The U.S. Embassy Dushanbe Public Diplomacy Section (PDS) is soliciting proposals to manage the English for Journalists Program from accredited non-governmental schools, institutes, teacher training centers, universities, or organizations. Applicants should pay close attention to the Public Diplomacy Sections goals, priority program areas, and target audiences when developing their proposals. Current Situation Problem Statement: English is the most commonly used language on the Internet and in global media. Yet, journalists in Tajikistan generally do not make use of this global resource as their capacity in English language is low. As a result, journalists cannot research stories in English and are not able to access accurate sources of information that will allow them to recognize, respond to, and combat disinformation, misinformation, and propaganda in the news and on the internet. Additionally, many journalists miss out on opportunities to learn skills in high quality field reporting through studying the most prestigious international sources of information, or even adequately cover international stories. Review of Past Projects: The U.S. Embassy in Dushanbe previously supported English for Journalists projects that trained hundreds of journalists and bloggers in professional reporting skills; past projects have increased participants ability to read and write stories in English and strengthened their investigative journalism skills. Projects have also trained journalists in new techniques and approaches to make the transition to digital journalism. Proposed Project Introduction: This funding opportunity seeks to equip journalists with English language skills to access English language news sources, write articles in English, and conduct interviews and reports in English. During this program, journalists will also become familiar with international standards of journalism ethics, and how to recognize, respond to, and combat disinformation, misinformation, and propaganda in the news and on the internet. The Embassy welcomes creative proposals to establish English for Journalists courses that can both boost the English language ability of journalists and improve their reporting and develop their critical thinking and decision-making skills. The program should consist of English language courses for intermediate and upper-level English-speaking journalists, of at least 20 hours per month, with a total of 240 hours of English language instruction over one year. The projects can be implemented in Dushanbe, Khorugh, Khujand, and Kulob. The project should include between 75 and 175 professionals in journalism from private and independent media organizations in Dushanbe, Khorugh, Khujand, and Kulob. Projects that involve higher numbers of journalists with lower costs are encouraged. To be eligible for consideration, the organization must use instructors who can demonstrate relevant teaching experience, with at least three years of experience teaching English to adults. Project Goal: Strengthen the capacity of journalists and content creators in Tajikistan to produce diverse, high-quality media content through English language development. Project Audience(s): The primary target audience for this project is between 75 and 175 Tajik professionals in journalism from private and independent media organizations, including journalists, managers, editors, and translators of media outlets, and social media influencers who demonstrate a commitment to engaging on social issues in English, as demonstrated in published or online work. Participants will have demonstrated English language proficiency: Pre-intermediate A2B1, Intermediate B1, Upper-intermediate B2, Advanced C1C2 Project Objectives: Successful proposals will achieve one or more of the following objectives: Objective 1: Over a 12-month period, participating journalists will improve their English language proficiency, namely their speaking, writing, reading, vocabulary, grammar, and listening skills by at least one standardized level on the CEFR scale, with a specific focus on journalistic language style and terminology. Objective 2: Over a 12-month period, participating journalists will improve their critical thinking, investigative journalism, source evaluation, fact-checking, and media literacy skills by participating in activities with English as the language of instruction. Objective 3: Over a 12-month period, participating journalists will improve their understanding on current trends and best practices in global journalism, specifically in the areas of digital journalism, multimedia storytelling, data journalism, and citizen journalism. Objective 4: Over a 12-month period, Journalists will learn how to recognize, respond to, and combat disinformation, misinformation, and propaganda in the news and on the internet by participating in activities with English as the language of instruction. Objective 5: Over a 12-month period, participating journalists will establish connections with international journalists and media professionals through virtual conferences, webinars, and online forums. Examples of activities include but are not limited to: English language classes for journalists focused on developing speaking, reading, and writing, skills Immersive English language camps for journalists. The U.S. Department of State, Bureau of Democracy, Human Rights, and Labor (DRL) announces an open competition for organizations interested in submitting applications for projects that combat gender-based violence (GBV) in Uzbekistan.