This grant provides funding to law enforcement agencies across the U.S. to develop and implement training programs focused on de-escalation and crisis response, enhancing community policing efforts.

The Bureau of Counterterrorism (CT) of the U.S. Department of State is inviting applications to support the Bangladeshi initiative aimed at rehabilitating and reintegrating terrorist offenders. This program, executed by the Dhaka Metropolitan Police’s Counterterrorism and Transnational Crime unit (DMP/CTTC) in collaboration with the non-government organization Centre for Alternatives (CFA), seeks to enhance efforts in rehabilitating terrorist offenders to prevent and counter violent extremism effectively.

With this solicitation, OJJDP seeks to support the activities of the National Center for Missing Exploited Children (NCMEC) Program. Under Category 1, the purpose of the National Resource Center and Clearinghouse, operated by NCMEC, a nonprofit organization founded in 1984, is to help prevent child abduction and sexual exploitation; find missing children; and provide technical assistance/training to victims of child abduction and sexual exploitation, their families, and the professionals who serve them. Under Category 2, OJJDP seeks to provide operational support for the National AMBER Alert Program through its AMBER Alert Secondary Distribution (AASD) Program, Wireless Emergency Alerts (WEA) and Team Adam Deployment. Under Category 3, OJJDP seeks to provide support for the Childrens Justice Project, by providing resources to address the Unidentified Human Remains of Children.

With this solicitation, BJA seeks to fund three training and technical assistance (TTA) providers to support grantees selected through a companion solicitation titled BJA FY 2024 Byrne State Crisis Intervention Program (SCIP) Formula Solicitation. The companion solicitation provides funding to states and subrecipients for the creation and/or implementation of state crisis intervention court proceedings, extreme risk protection order (ERPO) programs, and related gun violence reduction programs/initiatives. These programs can include efforts to leverage the capacity and expand the scope of existing problem-solving courts, such as drug courts, mental health courts, and veterans treatment courts, to assess the risks and needs of persons with gun offenses and provide research-driven approaches to address their underlying needs to prevent further violence. In addition, this TTA program will also support recipients of the Edward Byrne Memorial Justice Assistance Grant (JAG) program, as the Bipartisan Safer Communities Act of 2022 modified the JAG program statute to include a program area for the implementation of state crisis intervention court proceedings and related programs or initiatives including, but not limited to, mental health courts, drug courts, veterans courts, and extreme risk protection order programs, and it added a reporting and evaluation component for grants awarded for crisis intervention programs or initiatives.

The Violence Against Women Act of 2013 first authorized this program as an amendment to the Indian Civil Rights Act of 1968, and it was further amended by the Violence Against Women Act Reauthorization Act of 2022 (VAWA 2022) to include Alaska Tribes (codified as amended at 25 U.S.C. 1304(h)(2)). The OVW Special Tribal Criminal Jurisdiction Grant Program (Tribal Jurisdiction Program) (Assistance Listing # 16.025) supports tribes in their efforts to exercise special Tribal criminal jurisdiction (STCJ) over non-Indians who commit covered crimes within the Tribes jurisdictional boundaries and provides technical assistance for planning and implementing changes in their criminal justice systems necessary to exercise the jurisdiction. Covered crimes are: assault of Tribal justice personnel; child violence; dating violence; domestic violence; obstruction of justice; sexual violence; sex trafficking; stalking; and violation of a protection order. The program supports tribes in preparing to exercise or exercising the jurisdiction to ensure that victims find safety and justice and that non-Indians who commit covered crimes within their communities are held accountable.

The Office of Juvenile Justice and Delinquency Prevention (OJJDP) offers this grant to fund a national membership and accreditation organization supporting Children’s Advocacy Centers (CACs). These centers coordinate responses to child abuse victims by providing training, technical assistance, and promoting national standards. This initiative is in line with the Department of Justice’s efforts to enhance community safety and protect civil rights, focusing on building trust between law enforcement and communities. The program targets to uphold law, ensure national safety, and protect civil rights by fostering environments that support victims of child abuse through multidisciplinary collaborations.

Community Policing Development (CPD) funds are used to develop the capacity of law enforcement to implement community policing strategies by providing guidance on promising practices through the development and testing of innovative strategies; building knowledge about effective practices and outcomes; and supporting new, creative approaches to preventing crime and promoting safe communities. FY24 Addressing Gaps in State and Regional Accreditation CPD program funds will support the establishment of new accreditation entities in states and regions that currently do not have an accreditation program.
