Pursuant to the Foreign Assistance Act of 1961, as amended, the United States Government, as represented by the U.S. Agency for International Development (USAID), the Bureau for Development, Democracy, and Innovation (DDI) , Natural Environment Branch, Biodiversity Division, (DDI/NE/Biodiversity) and supporting Bureaus, is announcing the Biodiversity Annual Program Statement (APS), hereafter known as the Biodiversity APS. Through this APS, USAID aims to implement the vision and goals of the Biodiversity Policy (2014) to: 1. Conserve biodiversity in priority places, and 2. Integrate biodiversity as an essential component of human development. The Biodiversity APS disseminates information to prospective Applicant(s) so they may develop and submit Concept Note(s) in response to individual Addenda issued under this APS and ultimately to be considered for USAID funding. This APS describes and provides information on: the type of activities for which Concept Note(s) will be considered; available funding, process and requirements for submitting Concept Note(s) and Full Application(s); the merit review criteria for evaluating Concept Note(s); and refers prospective Applicant(s) to relevant documentation and resources. USAIDs DDIs NE/Biodiversity Division and supporting Bureaus anticipate awarding multiple assistance awards as there is no predefined minimum or maximum number of awards expected to be issued under this APS. Issuance of the Biodiversity APS does not constitute an award or commitment on the part of the U.S Government (USG) to make an award, nor does it commit the U.S. Government to pay for costs incurred in the preparation and submission of a Concept Note and/or Full Application(s). The actual number of assistance awards, if any, is subject to the availability of funds and the interests and requirements of Mission/Bureau/Independent Office (M/B/IOs), as well as the viability of eventual Full Application(s). The "Leadership Development for Deputy Wardens and Second in Command" grant aims to provide comprehensive training and resources for deputy wardens in correctional facilities, enhancing their leadership skills, decision-making abilities, and understanding of compliance and accountability, through a modern, interactive e-course and VILT (Virtual Instructor-Led Training).

Applications from New Investigators and Established Investigators will be peer and programmatically reviewed separately. Principal Investigators (PIs) using the New Investigator category are strongly encouraged to strengthen their applications by collaborating with investigators experienced in lung cancer research and/or possessing other relevant expertise. It is the responsibility of the applicant to describe how the included collaboration will augment the PIs expertise to best address the research question. All applicants for the New Investigator category must meet specific eligibility criteria as described in Section II.C, Eligibility Information.Preliminary data to support the feasibility of the research hypotheses and research approaches are required; however, these data do not necessarily need to be derived from studies of lung cancer.Key elements of this award are as follows:Innovation: Research deemed innovative may introduce a new paradigm, challenge current paradigms, look at existing problems from new perspectives, or exhibit other uniquely creative qualities.Impact: Research that has high potential impact may lead to major advancements and significantly accelerate progress toward eradicating deaths and suffering from lung cancer.It is the responsibility of the PI to clearly and explicitly articulate the projects innovation and its potential impact on lung cancer and its relevance to Military Health System (MHS) beneficiaries. The projects impact to both lung cancer research and to patients with lung cancer should be articulated, even if clinical impact is not an immediate outcome. Applications that demonstrate exceptional scientific merit but lack innovation and high potential impact do not meet the intent of the Idea Development Award.

The "Utilizing the PLCO Biospecimens Resource to Bridge Gaps in Cancer Etiology and Early Detection Research" grant aims to fund research projects that use the Prostate, Lung, Colorectal, and Ovarian Cancer (PLCO) Screening Trial's biorepository to study cancer causes and develop early detection biomarkers.

The proximal goal of this FOA (and its companion R21 version) is to encourage investigators to test whether modifying specific patterns of coordinated neural activity in vivo can improve cognitive, social, or affective processes.