โ€ฏโ€ฏโ€ฏย  โ€ฏย  โ€‹โ€‹โ€‹On April 6, 2023, Uzbekistanโ€™s Senate unanimously adopted amendments criminalizing domestic violence and strengthening protections for women and children.ย  The legislation, signed into law by President Mirziyoyev on April 11, amends the Criminal and Administrative Codes.ย  While this legislation amended the Criminal and Administrative Codes, there are a few barriers to making the law a reality.ย  First, there is uneven implementation across localities because of cultural and resource variances across urban, peri-urban, and rural communities.ย  Second, limited public knowledge about the new law has resulted in few people seeking access to legal assistance.ย  Lastly, societal norms impede individuals from reporting domestic violence.ย ย  ย  Through this award, DRL aims to address these gaps by:ย ย  ย  ย Increasing awareness among all Uzbekistanis about the new GBV law at the local level and how it applies to women and communities across Uzbekistan.ย  Raising awareness about harmful practices that normalize and excuse GBV toward women and girls.ย  Supporting local civil society, community leaders, and social workers as they advocate to local law enforcement and local governance structures for the consistent implementation of the new law at the local level.ย ย  ย  The proposed program should achieve the following outcomes:ย  ย  Local civil society organizations (CSOs) and community advocates are better equipped to promote awareness of the new GBV law and advocate for its consistent and accountable implementation with law enforcement and government structures.ย ย  CSOs are better able to advocate for and assist GBV survivors to ensure they have access to resources and all provisions provided under the new GBV law.ย ย  Communities better understand and can advocate for the even implementation of the new GBV law at the local level.ย  Improved data collection and monitoring of GBV case response under the new law, All programs should aim to have impact that leads to reforms and have the potential for sustainability beyond DRL resources.ย  DRLโ€™s preference is to avoid duplicating past efforts by supporting new and creative approaches.ย  This does not exclude from consideration projects that improve upon or expand existing successful projects in a new and complementary way.ย  DRL is committed to advancing equity and support for underserved and underrepresented communities. The Office of the Director of National Intelligence (ODNI) serves as the head of the U.S. Intelligence Community (IC), overseeing and directing the implementation of the National Intelligence Program and acting as the principal advisor to the President, the National Security Council, and the Homeland Security Council for intelligence matters related to national security. ODNIs Office of the Assistant Director of National Intelligence for Human Capital (ADNI/HC) houses the IC Centers for Academic Excellence (CAE) Program Office (IC CAE PO), responsible for developing and distributing this Funding Opportunity Announcement (FOA), managing the application review process, and providing post-award grants program administration. The design of the IC CAE Program was formulated and executed in accordance with: The Intelligence Authorization Act (IAA) for Fiscal Year (FY) 2010 (updated/amended 18 July 2019); 50 U.S.C. 3224 (Intelligence Officer Training Program); and 50 U.S.C. 3024(n)(4) (Acquisition and Other Authorities) The IC CAE Program began as a three-year pilot project directed by congressional authorization and appropriation for FY 2004 and was initiated by the Director of Central Intelligence to meet the nations demand for a diverse cadre of professionals to carry out national security priorities and obligations. In 2005, following the establishment of ODNI, the program moved under ODNI management with the intent to increase the pool of applicants by expanding awareness of the IC mission and culture throughout ethnically and geographically diverse communities. From October 2011 through December 2019, the IC CAE Program was managed by the Defense Intelligence Agency (DIA), with oversight from ODNI, and expanded in scope and number of grant recipients. In December 2019, congress returned management of the IC CAE Program to the ODNI. Section 1024 of the National Security Act, as last amended in 2019, provides for this Program as follows: (a) PROGRAMS (1) The Director of National Intelligence may carry out grant programs in accordance with subsections (b) and (c) to enhance the recruitment and retention of an ethnically and culturally diverse intelligence community workforce with capabilities critical to the national security interests of the United States. (2) In carrying out paragraph (1), the Director shall identify the skills necessary to meet current or emergent needs of the intelligence community and the educational disciplines that will provide individuals with such skills. (b) INSTITUTIONAL GRANT PROGRAM (1) The Director may provide grants to institutions of higher education [IHEs] to support the establishment or continued development of programs of study in educational disciplines identified under subsection (a)(2). (2) A grant provided under paragraph (1) may, with respect to the educational disciplines identified under subsection (a)(2), be used for the following purposes: (A) Curriculum or program development. (B) Faculty development. (C) Laboratory equipment or improvements. (D) Faculty research. (c) GRANT PROGRAM FOR CERTAIN MINORITY-SERVING COLLEGES AND UNIVERSITIES. (1) The Director may provide grants to Historically Black Colleges and Universities [HBCUs] and Predominantly Black Institutions [PBIs], Hispanic Serving Institutions [HSIs], and