The FY24 PCRP Exploration Hypothesis Development Award supports the exploration of highly innovative, untested, potentially high-gain concepts, theories, paradigms, and/or methods that address an important problem relevant to one or more of the FY24 PCRP Overarching Challenges. This award is designed to provide investigators the opportunity to pursue serendipitous observations that may reveal entirely new avenues for investigation. Results of studies conducted through this award may provide the scientific premise upon which a new hypothesis can be based or initial proof of principle of an innovative hypothesis, laying the groundwork for future avenues of scientific investigation. Presentation of preliminary data is inconsistent with the intent of this award mechanism and is therefore strongly discouraged. However, logical reasoning and a sound scientific rationale for the proposed work must be described. Reviewers will be blinded to the identity of the Principal Investigator (PI), collaborator(s), and their organization(s). Excluded from the definition of clinical research are in vitro studies that utilize human data or specimens that cannot be linked to a living individual and meet the requirements for exemption under 46.104(d)(4) of the Common Rule. Clinical trials are not allowed. A clinical trial is defined in the Code of Federal Regulations, Title 45, Part 46.102 (45 CFR 46.102) as a research study in which one or more human subjects are prospectively assigned to one or more interventions (which may include a placebo or another control) to evaluate the effects of the interventions on biomedical or behavioral health-related outcomes. Studies that do not seek to measure safety, effectiveness, and/or efficacy outcome(s) of an intervention are not considered clinical trials. A congressionally mandated Metastatic Cancer Task Force was formed with the purpose of identifying ways to help accelerate clinical and translational research aimed at extending the lives of advanced state and recurrent patients. As a member of the Metastatic Cancer Task Force, the CDMRP encourages applicants to review the recommendations (https://health.mil/Reference-Center/Congressional-Testimonies/2018/05/03/Metastatic-Cancer Research) and submit research ideas to address these recommendations provided they are within the limitations of this funding opportunity and fit within the FY24 PCRP priorities. Innovative research involving nuclear medicine and related techniques to support early diagnosis, more-effective treatment, and improved health outcomes of active-duty Service Members and their Families is encouraged. Such research could improve diagnostic and targeted treatment capabilities through noninvasive techniques and may drive the development of precision imaging and advanced targeted therapies. Applications from investigators within the military services and applications involving multidisciplinary collaborations among academia, industry, the military services, the U.S. Department of Veterans Affairs (VA), and other federal government agencies are highly encouraged. These relationships can leverage knowledge, infrastructure, and access to unique clinical populations that the collaborators bring to the research effort, ultimately advancing research that is of significance to Service Members, Veterans, and/or their Families. If the proposed research relies on access to unique resources or databases, the application must describe the access at the time of submission and include a plan for maintaining access as needed throughout the proposed research. All projects should adhere to a core set of standards for rigorous study design and reporting to maximize the reproducibility and translational potential of clinical and preclinical research. The standards are described in SC Landis et al., 2012, A call for transparent reporting to optimize the predictive value of preclinical research, Nature 490:187-191 (https://www.nature.com/nature/ journal/v490/n7419/full/nature11556.html). While these standards are written for preclinical studies, the basic principles of randomization, blinding, sample-size estimation, and data handling derive from well-established best practices in clinical studies. The funding instrument for awards made under the program announcement will be grants (31 USC 6304). The anticipated direct costs budgeted for the entire period of performance for an FY24 Exploration Hypothesis Development Award should not exceed $150,000. The CDMRP expects to allot approximately $3.60M to fund approximately 15 Exploration Hypothesis Development Award applications. Funds to be obligated on any award resulting from this funding opportunity will be available for use for a limited time period based on the fiscal year of the funds. The goal of this award is to develop community-informed and evidence-based recommendations for how researchers should cluster the diverse Asian American population into smaller subgroups in ways that are feasible for realworld implementation. This funding opportunity provides financial support for collaborative geologic mapping projects aimed at identifying and assessing critical mineral resources across the United States, benefiting researchers, state agencies, and organizations involved in geology and natural resource management.

