The Defense Advanced Research Projects Agency (DARPA) is soliciting innovative and revolutionary computational approaches that measure the feasibility of technical claims to enable accurate assessments of scientific content. This publication constitutes a Broad Agency Announcement (BAA) as contemplated in Federal Acquisition Regulation (FAR) 6.102(d)(2) and 35.016 and 2 C.F.R. § 200.203. Any resultant award negotiations will follow all pertinent laws and regulations, and any negotiations and/or awards for procurement contracts will use procedures under FAR 15.4, Contract Pricing, as specified in the BAA. The Defense Advanced Research Projects Agency (DARPA) is soliciting innovative proposals in the following areas of interest: feasibility assessment of scientific content and testing and evaluation of feasibility assessment methods. Proposed research should investigate innovative approaches that enable revolutionary advances in science or systems. Specifically excluded is research that primarily results in evolutionary improvements to the existing state of practice. Multiple awards are anticipated. The amount of resources made available under this BAA will depend on the quality of the proposals received and the availability of funds.

The RFSP supports partnerships that connect public and private resources to plan and develop local or regional food systems. The RFSP focuses on building and strengthening local or regional food economy viability and resilience, and this includes pandemic response and recovery. Applicants will work with their partners to catalyze the development of local or regional food systems. Applicants will coordinate efforts within the partnership to set priorities, connect resources and services, and measure progress towards common goals. Partnerships are authorized to:Determine the size and scope of the local or regional food system in which the projects goals, outreach objectives, and eligible activities are to be carried out,Coordinate with AMS to receive technical assistance, andConduct outreach and education for potential participation in the partnership agreement and eligible activities.Partnerships must bring a variety of financial and technical capabilities, demonstrate experience or readiness to work effectively and collaboratively with public and private entities across sectors, and present innovative, sustainable, and measurable approaches to achieving the projects goals. RFSP grant recipients may apply for other LAMP programs on behalf of producers or eligible entities that desire to participate in eligible activities under the partnership agreement.

LFPP funds projects that develop, coordinate, and expand local and regional food business enterprises that engage as intermediaries in indirect producer to consumer marketing to help increase access to and availability of locally and regionally produced agricultural products. The program focuses on: Supporting the processing, aggregation, distribution, and storage of local and regional food products that are marketed locally or regionally, including value-added agricultural products;Encouraging the development of value-added agricultural products;Assisting with business development plans and feasibility studies;Developing marketing strategies for producers of local food and value-added products;Facilitating regional food chain coordination and mid-tier value chain development;Promoting new business opportunities and marketing strategies to reduce on-farm food waste;Responding to changing technology needs in indirect producer-to-consumer marketing; andCovering expenses related to cost incurred in obtaining food safety certification and improvements to food safety practices and equipment.

FMPP funds projects that develop, coordinate, and expand direct producer-to-consumer markets to help increase access to and availability of locally and regionally produced agricultural products. The program focuses on: Supporting and promoting domestic direct producer-to-consumer (including direct producer-to-retail, direct producer-to-restaurant, and direct producer-to-institutional marketing) marketing such as farmers markets, roadside stands, agritourism activities, community-supported agriculture (CSA) programs, or online sales; Encouraging the development of value-added agricultural products; Developing marketing strategies for producers of local food and value-added products; Facilitating regional food chain coordination development; Promoting new business opportunities and marketing strategies to reduce on-farm food waste; Responding to changing technology needs in direct producer-to-consumer marketing; and Covering expenses related to costs incurred in obtaining food safety certification and improvements to food safety practices and equipment.

This grant provides funding for research and development of technologies that enhance geospatial intelligence capabilities, targeting organizations and companies involved in imagery analysis and geospatial data solutions.

The purpose of the USAID Usalama ya Afya Duniani activity is to support the strengthening of Tanzanias capacities to develop, validate, and implement interventions to prevent, detect, and respond to EID threats in Tanzania using a One Health approach.The United States Agency for International Development (USAID) Mission in Dar es Salaam, Tanzania is publishing this Request for Information (RFI) to obtain information and inputs from all capable and interested entities for the anticipated USAID Usalama wa Afya Duniani activity. This activity is designed to identify and implement proven, collaborative, and evidence-based Global Health Security approaches in Tanzania, in support of strengthening the country’s capabilities to prevent, detect and respond to emerging infectious disease outbreaks.

