Scientific observations, experiments, and simulations are producing data at rates beyond our capacity to store, analyze, stream, and archive the data in raw form. Of necessity, many research groups have already begun reducing the size of their data sets via techniques such as compression, reduced order models, experiment-specific triggers, filtering, and feature extraction. Once reduced in size, transporting, storing, and analyzing the data is still a considerable challenge a reality that motivates SCs Integrated Research Infrastructure (IRI) program [1] and necessitates further innovation in data-reduction methods. These further efforts should continue to increase the level of mathematical rigor in scientific data reduction to ensure that scientifically-relevant constraints on quantities of interest are satisfied, that methods can be integrated into scientific workflows, and that methods are implemented in a manner that inspires trust that the desired information is preserved. Moreover, as the scientific community continues to drive innovation in artificial intelligence (AI), important opportunities to apply AI methods to the challenges of scientific data reduction and apply data-reduction techniques to enable scientific AI, continue to present themselves [2-4].The drivers for data reduction techniques constitute a broad and diverse set of scientific disciplines that cover every aspect of the DOE scientific mission. An incomplete list includes light sources, accelerators, radio astronomy, cosmology, fusion, climate, materials, combustion, the power grid, and genomics, all of which have either observatories, experimental facilities, or simulation needs that produce unwieldy amounts of raw data. ASCR is interested in algorithms, techniques, and workflows that can reduce the volume of such data, and that have the potential to be broadly applied to more than one application. Applicants who submit a pre-application that focuses on a single science application may be discouraged from submitting a full proposal.Accordingly, a virtual DOE workshop entitled Data Reduction for Science was held in January of 2021, resulting in a brochure [5] detailing four priority research directions (PRDs) identified during the workshop. These PRDs are (1) effective algorithms and tools that can be trusted by scientists for accuracy and efficiency, (2) progressive reduction algorithms that enable data to be prioritized for efficient streaming, (3) algorithms which can preserve information in features and quantities of interest with quantified uncertainty, and (4) mapping techniques to new architectures and use cases. For additional background, see [6-9].The principal focus of this FOA is to support applied mathematics and computer science approaches that address one or more of the identified PRDs. Research proposed may involve methods primarily applicable to high-performance computing, to scientific edge computing, or anywhere scientific data must be collected or processed. Significant innovations will be required in the development of effective paradigms and approaches for realizing the full potential of data reduction for science. Proposed research should not focus only on particular data sets from specific applications, but rather on creating the body of knowledge and understanding that will inform future scientific advances. Consequently, the funding from this FOA is not intended to incrementally extend current research in the area of the proposed project. Rather, the proposed projects must reflect viable strategies toward the potential solution of challenging problems in data reduction for science. It is expected that the proposed projects will significantly benefit from the exploration of innovative ideas or from the development of unconventional approaches. Proposed approaches may include innovative research with one or more key characteristics, such as compression, reduced order models, experiment-specific triggers, filtering, and feature extraction, and may focus on cross-cutting concepts such as artificial intelligence or trust. Preference may be given to pre-applications that include reduction estimates for at least two science applications.

Agency Overview: The Advanced Research Projects Agency Energy (ARPA-E), an organization within the Department of Energy (DOE), is chartered by Congress in the America COMPETES Act of 2007 (P.L. 110-69), as amended by the America COMPETES Reauthorization Act of 2010 (P.L. 111-358), as further amended by the Energy Act of 2020 (P.L. 116-260): (A) to enhance the economic and energy security of the United States through the development of energy technologies that (i) reduce imports of energy from foreign sources; (ii) reduce energy-related emissions, including greenhouse gases; (iii) improve the energy efficiency of all economic sectors; (iv) provide transformative solutions to improve the management, clean-up, and disposal of radioactive waste and spent nuclear fuel; and (v) improve the resilience, reliability, and security of infrastructure to produce, deliver, and store energy; and (B) to ensure that the United States maintains a technological lead in developing and deploying advanced energy technologies. ARPA-E funds research on, and the development of, transformative science and technology solutions to address the energy and environmental missions of the Department. Existing energy technologies generally progress on established learning curves where refinements to a technology and the economies of scale that accrue as manufacturing and distribution develop drive improvements to the cost/performance metric in a gradual fashion. This continual improvement of a technology is important to its increased commercial deployment and is appropriately the focus of the private sector or the applied technology offices within DOE. In contrast, ARPA-E supports transformative research that has the potential to create fundamentally new learning curves. ARPA-E technology projects typically start with cost/performance estimates well above the level of an incumbent