Asian American and Native American Pacific Islander-Serving Institutions [AANAPISIs] to provide programs of study in educational disciplines identified under subsection (a)(2) or described in paragraph (2). (2) A grant provided under paragraph (1) may be used to provide programs of study in the following educational disciplines: (A) Intermediate and advanced foreign languages deemed in the immediate interest of the intelligence community, including Farsi, Pashto, Middle Eastern, African, and South Asian dialects. (B) Study abroad programs and cultural immersion programs. (d) APPLICATION An institution of higher education seeking a grant under this section shall submit an application describing the proposed use of the grant at such time and in such manner as the Director may require. (e) REPORTS An institution of higher education that receives a grant under this section shall submit to the Director regular reports regarding the use of such grant, including (1) a description of the benefits to students who participate in the course of study funded by such grant; (2) a description of the results and accomplishments related to such course of study; and (3) any other information that the Director may require For the 2024 IC CAE grant cycle, any acceptably accredited four-year Institutions of Higher Education (IHE) in the United States (its Territories and the District of Columbia) shall be eligible to apply as a Lead Institution. Acceptably accredited two-year IHE in the United States (its Territories and the District of Columbia), e.g., Community Colleges shall be eligible to apply as consortium partners, not as lead institutions. If the lead IHE is one of the four Minority Serving Institutions (MSIs) categories listed in (c)(1) above, a consortium partner(s) is optional, but not required. However, if the lead IHE does not belong to one of the four MSI categories, then the application must include at least one additional IHE that qualifies as one of the four MSI categories listed above. Schools designated as any of these four MSI categories may be either the lead applicant or a consortium partner, or these MSI categories may make up the entire consortium. IHEs with Minority-serving designations other than the four listed may be either the lead applicant or a partner so long as at least one member school from the four named MSI categories is also a partner. The 2022 IC CAE grant receiving institutions and their consortia partners are not eligible to apply as they may not receive funds for the same initiative from two separate grants at the same time. More detailed information on eligibility can be found in Section III Eligibility. IHEs that receive grants under this program (lead and IHE consortia members) shall submit to the DNI, regular reports regarding the use of the grant funds including: A description of the benefits to students who participate in the course(s) of study funded by the grant. A description of the results and accomplishments related to the program objectives for the selected instructional pathway. The number of IC CAE Scholars and aspiring Scholars Demographic information related to participating students (anonymized). Any additional programmatic information that the IC CAE Program may require. Applicants (lead and consortia member IHEs) for this funding opportunity announcement acknowledge and accept these reporting requirements and must reflect this understanding and their compliance plans in their applications. Recipients of this grant shall be required to report metrics related to student ethnic and cultural diversity, as well as participation in all funded aspects of their program. Schools selected as grant recipients become known as IC CAE Program Schools. Students that participate in IC CAE Program School-funded curricula and programs are encouraged to work towards becoming IC CAE Scholars, a status obtained by achieving certain milestones and defined in the Key References, Appendix B. This association propels the students toward becoming part of an IC talent pool of choice. Becoming a scholar also recognizes students exceptional intellect, academic achievements, and dedication to knowledge pursuit. The IC CAE Program Office at ODNI (IC CAE PO) encourages applications that showcase innovative ideas for establishing enduring curriculum, partnerships, and programs in areas of interest to the IC and national security. The IC CAE PO has found the most successful recipients are those guided by personnel with knowledge of and experience in the IC; however, this is not a requirement. Further findings show that school programs are enhanced by partnerships with and outreach to IC installations (offices, bases, or other concentrations of personnel) and private industry in their regions supporting intelligence/national security work. This allows additional resources to provide Subject Matter Expert speakers, internship opportunities, and other interactions with intelligence professionals. Section 2391(d) of Title 10, United States Code (10 U.S.C. 2391(d)), authorizes the Secretary of Defense to make grants, conclude cooperative agreements, and supplement funds available under Federal programs administered by agencies other than the Department of Defense to assist State and local governments to address deficiencies in community infrastructure supportive of a military installation. Community infrastructure projects are transportation projects, community support facilities (e.g., schools, hospitals, police, fire, and emergency response), and utility infrastructure projects (e.g., water, wastewater, telecommunications, electric, gas, etc.) that