Dear Potential Applicant/Offeror,USAID/Mozambique intends to design a new Laboratory Specimen Transport Activity that will engage a range of stakeholdersincluding government agencies, donors, the private sector, and think tanksto enhance and improve the existing laboratory specimen referral and diagnostic network. This activity will focus on the collection, packaging, and transportation of specimens from health facilities to reference laboratories and the return of results to the originating points within the Mozambican public health system. This is anticipated to be a five (5) year award (2026 - 2030).The purpose of this communication is to obtain industry comment and input on the above-mentioned activity. More specifically, the RFI intends to: Assess the interest of potential organizations in submitting applications/proposals for the new USAID Laboratory Specimen Transport Activity. NHTSA is responsible for reducing vehicle-related fatalities and injuries on our nations highways. Over the years, NHTSA has developed a significant body of evidence supporting the effectiveness of certain traffic safety laws, regulations and policies that can reduce traffic crashes. State legislatures effectuate traffic safety policy through enacting laws that aim to reduce fatalities and injuries due to motor vehicle crashes. In addition to other salient information, State legislators benefit from learning about the implementation and effectiveness of other jurisdictions traffic safety laws to provide a foundation to make informed decisions on effective traffic safety policy. Therefore, the tracking of laws, sharing of information regarding effectiveness and outcomes, legislative staff, and transportation stakeholders is critical to the publics safety. Since it is vital that information regarding effective traffic safety laws and legislative trends be available to the groups mentioned above, NHTSA seeks to engage an organization that serves legislators and staffs of the nation's 50 states and territories (hereafter, the term State will include the District of Columbia, Puerto Rico and U.S. territories) to educate members of state legislatures to canvass and review the various state laws addressing traffic safety issues that can form the basis for new or improvements to existing state traffic safety laws. In addition, NHTSA seeks to identify best practices for members of state legislatures to communicate and cooperate both at the intrastate and interstate level to develop effective traffic safety laws. The information gathered, research conducted, and materials created would also be available to stakeholders and the public to benefit a larger understanding of the ways laws at the State level influence overall safety.

A portion of Clean Air Grant Program funds is reserved for projects located within or benefitting low-income communities. Project Categoriesย Agricultural Portable and Stationary Engine Repower and Infrastructure Only Tier 3 diesel engines are eligible to apply. Engines must be in full compliance with State regulations prior to applying. Alternative Fuel Infrastructure Eligible project types include battery charging stations, natural gas, and hydrogen fueling. Infrastructure projects will be subject to a competitive bid process. Individual and Residential projects not eligible for funds Heavy-Duty On- and Off-Road Equipment Replacement, Repower, and Retrofit Only Small Fleets, as defined by ARBโs Off-Road Regulation, are eligible to apply for off-road funding. Examples of potential projects include: Off-Road Equipment Construction and Farm Equipment Forklifts Locomotives Stationary Agricultural Equipment Other Agricultural Sources On-Road Vehicles Emergency Vehicles Public Agency/Utility Vehicles School Buses Solid Waste Collection Vehicles Transit Fleet Vehicles Infrastructure Battery Charging Stations Alternative Fueling Stations Stationary Agricultural Pump Electrification. Heavy-duty diesel vehicles subject to a compliance deadline within two years and off-road diesel equipment subject to a compliance deadline within four years are not eligible to apply. Guiding Principles The District will apply the following guiding principles to their local CAP Incentives Program: Reduce emissions through investments that benefit impacted communities Projects will consider air toxics, criteria air pollutants, and greenhouse gas benefits Community outreach and support are essential Ensure emissions reductions are in excess of laws or regulations Prioritize zero-emission technology and infrastructure Consider special projects for sensitive receptors Transparency in project selections and reporting Consider both cost-effectiveness and exposure reduction in funding.