technology. Given the high risk inherent in these projects, many will fail to progress, but some may succeed in generating a new learning curve with a projected cost/performance metric that is significantly better than that of the incumbent technology. ARPA-E funds technology with the potential to be disruptive in the marketplace. The mere creation of a new learning curve does not ensure market penetration. Rather, the ultimate value of a technology is determined by the marketplace, and impactful technologies ultimately become disruptive that is, they are widely adopted and displace existing technologies from the marketplace or create entirely new markets. ARPA-E understands that definitive proof of market disruption takes time, particularly for energy technologies. Therefore, ARPA-E funds the development of technologies that, if technically successful, have clear disruptive potential, e.g., by demonstrating capability for manufacturing at competitive cost and deployment at scale. Present grid capacity is constrained and cannot accommodate these increasing primary energy needs to reliably deliver power on demand. Meanwhile, all paths through the energy transition require concurrent efforts to decouple the production of essential carbon-based materials from harmful greenhouse gas (GHG) emissions. Since the Agencys inception, the ARPA-E OPEN program has served as an opportunity to advance transformative energy breakthroughs in critical areas that fall outside the scope of its technology-focused programs. The Arizona Department of Health Services (ADHS) Bureau of Women’s and Children’s Health (BWCH) oversees Adolescent Health programming to improve the health and well-being of young people in the state. As of 2005, BWCH has been administering state lottery funds for the prevention of teen pregnancies and sexually transmitted infections (STIs). According to the Arizona Vital Statistics, from 2011 to 2021, the teen birth rate for Arizona teenagers ages fifteen through nineteen (15-19) has declined from thirty-six point nine (36.9) to fifteen point three (15.3) per 1,000 females. The repeat birth rates of youth of the same age, who had already had a child decreased from 142.7 in 2011 to 135.8 per 1,000 in 2021. Despite the declines, birth rates for Arizona teens ages fifteen through nineteen (15-19)Β  Β exceedsΒ  Β theΒ  Β nationalΒ  Β rateΒ  Β ofΒ  Β thirteenΒ  Β pointΒ  Β nineΒ  Β (13.9)Β  Β inΒ  Β 2021 (https://blogs.cdc.gov/nchs/2023/01/20/7245/). Arizona's racial and ethnic groups exhibit significant disparities in teen pregnancy rates, with Hispanic, American Indian, and African American females aged nineteen (19) or younger experiencing the highest rates. In 2021, American Indian youth had a notably elevated pregnancy rate of sixteen point three (16.3) per 1,000 females, surpassing the state average of ten point six (10.6) per 1,000. Similarly, rates for Hispanic or Latino youth were fourteen point four (14.4) per 1,000, and for Black or African American youth, they were twelve point six (12.6) per 1,000, both above the state average, while rates for White Non-Hispanics six (6) per 1,000 and Asian or Pacific Islanders three point four (3.4) per 1,000 were considerably lower. Teen pregnancy is intricately linked with complex factors such as school failure, behavioral issues, and family challenges, which often hinder youths’ ability to avoid pregnancy. Positive Youth Development (PYD) programs present a promising approach by emphasizing the enhancement of protective factors over merely addressing risk behaviors. These programs have shown efficacy in reducing sexual risk behaviors, Human immunodeficiency virus (HIV), other sexually transmitted diseases (STDs), and unintended pregnancies. By fostering ongoing development and maturation, PYD programs empower youth to recognize and manage risk-taking behaviors, making them a viable strategy for teen pregnancy prevention (Gavin et al., 2010). According to the 2021 Arizona Surveillance STD case data, forty-nine percent (49%) of STD cases (chlamydia, gonorrhea, and syphilis) in Arizona were among adolescents under the age of twenty-five (25). Since 2019, the rate of chlamydia among teenagers fifteen through nineteen (15-19) years old has been slowly decreasing but still remains high at 2,031 per 100,000 in 2019 to 1,729 per 100,000 in 2021. For gonorrhea, the rate among these teenagers increased from 384 per 100,000 in 2019 to 467 per 100,000 in 2021. As for syphilis, in 2019, twenty-two (22) per 100,000 fifteen through nineteen (15-19) year-old teenagers were reported to have syphilis, increasing to twenty-six (26) per 100,000 in 2021. Regarding STDs/STIs, major disparities between Arizona’s racial and ethnic groups also persist. The Arizona 2021 Annual STD Report indicates that Black (994 per 100,000) and American Indian/Alaska Native (787 per 100,000) populations have consistently higher rates of chlamydia, the Black population (763 per 100,000) continues to have the highest rate of gonorrhea, and the American Indian/Alaska Native (172 per 100,000) and Black (123 per 100,000) populations have the highest rates of syphilis, surpassing their Hispanic, White, and Asian/Pacific Islander counterparts. Financial Notes: Approximately $700,000.00 will be available each Grant year for a five (5) year grant period to provide services to youth for the prevention of teen pregnancies and STIs. Annual funding for services will be provided during the state fiscal year, from July through June; Therefore, the first and last years of funding will be partial funding: first year funded upon award through June 30, 2025; fifth year from July 1, 2029 through September 30, 2029. Budgets will be reviewed annually and may be decreased based on: 1. Changes in state lottery funding allocations. 2. Failure to meet the number of youths proposed to be served; or meet the required program completion by youth for Teen Pregnancy Prevention Programming. 3. Failure to comply with Grant requirements. 4. Negative audit findings. 5. Failure to spend budget funds efficiently.

