The United States Government, represented by the U.S. Agency for International Development (USAID) in Mexico, seeks to increase its understanding of the Monitoring, Evaluation, Collaboration, Learning and Adapting (MECLA) activities in Mexico, with particular interest in its current market conditions, supply and demand by local entities, as well as its associated costs.USAID is issuing this Request for Information (RFI) to solicit input from organizations currently offering this type of services, including but not limited to assessment, consultancy, and organization of working sessions between partners in Mexico. The US Geological Surveys National Climate Adaptation Science Center (NCASC), is offering a funding opportunity to a CESU partner for research to support the project entitled Social Network Analysis of the Environmental Justice and Climate Justice Community Active in Climate Adaptation and Conservation.

The U.S. Department of Agriculture (USDA)s Natural Resources Conservation Service Soil and Plant Science Division (NRCS SPSD), is announcing the potential availability of funding for agreements for the purposes of supporting cooperative research in soil science and soil survey. The purpose of the 2024 Soil Survey Cooperative Research Proposals is to promote research that informs and improves soil survey. Each proposal must include significant collaboration with soil survey personnel (such as those at the National Soil Survey Center, MLRA Soil Survey or Regional offices). The proposals deliverables and their connection to soil survey must be clearly explained. The U.S. Department of Justice, Office of Community Oriented Policing Services (COPS Office, https://cops.usdoj.gov) is pleased to announce that it is seeking applications for funding for the FY24 Safer Outcomes: Enhancing De-Escalation and Crisis Response Training for Law Enforcement Curriculum Integration for Law Enforcement Academies and State-Level Training Commissions program. The goal of this solicitation is to promote safe outcomes during police encounters with persons in crisis through the integration of de-escalation and crisis response training into the curriculum of law enforcement academies and state-level training commissions.

The objective of this program is to develop replicable, customizable processes, along with methods and tools to measure resilience and conduct resilience assessments across communities in a watershed scalable to the application across the Nation. Reconciling community needs and methodological gaps should result in methodological advancement. An understanding of the interdependencies of individual projects to achieve critical functions in support of watershed objectives is of paramount importance. This work will address specific threat scenarios acting on individual vulnerabilities of specific communities and multiple compounding threats acting at watershed-wide scale. This work will interface with and possibly be combined with efforts being developed by ERDC as a part of technology transfer to others to customize and use. This project will include the delivery of products in a form that may be included in a playbook for watershed jurisdictions to customize and replicate. Objective 1: Develop methodological toolbox for resilience quantification and decision support for watershed-level mitigation efforts. For this objective, ERDC will conduct field-campaigns to collect data on critical functions that are applicable to watershed-level mitigation efforts. The recipient/awardee will use the supplied data in analyses to identify interdependencies and vulnerabilities for development of a methodological toolbox for resilience quantification and decision support for water-shed level mitigation efforts. For consistency, the assessment should coincide with existing ERDC published work in resilience and, as such, should focus on the Resilience Matrix, an organizing framework on three phases of resilience (absorb, recover, adapt) against three domains of resilience (physical, information, social). Activities associated with Objective 1 will include the following: (i) process to identify and prioritize the critical infrastructure in local community and watershed levels; (ii) an analysis of the most vulnerable critical infrastructure to all forms of threats (primary focus in the Savannah River Basin); (iii) an assessment of the supply and demand of critical functions supported by the highest priority infrastructure in the watershed; (iv) replicable process to conduct an analysis of interdependencies across primary functions and infrastructure in the basin; (v) methods and tools to conduct a consequence assessment of critical functions at the local and watershed level; (vi) a screening tool to visualize vulnerabilities on potential failures of critical infrastructure; (vii) process to apply screening tool applications in a collaborative setting between public and private stakeholders. Objective 2: Support the development of collaborative approaches to build a shared vision of resilience, scalable to all levels of a watershed. This objective will advance research activities focused on the development of decision support tools to connect local priorities with challenges across the watershed for scalable watershed resilience. Similar to Objective 1, ERDC will collect data and provide the data to the recipient/awardee use in complex analyses. The analyses will result in a deliverable that describes the methods and tools needed to prioritize decisions in the watershed in a way that will enhance resilience. Activities associated with Objective 2 will include the following: (i) methods for identification of objectives and priorities in the watershed; (ii) assessment of priorities across the watershed to identify potential areas of conflict and synergy in the basin; (iii) methods to help communities identify and leverage government resources; (iv) process to generate and articulate scenarios for collaborative decision-making decision support tools; (v) development of serious gaming sim city like applications to run scenarios against potential resilience strategy alternatives. .