The National Fish and Wildlife Foundation (NFWF), in partnership with the National Oceanic and Atmospheric Administration (NOAA), is soliciting proposals to improve existing efforts to reduce mortality of whales from entanglement in fishing gear in Southern California. Specifically, the aim of the activities is to augment an existing permitted and authorized program off the southern California coast by increasing the capacity of the entanglement response network in areas that need additional support to respond to reports of entangled cetaceans, to document and disentangle these animals, and to broadly support efforts to reduce the number of entanglements that could lead to serious injuries or mortalities. Priorities Project proposals should address as many of these program priorities as possible: Directly Enhance Entanglement Response Enhance entanglement responses that benefit cetaceans in Southern California. Types of direct response activities could include, but are not limited to: Participate in, and/or lead, entanglement responses in Southern California Participate in, and/or lead, entanglement responses beyond Southern California that benefit cetaceans in Southern California Coordinate with federal, state and local resource agencies This project will work closely with federal, state and local resource agencies to enhance coordination of the overall West Coast Marine Mammal Entanglement Response Program (Program), with a primary focus of benefitting cetaceans in Southern California.  Train and develop volunteer response capacity Efforts to train and develop volunteer response capacity throughout the West Coast have been limited. In addition, the relatively low number of high-level trained responders on the West Coast make it difficult to generate effective responses that may include detailed documentation of entanglement events, as well as disentanglement efforts.  Build capacity and infrastructure Proposals should outline how these activities will contribute to the development of the overall capacity and infrastructure of the Program. Funding Information An estimated $250,000 will be available through this solicitation for a Phase 1 project award, which is anticipated to last 1–2 years.  Geographic Focus The priority geographic focus is Southern California, and – in particular for responding to entangled cetaceans – the coastlines off Santa Barbara, Ventura, Los Angeles and Orange Counties Applicants do not need to be primarily based in the Southern California area if they can provide assurance that they can effectively perform entanglement response and capacity building activities in Southern California. Project proposals may include additional activities outside of the priority geographic focus if they relate to the health and protection of individual cetaceans that may occur in southern California at some point during their life. This funding opportunity supports arts education projects in public schools and community settings within Fulton, Montgomery, and Saratoga Counties, aimed at enhancing hands-on learning experiences for students through collaborative artistic initiatives.

The purpose of the Assistive Technology (AT) Alternative Financing Program (AFP) is to support programs that provide for the purchase of AT, such as a low-interest loan fund, an interest buy-down program, a revolving loan fund, a loan guarantee, an or an insurance program, that results in the acquisition of AT devices and services. Applicants for the AT AFP grant awards are required to provide an assurance that, and information describing the manner in which, the AFP will expand and emphasize consumer choice and control. Applicants should incorporate credit-building activities in their programs, including financial education and information about other possible funding sources. Successful applicants must emphasize consumer choice and control and build programs that will provide financing for the full array of AT devices and services and ensure that all people with disabilities, regardless of type of disability or health condition, age, level of income, and residence, have access to the program.

This funding opportunity supports innovative research projects aimed at improving burn care for military personnel, particularly in combat situations, by addressing unique medical challenges and enhancing treatment methods.

With this solicitation, NIJ seeks rigorous research and demonstration projects to increase the impact of existing crime and justice research evidence. Specifically, NIJ seeks to fund research that leverages implementation science knowledge and promotes evidence-based policy and practice most directly by developing, supporting, and evaluating efforts to improve research evidence use by policymakers, agency leaders, intermediaries, and other decision-makers who shape justice outcomes. OJP is committed to advancing work that promotes civil rights and equity, increases access to justice, supports crime victims and individuals impacted by the justice system, strengthens community safety and protects the public from crime and evolving threats, and builds trust between law enforcement and the community. Applicants are encouraged to propose multidisciplinary research teams to build on the complementary strengths of different methods and areas of subject matter expertise. NIJ also seeks proposals that include consideration and measurement of issues of diversity, discrimination, and bias across age, gender, race, ethnicity, religion, and sexual orientation, as applicable. Applications proposing research involving partnerships with juvenile justice, criminal justice, or other agencies should include a strong letter of support, signed by an appropriate decisionmaking authority from each proposed, partnering agency. A letter of support should include the partnering agency’s acknowledgment that de-identified data derived from, provided to, or obtained through an award funded by NIJ will be archived by the grant recipient with the National Archive of Criminal Justice Data (NACJD) at the conclusion of the award. NIJ seeks proposals that include robust, creative, and multi-pronged dissemination strategies that include strategic partnerships with organizations and associations that are best equipped to ensure that research findings lead to changes in policies and practices. The Defense Advanced Research Projects Agency (DARPA) is soliciting innovative proposals to rethink and accelerate distributed additive manufacturing of critical structural parts. Structures Uniquely Resolved to Guarantee Endurance (SURGE) will develop methods to predict part life directly from data collected during additive manufacturing (AM) in a way that is transferable across disparate machines, materials, locations, and geometries. Research will merge in-situ sensing technologies, process modeling, and microstructure-based fatigue life methods to quantify the useful life of manufactured hardware. Predictions will be backed by extensive experimental validation demonstrating a new paradigm for efficient part qualification. Proposed research must investigate innovative approaches that enable revolutionary advances in distributed AM capability.