This is a Request for Information (RFI) and a Notice of Intent (NOI), issued by the DOI, Interior Business Center, Acquisition Services Directorate as the acquisition authority, on behalf of the DOI, regarding a requirement for wildland firefighting slip-on tankers. All interested parties needing one or more wildland firefighting slip-on tankers are requested to reply to this announcement no later than 09 October 2023, 9:00 AM Eastern Time. The Bipartisan Infrastructure Law (BIL) provides funding and authorizes the Department of the Interior (DOI) to develop and implement a pilot program to provide local governments and Tribal Nations financial assistance to acquire slip-on tanker units to establish fleets of vehicles that can be quickly converted to be operated as fire engines. The Government is finalizing a plan to award grants for slip-on tankers through a competitive process over the next few years to entities who meet the established criteria and is therefore seeking responses from entities such as a county, municipality, city, town, township, local public authority, school district, special district, intrastate district, council of governments (regardless of whether the council of governments is incorporated as a nonprofit corporation under State law), regional or interstate government entity, or agency or instrumentality of a local government; an Indian Tribe or authorized Tribal entity, or an Alaska Native Village or Alaska Regional Native Corporation; a rural community, unincorporated town or village, or other public entity; state recognized nonprofit volunteer fire departments, including range and forest protection associations, that provide fire protection and other emergency services in support of local governments or Tribes needing slip-on tankers to improve the wildland firefighting readiness for their area of protection. The purpose of this RFI and NOI is to gather comments and overall feedback on the scope and approach of this effort from interested parties that have a need for slip-on tankers. The FY 2024 Rural Emergency Medical Services (EMS) Training Program, funded by SAMHSA, aims to support rural EMS agencies in training EMS personnel, particularly to address substance use and co-occurring mental health disorders. Grants of up to $200,000 annually, for a project period of two years, are available to rural EMS agencies operated by local or tribal governments or as non-profit entities. Applications for the FY 2024 cycle are due by March 20, 2024, and for FY 2025 by March 20, 2025. This NOFO allows agencies that applied in a previous fiscal year but did not receive funding to reapply in subsequent years. The program’s key activities include training EMS personnel on identifying and managing substance use and mental health disorders, using trauma-informed and recovery-based approaches, and maintaining relevant certifications. Required activities encompass training on overdose reversal using naloxone, motivational interviewing, working with peer support specialists, and reporting overdose incidents to public health departments. Additionally, grantees can acquire necessary medical and emergency equipment with SAMHSA's prior approval. Optional activities include recruiting and training volunteer EMS personnel, acquiring personal protective equipment (PPE), and training on opioid overdose treatment using medications like buprenorphine. Eligibility for this funding is limited to rural EMS agencies as defined by either nonmetropolitan statistical areas or state designations of rural areas. Each application must include a project narrative of no more than ten pages, budget details, and a certification that the project will serve rural populations. There is a 10% matching funds requirement, and applicants must be registered with eRA Commons, Grants.gov, and SAM.gov before submission. Applications exceeding page or budget limits will not be reviewed. Evaluation criteria include the project's relevance to community needs, feasibility, and organizational capability to deliver training. Additional consideration is given to applications serving underserved communities and advancing DEIA principles. Awardees are required to submit progress reports at six and twelve months, as well as a final project report.

USAID Kenya and East Africa (USAID/KEA) is interested in scaling-up landscape-level biodiversity conservation in targeted areas which fall outside nationally protected areas. USAID intends to partner with one organization to work with communities, private sector, local government institutions, and civil society organizations in conserving biodiversity and livelihood improvement in targeted landscapes. Through a co-creation process, USAID intends to develop one award which will support one activity in the Greater Amboseli Ecosystem (GAE), and one activity for the larger Tsavo Conservation Area (TCA). USAID reserves the right to develop and issue multiple awards.

The U.S. Environmental Protection Agency, Region 10 (EPA), is issuing a Request for Applications (RFA) from eligible entities to improve the understanding of toxics and their effects on water quality in the Columbia River Basin by increasing the number, type, and scientific rigor of toxics monitoring projects in the Columbia River Basin through specific actions in three program priority areas: 1) characterization and spatiotemporal trend analysis; 2) pathway identification; and/or 3) novel methods and approaches. The Columbia River Basin Restoration Program (CRBRP) will assist Tribal, state, and local governments; nongovernmental entities, and others as they implement the 2010 Columbia River Basin Toxics Reduction Action Plan and the Lower Columbia River Estuary Plan - Comprehensive Conservation and Management Plan and conduct activities to support EPA national goals for the Columbia River Basin.

This notice seeks information to support activity designs under the USAID/Mozambique Local Works Program (MLWP).