The National Aeronautics and Space Administration (NASA) Science Mission Directorate (SMD) released its annual omnibus Research Announcement (NRA), Research Opportunities in Space and Earth Sciences (ROSES) 2024 (OMB Approval Number 2700-0092, CFDA Number 43.001) on February 14, 2024. In this case "omnibus" means that this NRA has many individual program elements, each with its own due dates and topics. All together these cover the wide range of basic and applied supporting research and technology in space and Earth sciences supported by SMD. Awards will be made as grants, cooperative agreements, contracts, and inter- or intra-agency transfers, depending on the nature of the work proposed, the proposing organization, and/or program requirements. However, most extramural research awards deriving from ROSES will be grants, and many program elements of ROSES specifically exclude contracts, because contracts would not be appropriate for the nature of the work solicited. The typical period of performance for an award is three years, but some programs may allow up to five years and others specify shorter periods. The FY24 PCRP Early Investigator Research Award supports prostate cancer-focused research opportunities for individuals in the early stages of their careers under the guidance of one or more designated mentors. This opportunity allows early-career investigators to develop a research project, investigate a problem or question in prostate cancer research, and further their intellectual development as prostate cancer researchers of the future. All application components for the FY24 PCRP Early Investigator Research Award are to be written by the Principal Investigator (PI), with appropriate direction from the mentor(s).Key elements of this award mechanism are as follows: Principal Investigator: The postdoctoral investigator is considered the PI of the application and must exhibit strong potential for and commitment to pursuing a career as an investigator at the forefront of prostate cancer research; however, the PI is not required to have previous prostate cancer research experience. The PI must have 3 years or less of postdoctoral research experience (excluding clinical residency or clinical fellowship training) as of March 31, 2025. The PCRP strongly encourages applications from PIs who demonstrate a commitment to pursuing a career focused on prostate cancer health disparity research. Mentor(s): Applications must include at least one mentor appropriate to the proposed research project who has experience in prostate cancer research and mentoring as demonstrated by a record of active funding, recent publications, and successful mentorship. The primary mentor can be a junior faculty member, in which case the PI is encouraged to include a secondary mentor with a more robust track record in prostate cancer research and mentorship. Applications that focus on prostate cancer health disparity should include at least one mentor with experience in prostate cancer health disparity research. The selected mentor(s) should also demonstrate a clear commitment to the development of the PI toward independence as a prostate cancer researcher. Research Approach: Proposed research ideas are required to address one or more of the FY24 PCRP Overarching Challenges. Projects that specifically address the FY24 PCRP Overarching Challenge to advance health equity and reduce disparities in prostate cancer are strongly encouraged. The scientific rationale and experimental methodology should demonstrate in-depth analysis of the research problem presented. The feasibility of the research design and methods should be well defined, and a clear plan should be articulated as to how the proposed goals of the project can be achieved. Inclusion of preliminary data relevant to prostate cancer and the proposed project is encouraged but not required. Any preliminary data provided should be from the PI, mentor(s), or member(s) of the collaborating team. Additionally, required resources should be identified and supported through documentation. Research involving human subjects and human anatomical substances is permitted; however, clinical trials are not allowed under this funding opportunity. Researcher Development Plan: The PI must outline an individualized, prostate cancer-focused researcher development plan, which should include a clearly articulated strategy for acquiring the necessary skills, competence, and expertise that will enable the PI to successfully complete the proposed research project and foster the PIs development as an independent prostate cancer researcher. An environment appropriate to the proposed mentoring and research project must be clearly described, although any deficiencies of resources and/or mentorship at the PIs institution can be mitigated through collaboration(s) with other institutions. If the PI will be utilizing resources at another institution to successfully complete the proposed project, then the PI is strongly encouraged to designate a co-mentor at the collaborating institution.Investigators are strongly encouraged to incorporate the following components into their study design, where appropriate, in order to maximize the potential impact of