The Childrens Hospitals Graduate Medical Education (CHGME) Payment Program compensates for the disparity in federal graduate medical education funding for freestanding childrens teaching hospitals as compared to other types of teaching hospitals who primarily serve adults and receive federal graduate medical education funding through the Medicare Program. The CHGME Payment Program supports graduate medical education in freestanding childrens teaching hospitals to train physicians across multiple specialties and to provide quality care to vulnerable and underserved children.

The United States Agency for International Development (USAID), West Africas Regional Peace and Governance Office (RPGO) is interested in seeking organizations working in the local, national, and cross-border level on Sexual and Gender-Based Violence (SGBV) and Countering Trafficking-in-Persons (C-TIP) in West Africa (inclusive of Coastal West Africa (CWA), the Sahel, and Cameroon) and their particular approaches (community/local, national or cross-border level). The Volunteer Fire Capacity (VFC) Grant Program, managed by the Michigan Department of Natural Resources (DNR) Forest Resources Division (FRD), assists rural fire departments in acquiring firefighting equipment. The program requires a 50/50 matching grant and is available to fire departments serving communities with populations of 10,000 or less. Eligible projects include personal protection gear for wildland fires, Class A foam generating equipment, dry hydrants, communications equipment, and breathing apparatus. Applications are reviewed and prioritized by the FRD, with awards capped at $4,999 per project. Projects involving multiple departments are considered on a case-by-case basis. Applications must be submitted by June 28, 2024, with awards announced around December 15, 2024. Projects must be completed by August 1, 2025.

The Ghana Youth Activity addendum seeks to support a local Ghanaian applicant with a defined youth-led and locally-led program to empower Ghanaian youth to advance their own social, economic, and civic development through improved employability, improved access to essential services, and strengthened civic engagement. USAID seeks to support an applicant whose proposed program reflects the Positive Youth Development (PYD) approach and who can independently identify and address new and impactful interventions.Under the YouthPower 2 (YP2) Annual Program Statement (APS), USAID/Ghana will fund a program based on youth demographic trends and results and lessons learned in previous USAID-funded activities, especially those from northern Ghana. In addition, USAID encourages applicants to leverage work being supported by other donors and stakeholders, including the Government of Ghana.USAID/Ghana prioritizes learning and adaptive management and requests applicants to incorporate these approaches in their proposed programs.

Synopsis of Program: In response to the CHIPS Act of 2022 (Pub.L. 117-167), NSF is establishing the National STEM Teacher Corps Pilot Program.The purpose of this program is to elevate the profession of STEM teaching by establishing a National STEM Teacher Corps Pilot Program to recognize outstanding STEM teachers in our Nations classrooms, reward them for their accomplishments, elevate their public profile, and create rewarding career paths to which all STEM teachers can aspire, both to prepare future STEM researchers and to create a scientifically literate public. With this solicitation, NSF is inviting proposals to establish an initial set of Regional Alliances responsible for (a) recruiting eligible applicants to become members of the National STEM Teacher Corps (see definitions in section II.A.); (b) screening, interviewing, and selecting members; and (c) supporting other activities detailed in the Program Description and the law (136 STAT. 1515). Each Alliance will be awarded as a cooperative agreement that represents the breadth of activities important to National STEM Teacher Corps Pilot Program and serves to elevate the public profile of STEM teachers within the region.