are located off of a military installation or on property under the jurisdiction of a Secretary of a military department that is subject to a real estate agreement (including a lease or easement), and are owned by a state or local government or a not-for-profit, member-owned utility service. This Notice identifies the criteria established for the selection of community infrastructure projects. Proposals will be competitively scored across these criteria, identified in Section E., paragraph 1. of this Notice. Program funding at $100 million is available and will expire if not obligated prior to the close of business on September 30, 2024. Project proposals must include a letter of support from the local installation commander representing the installation benefitting from the proposed project. Letters of support must, at a minimum, indicate the benefitting installations need for the project, willingness to support the civilian execution of the project to the extent practicable, including assisting the Office of Local Defense Community Cooperation with technical review and execution of any required National Environmental Policy Act documentation for the proposed project, and, where applicable, indicate if the proposed project is defense-related critical infrastructure. For proposals for projects that will contribute to the training of cadets enrolled in an independent program at a covered educational institution, the letter of support must include the support of an installation commander for an installation benefitting from the proposed project, regardless of the distance between the covered educational institution and the installation benefitting from the project.

The Office of Academic Exchange Programs (ECA/A/E), Bureau of Educational and Cultural Affairs (ECA), U.S. Department of State announces an open competition for a cooperative agreement to assist in the administration of the FY 2025 Fulbright Student Program. The Fulbright Student Program is a major component of the worldwide Fulbright Program, which also includes the Fulbright Scholar and Fulbright Specialist Programs, as well as the Fulbright Teacher Exchange Program and the Hubert H. Humphrey Fellowship Program. For over 75 years, the Fulbright Student Program has offered awards for college and university graduates to engage in degree study, to teach, and to conduct research abroad and in the United States. The hallmark of the Fulbright Student Program is the selection of all participants through open and transparent merit-based competition. Tens of thousands of U.S. and foreign students have participated in these academic exchanges since the Fulbright Program's inception in 1946. The Fulbright Student Program sends approximately 1,908 U.S. students and early career professionals abroad annually to conduct independent research, serve as teaching assistants and cultural resources in English classrooms, and pursue academic studies at overseas institutions. Reciprocally, the program brings approximately 2,150 foreign participants from approximately 160 countries to the United States for similar activities hosted primarily by U.S. colleges and universities. Responsibility for the management of the Fulbright Student Program is shared between the U.S. Department of State in Washington, DC, 49 bilateral Fulbright commissions, approximately 100 U.S. embassies overseas, and private sector cooperating agencies in the United States. Overall policies and selection guidelines for the Fulbright Student Program are determined by the presidentially appointed J. William Fulbright Foreign Scholarship Board (FFSB). The organization(s) awarded a cooperative agreement under this competition will be responsible for placement, monitoring, organization of enrichment activities for program participants, disbursement of funds, and records management for the FY 2025 cohort of U.S. students and foreign students as well as the program promotion and recruitment and selection of the FY 2026 cohort of U.S. and foreign students. Improve data-driven and accurate media reporting, amplify the social media narrative to combat climate change and pollution, and allow reporters to advocate for better public health resources and actions. The project output will be at least six national-level media training workshops hosted at the American Center and other American Spaces in New Delhi, Kolkata, Mumbai, Chennai, and at least two other appropriate second-tier cities, potentially including the Sundarbans (where they are especially affected by climate change), Ghaziabad, or Lucknow. The workshops, each for 40-50 journalists over 18 months, will be organized by the grantee and provide participants with technical knowledge by citing U.S. case studies and policies, in order to empower participants to report substantially more on climate change in India, using factual and actionable information. Strengthen the reporting capacities of 40-50 journalists in each of the 6 workshops (total 300) and improve data-driven media reporting through these training workshops over 18 months Increase the number of actual reports, amplify the social media narrative, and increase the number of articles where the journalist ties environmental issues to policy issues. Improve reliability of information on climate and environmental issues through accurate reporting. Participants and U.S. and local experts will also discuss priority areas that can be highlighted by media for practical actions to raise awareness on climate change challenges and promote public engagement in environmental conservation to reach net zero emissions and limit global warming to 1.5C.