the proposed research project: authentication of proposed cell lines; statistical rigor of preclinical animal experiments; and incorporation of experiments to assess clinical relevance and translatability of findings. Studies utilizing data derived from large patient studies that include long-term health records, biospecimen repositories, and pre-existing research and apply state-of-the-art genomic and/or proteomic analysis, bioinformatics, and/or mathematical models to such data are also encouraged. Investigators are highly encouraged to provide a letter of support indicating access to and the availability of any resources required to support the study.A congressionally mandated Metastatic Cancer Task Force was formed with the purpose of identifying ways to help accelerate clinical and translational research aimed at extending the lives of advanced state and recurrent patients. As a member of the Metastatic Cancer Task Force, the CDMRP encourages applicants to review the recommendations (https://health.mil/Reference-Center/Congressional-Testimonies/2018/05/03/Metastatic-Cancer-Research) and submit research ideas to address these recommendations provided they are within the limitations of this funding opportunity and fit within the FY24 PCRP priorities.Innovative research involving nuclear medicine and related techniques to support early diagnosis, more-effective treatment, and improved health outcomes of active-duty Service Members and their Families is encouraged. Such research could improve diagnostic and targeted treatment capabilities through noninvasive techniques and may drive the development of precision imaging and advanced targeted therapies.Applications from investigators within the military services and applications involving multidisciplinary collaborations among academia, industry, the military services, the U.S. Department of Veterans Affairs (VA), and other federal government agencies are highly encouraged. These relationships can leverage knowledge, infrastructure, and access to unique clinical populations that the collaborators bring to the research effort, ultimately advancing research that is of significance to Service Members, Veterans, and/or their Families. If the proposed research relies on access to unique resources or databases, the application must describe the access at the time of submission and include a plan for maintaining access as needed throughout the proposed research.All projects should adhere to a core set of standards for rigorous study design and reporting to maximize the reproducibility and translational potential of clinical and preclinical research. The standards are described in SC Landis et al., 2012, A call for transparent reporting to optimize the predictive value of preclinical research, Nature 490:187-191 (http://www.nature.com/nature/journal/v490/n7419/full/nature11556.html). While these standards are written for preclinical studies, the basic principles of randomization, blinding, sample-size estimation, and data handling derive from well-established best practices in clinical studies.Clinical trials are not allowed. A clinical trial is defined in the Code of Federal Regulations, Title 45, Part 46.102 (45 CFR 46.102) as a research study in which one or more human subjects are prospectively assigned to one or more interventions (which may include a placebo or another control) to evaluate the effects of the interventions on biomedical or behavioral health-related outcomes.Studies that do not seek to measure safety, effectiveness, and/or efficacy outcome(s) of an intervention are not considered clinical trials.For the purposes of this funding opportunity, research that meets the definition of a clinical trial is distinct from clinical research. Clinical research encompasses research with human data, human specimens, and/or interaction with human subjects. Clinical research is observational in nature and includes:(1) Research conducted with human subjects and/or material of human origin such as data, specimens, and cognitive phenomena for which an investigator (or co-investigator) does not seek to assess the safety, effectiveness, and/or efficacy outcomes of an intervention. The FY23-24 Drone Replacement Program is funded by the Florida Department of Law Enforcement (FDLE) to assist agencies in replacing non-compliant drones with those from approved manufacturers. The program was established following the 2022 amendment of Section 934.50, Florida Statutes, mandating agencies using non-compliant drones to replace them by specific deadlines. Eligible agencies will receive funds based on the initial purchase price and total flight hours of the non-compliant drones, following a detailed depreciation schedule. Recipients are required to relinquish the non-compliant drones in working condition to FDLE, which will then be analyzed by the Florida Center for Cybersecurity at the University of South Florida. Criminal Justice Information Data Security: Acceptance of this award, constitutes understanding that transmission of Criminal Justice Information (CJI) between locations must be encrypted to conform to the Federal Bureau of Investigation (FBI) Criminal Justice Information Services (CJIS) Security Policy.
