robust, creative, and multi-pronged dissemination strategies that include strategic partnerships with organizations and associations that are best equipped to ensure that research findings lead to changes in policies and practices. Special consideration will be given to proposals that dedicate at least 15% of the requested project award funding toward implementing such strategies, as demonstrated in the โ€œBudget Worksheet and Budget Narrative.โ€ In the case of partnerships that will involve the use of federal award funds by multiple partnering agencies to carry out the proposed project, only one entity/partnering agency may be the applicant (as is the case with any application submitted in response to this solicitation); any Page 8 O-NIJ-2024-172011 others must be proposed as subrecipients.