The U.S. Embassy in Cameroon announces a funding opportunity for an organization to expand American Spaces programming by leading activities in four regions of Cameroon. The programming goals from the previous year encompassed the enhancement of soft skills, entrepreneurship, media literacy/ disinformation, environmental and climate change awareness, and promoting good governance. In the fiscal year 2023, the programming extended to all four American Spaces and comprised virtual and in-person initiatives and events. This year, key programming areas should include entrepreneurship and soft skills development, media literacy and countering disinformation, and Science, Technology, Engineering, Arts, and Mathematics (STEAM) American Spaces are the U.S. governments primary cultural and information centers abroad, providing free and open access for communities worldwide interested in learning more about the United States. In Cameroon, there are four American Spaces: The American Center in Yaound, the University of Buea American Corner, the American Corner Garoua, and the American Corner in Douala. The American Center Yaound regularly collaborates with the other three Corners for joint programming. Please carefully follow all instructions below. Program Objectives: For FY 2024, American Spaces Cameroon wishes to expand these programs to other regions of Cameroon by hosting camps and pop-up American Spaces focused on entrepreneurship and soft skills development, STEAM training, media literacy, and countering disinformation. The grantee will host at least four regional workshops and camps on the following: Create innovative STEAM programs to engage youth in the selected regions while utilizing United States Government alumni and subject matter experts. Train students, young professionals, and jobseekers on soft skills development, entrepreneurship, and innovation to promote positive community engagement and increase employability. Build a better-informed citizenry by increasing participants critical thinking and media literacy skills. Workshops should train youth on how to identify misinformation and examine the potential interests behind specific media stories. Participants and Audiences: The primary target audience is young Cameroonians, aged 18 30 and the principal method of engagement will be through in-person programming with partner institutions. Virtual engagement may be a part of the overall strategy, augmenting in-person programming, when possible, and acting as the primary method of engagement, when necessary. Preference will be given to proposals that prioritize and maximize the needs of the audience while limiting overhead, equipment, and other expenses that do not directly support program participants. A successful proposal will develop a robust monthly calendar of activities spanning at least 12 months. American Content: Proposals must include an element of American expertise, American resources on the topic at hand, or American cultural or societal experience relevant to the topic. This may be accomplished by incorporating U.S.-origin materials, theories, or other resources, or the involvement of American expert(s), organization(s), or institution(s) or Cameroonian alumni of U.S.-sponsored exchange programs that will promote increased understanding of U.S. values, culture, policy, and/or perspectives. The following types of activities are not eligible for funding: Scholarships for study in the United States or to fund conference attendance or study tours to the United States Activities that are inherently political in nature or that contain the appearance of partisanship Construction activities Programs that support specific religious activities Fund-raising campaigns Cash prizes for participants

The Global Leaders Division in the Office of Citizen Exchanges at the U.S. Department of States Bureau of Educational and Cultural Affairs (ECA) invites proposal submissions to design, administer, and implement the FY 2024 Arctic Indigenous Exchange Program (AIEP). This new initiative will bring together approximately 50 Indigenous leaders, including business development professionals, government officials, and entrepreneurs from Canada, the Kingdom of Denmark (Greenland), and the United States (Alaska), for a multi-phase exchange program to explore areas of regional cooperation across the Arctic. The goal of this program is to strengthen people-to-people relationships, advance cooperation, and foster greater commercial and cultural ties between Arctic Indigenous populations in the United States, Canada, and Greenland across a range of priority areas. U.S. public and private non-profit organizations meeting the provisions described in Internal Revenue Code section 26 USC 501(c)(3) may submit proposals to provide a series of exchange projects ranging in size and scope, focused on critical topics to Arctic Indigenous communities in Greenland, Canada, and the United States (specifically Alaska), including sustainable economic development, climate and the environment, and health and well-being. It is anticipated that this cooperative agreement will support approximately three to six distinct exchange projects for approximately 50 participants, including approximately 35 foreign and 15 U.S. participants.
