Having in place a secure and effective system for warning and informing the public of impending natural and man-made disasters is an essential part of America's emergency preparedness. FEMAs Integrated Public Alert Warning System (IPAWS) is the national system for local alerting that provides authenticated emergency and life-saving information to the public. Local radio and TV stations, along with cable, direct broadcast satellite, and wireless service providers disseminate the public safety messages they receive from IPAWS. This grant supports projects that aid in creating and maintaining a resilient public alert and warning system that provides timely and effective warnings, especially including areas that are traditionally underserved by broadcast providers. This public alert and warning system is built on the Common Alerting Protocol standard (CAP) that permits a single CAP compatible message to activate multiple compliant warning systems and a stations ability to maintain continuity of operations during emergencies. The Next Generation Warning System includes all available radio and television technology in the alert and warning ecosystem to expand and enhance emergency information dissemination to the public. The grant is intended to replace aging infrastructure to enhance alerting capabilities, improve resiliency, operational continuity, and security through new technology for qualified rural, tribal, and other stations who support underserved public broadcast audiences. Broadcasters may use funding to replace aging equipment and improve cybersecurity hygiene. This program supports investments that improve resiliency, continuity of broadcast operations, and security of public broadcasting networks and systems. In addition, broadcasters may upgrade to the Advanced Television Systems Committee broadcast standard (ATSC 3.0) or digital radio, allowing broadcasts to reach a greater number of different types of communication devices, incorporating multimedia in alert and warning messaging, and making alerts more accessible. In September 2022, the U.S. Departments of Energy, Transportation, Housing and Urban Development, and the Environmental Protection Agency executed an historic memorandum of understanding (MOU) for the signatory agencies to accelerate our nations affordable and equitable clean transportation future.1 As a result of the comprehensive decarbonization strategy called for in the MOU, those agencies issued the U.S. National Blueprint for Transportation Decarbonization, which set the goal to achieve net-zero carbon emissions in the transportation sector including off-road equipment by 20502. The Transition to net-zero emission technologies requires coordination among all aspects of the supply chain, including feedstock supply, alternative fuel production, equipment manufacturers, safety implementation, customer demand, and government regulation. To develop a national strategy to decarbonize the sector, three critical questions must be addressed: 1. What is the current state of the off-road vehicle fleet? 2. Which powertrain technologies are most promising for decarbonization of off-road vehicles? 3. What is the timeline for the off-road sector to transition to net-zero emission GHG technologies? Off-road vehicles are primarily designed to operate away from existing roadways. This category contains a disparate and very diverse set of vehicles and use cases, including construction and mining equipment, industrial equipment, agriculture equipment, lawn and garden equipment, and recreational vehicles.1 The purpose of this Request for Information (RFI) is to understand the off-road sector alternative propulsion technology preferences, which technologies seem most promising, and what are the key barriers to achieving the transition to net-zero emissions by 2050. The propulsion technologies under consideration for this RFI are: biodiesel, renewable diesel, renewable natural gas, battery electric, direct electrification (catenary), electric hybridization, hydrogen fueled internal combustion engines and hydrogen fuel cells. Currently, no one alternative propulsion technology is a clear choice for sector decarbonization. This RFI is an attempt to aggregate knowledge from stakeholders to help guide actions regarding future propulsion technologies, research and infrastructure investments, and coordination among key stakeholders to ensure that the off-road sector is meeting or exceeding U.S. decarbonization milestones. Dear Potential Applicant/Offeror, USAID/Mozambique intends to design a new HIV Activity - SUstaining Control the HIV Epidemic through quality Services, resilient Systems, and Community Outreach (SUCESSO) - that will support and contribute to the Government of the Republic of Mozambique (GRM) to reach and sustain HIV epidemic control in four provinces - Sofala, Manica, Tete and Niassa. This is anticipated to be a five (5) year award(s) - 2026 - 2031, with a total value of up to $155 million. The purpose of this communication is to obtain industry comment and input on the above-mentioned program. More specifically, the RFI intends to: Assess the interest of potential organizations in submitting applications/proposals for the new Activity - SUCESSO. Gain technical and organizational insights in the capacity of potential organizations. Explore innovative approaches to partnering with organizations working in the same area; and Collect inputs to contribute to the improvement of the proposed Program Description (PD)/Statement of Work (SOW).

Year one (1) will establish the initial structure of the project and includes tasks that support the following objectives. If funded, years two (2), three (3), four (4), and five (5) would continue to expand major elements of the research project and build a diverse portfolio of collaborative projects and work efforts. Objective 1: Identification of Data Gaps for AINF Management. There are two aspects to this objective: a comprehensive literature review on freshwater mussel control and management and current research activities related to AINF. For example, initial research activities that are focused on identifying, ground-truthing, and documenting project locations and specific sites for the collection of new data to evaluate site-specific management techniques including: (1) biotic and abiotic characterization of evaluation sites (quantitative vegetation assessments - AINF and non-target species); 2) presence of listed species; 3) acreage of site, average water depth, water exchange processes); and 4) key water quality parameters (temp, dissolved oxygen, pH, turbidity). Primary sites would be from the Gulf Coast and Pacific Northwest. Objective 2: Experimentation to Close Data Gaps. This objective focuses on empirical research to close data gaps and transfer results through technology transfer mechanisms. Part of this objective is to organize interdisciplinary technical teams to plan and conduct studies during year one of the project. Joint teams will comprise scientists to partner with ERDC in the development and evaluation of environmentally compatible strategies to selectively manage AINF. These strategies include: 1) the use of pesticides; 2) bio-suppression techniques; 3) mechanical/physical methods, and 4) integration of selected approaches 1 through 3. Additionally, education and outreach activities on the need, methods, and benefits for managing AINF in public waters will be conducted at the conclusion of each study. These activities will be undertaken as technical webinars, workshops, training sessions, field tours, reports, peer-reviewed journal articles, sponsor briefings, and presentations at professional meetings. Education/outreach and technology transfer audiences will include the public, agencies, legislators, industry, media outlets, and all other stakeholders and practitioners. Deliverables: Upon completion of Objectives 1-2, the selected academic institution will develop a report that documents the project locations and includes a summary of the management strategies that were identified, considered and/or ultimately recommended during the research effort. The report will also include information explaining the management strategies and their limits, and the potential effects of implementing such strategies to restore, manage, and/or preserve selected project locations in major watersheds.

The National Park Services (NPS) African American Civil Rights Grant Program (AACR) will document, interpret, and preserve the sites and stories of the full history of the African American struggle to gain equal rights as citizens from transatlantic slave trade forward. The NPS 2008 report, Civil Rights in America, A Framework for Identifying Significant Sites, will serve as a guide in determining the appropriateness of proposed projects and properties. African American Civil Rights Network (AACRN) Preservation Grants are funded by the Historic Preservation Fund (HPF), administered by the NPS, and will fund a broad range of preservation projects for historic sites including: architectural services, historic structure reports, preservation plans, and physical preservation to structures. Grants are awarded through a competitive process and do not require non-Federal match.FY2024 Public Law 118-42 provides $24 million for the AACR Grant Program, of that $5 million is available for these AACRN Preservation Grants.
