The Fulbright Student Program is a major component of the worldwide Fulbright Program, which also includes the Fulbright Scholar and Fulbright Specialist Programs, as well as the Fulbright Teacher Exchange Program and the Hubert H. Humphrey Fellowship Program. For over 75 years, the Fulbright Student Program has offered awards for college and university graduates to engage in degree study, to teach, and to conduct research abroad and in the United States. The hallmark of the Fulbright Student Program is the selection of all participants through open and transparent merit-based competition. Tens of thousands of U.S. and foreign students have participated in these academic exchanges since the Fulbright Program's inception in 1946. The Fulbright Student Program sends approximately 1,908 U.S. students and early career professionals abroad annually to conduct independent research, serve as teaching assistants and cultural resources in English classrooms, and pursue academic studies at overseas institutions. Reciprocally, the program brings approximately 2,150 foreign participants from approximately 160 countries to the United States for similar activities hosted primarily by U.S. colleges and universities. Responsibility for the management of the Fulbright Student Program is shared between the U.S. Department of State in Washington, DC, 49 bilateral Fulbright commissions, approximately 100 U.S. embassies overseas, and private sector cooperating agencies in the United States. Overall policies and selection guidelines for the Fulbright Student Program are determined by the presidentially appointed J. William Fulbright Foreign Scholarship Board (FFSB). The organization(s) awarded a cooperative agreement under this competition will be responsible for placement, monitoring, organization of enrichment activities for program participants, disbursement of funds, and records management for the FY 2025 cohort of U.S. students and foreign students as well as the program promotion and recruitment and selection of the FY 2026 cohort of U.S. and foreign students. The project output will be at least six national-level media training workshops hosted at the American Center and other American Spaces in New Delhi, Kolkata, Mumbai, Chennai, and at least two other appropriate second-tier cities, potentially including the Sundarbans (where they are especially affected by climate change), Ghaziabad, or Lucknow. The workshops, each for 40-50 journalists over 18 months, will be organized by the grantee and provide participants with technical knowledge by citing U.S. case studies and policies, in order to empower participants to report substantially more on climate change in India, using factual and actionable information. Strengthen the reporting capacities of 40-50 journalists in each of the 6 workshops (total 300) and improve data-driven media reporting through these training workshops over 18 months Increase the number of actual reports, amplify the social media narrative, and increase the number of articles where the journalist ties environmental issues to policy issues. Improve reliability of information on climate and environmental issues through accurate reporting. Participants and U.S. and local experts will also discuss priority areas that can be highlighted by media for practical actions to raise awareness on climate change challenges and promote public engagement in environmental conservation to reach net zero emissions and limit global warming to 1.5C.

he DOE SC program in High Energy Physics (HEP) hereby announces its interest in receiving interdisciplinary applications for open scientific research on Quantum Information Science (QIS) Enabled Discovery (QuantISED) to further the HEP mission to understand how the universe works at its most fundamental level. Successful applications will help define an exploratory program where innovative solutions for scientific discovery are developed and deployed to advance HEP science drivers and contribute to QIS research and technology for public benefit.The QIS subprogram within HEP has been developed over the last few years with a series of workshops, followed by funding opportunities in 2018 and 2019, and is aligned with a broader SC initiative in QIS and coordinated with various national and interagency QIS programs, including the National QIS Research Centers. Cross-cutting the traditional frontiers and thrusts of the HEP program, the QIS subprogram exploits the interdisciplinary nature of QIS and associated partnerships for exploratory, early-stage research aimed at high impact discoveries aligned with HEP science goals, but also driving developments in foundational QIS and related scientific and technology research areas.Such research is intended to create public benefit within HEPs Congressionally-authorized mission space by increasing human understanding of the physical universe and driving relevant developments of advanced technologies that support that mission.

This program is intended to serve to sustain the operational capability of the Somalia Police Force (SPF) counterterrorism units that have received training, equipping, and mentoring using CT funds. Program objectives are separated into three parts. 1) Continued training and mentoring to the SPF Forensic Science Lab (FSL). The selected implementer will be asked to deploy certified latent print and digital evidence subject matter experts to continue to work with FSL as it supports evidence-based counterterrorism investigations in Mogadishu. 1) Sustain logistical support to CT-funded SPF units This includes equipment maintenance and vehicle maintenance, consumables (including fuel, lab chemicals, and reagents, computer software licenses and updates, enabler capabilities including electronic countermeasures (ECM) system maintenance and support, and ammunition). This also includes tracking and monitoring Leahy vetting, collating stipend spreadsheets for pay out by a separate implementer, and, 1) Provide continued monitoring, evaluation, and oversight of weapons and ammunition as required by law. This involves monthly or quarterly (to be determined later) equipment verifications and reporting. This also includes managing a secure storage space and logging controlled items checked into and out of implementer custody. (Using the allocated budget, the selected implementer will be expected to maintain this or another storage space build to the same international standards. The estimated cost for this space is $7-10,000/month.

The goal of this initiative is to promote a significant improvement in the translational relevance of NeuroHIV models, specifically in the context of chronic HIV infection of the central nervous system (CNS) in the modern antiretroviral therapy (ART) era under conditions of viral suppression. This Notice is being provided to allow potential applicants sufficient time to develop meaningful collaborations and responsive projects.
