History/Background: Marine Corps Air Station Miramar (MCAS Miramar) has been an active installation since the 1940s, focusing on providing services, material support, and training venues that promote combat readiness. Since, its inception and the establishment of the Sikes Act in 1960, MCAS Miramar has actively been monitoring the effects of military land use on the overall condition of natural resources. In 1994, the Center for Earth Systems Analysis Research, a shared educational and research center located at San Diego State University, established a long term monitoring protocol to provide the mechanism for documenting the effects of military operations and training on vegetation native to MCAS Miramar. This protocol provided a continuous database of which to assist in altering land management actions to ensure long-term availability of natural areas for training and conservation. Brief Description of Anticipated Work: The project is to develop and implement a work plan for the current iteration of this monitoring effort, re-survey 82 permanently established monitoring plots according to MCAS Miramars standardized ecosystem monitoring program that inventories and monitors the condition of training lands and natural resources, identify and describe any ecological trends developing as indicated by the previous and current survey efforts for the monitoring plots, provide detailed site descriptions and information on disturbance and erosion, provide individual summaries of the composition, structure and site characteristics of the 82 plots surveyed in the 2003 LTEM report, provide contrast of summaries of the individual plots that comprise each major vegetation type for the three survey efforts, provide evaluation and discussion of management implications, provide photographic documentation of the plots, and submit draft and final reports along with all associated Geographical Information System (GIS) deliverables and maps for this monitoring effort that integrates all years efforts, results, analyses, evaluates the effectiveness of this effort. The 2025 Sea Scallop Research Set Aside Program is a grant that awards scallop quota to successful applicants for conducting research to enhance knowledge about the scallop fishery resource and contribute to scallop management decisions, with funding generated from the sale of the awarded quota.

The resulting reports directly support projects and maintenance planning, including Endangered Species Act (ESA) Consultations. Data gathered from these surveys can directly guide management decisions on MCAS Miramar and further understanding of how federally threatened and endangered species utilize habitat available on MCAS Miramar.Brief Description of the Anticipated Work:This Cooperative Agreement outlines terms and the cooperative effort of the Department of the Navy (DoN), Navy Facilities Engineering Systems Command, Southwest (NAVFAC SW), on behalf of MCAS Miramar. The Council is charged by law (P.L. 95-313 Section 9 as amended through PL 110-246, [16 U.S.C. 2105](g)(1)(A)) with developing a ten-year action plan; providing annual accomplishments for the action plan and assisting the U.S. Forest Service in establishing categories and recommendations for award to the agencys competitive National Urban and Community Forestry Challenge Cost-Share Grant Program . The current National Urban and Community Forestry Ten-year Action plan (Action Plan) will expire at the end of 2026. To prepare for the next ten-year action plan, the Forest Service is requesting proposals from qualified organizations/entities to coordinate, facilitate and manage a collaborative and comprehensive process for the development of the next ten-year Action Plan. PROPOSAL REQUEST: Coordinate, facilitate, and manage a collaborative and comprehensive process for the development of the next National Urban and Community Forestry Ten Year Action Plan (2027-2037). This includes publishing and rollout assistance. The National Urban and Community Forestry Advisory Councils authorizing legislation requires the Council to prepare a National Urban and Community Forestry Action Plan every ten years. The current Action Plan, 2016-2026, is to be updated by January 30, 2026, for the Council to meet its mandate. The Forest Service is seeking proposals from qualified organizations/entities to conduct a current assessment, and review and identify emerging issues of the nations urban forest resources and the urban and community forestry programs and activities conducted by Federal and State agencies, nonprofit organizations, community and civic organizations and other interested parties across the country. Funds are to support the development of a National Urban and Community Forestry Advisory Councils Ten-Year Action Plan, 2027-2037 as mandated by Congress. The award will be based on the availability of funding, which may be subject to change. The maximum award amount may not to exceed $300,000. This will also include incorporating the Councils comments and recommendations. The Bureau of Land Management (BLM) has collaborated with Qualified Youth and Conservation Corps, as authorized by the Public Lands Corps Act (PLC), to accomplish conservation projects for numerous years. This program’s projects provide employment for participants and opportunities to learn about and gain work experience in public lands and natural resources management while promoting long-term interest in public lands stewardship and the BLM. The BLM Youth Program assists the BLM with diversifying the workforce while exposing participants to complex cultural and natural resource issues. This program supports the Infrastructure Investment and Jobs Act (IIJA) Public Law 117-58, Sec. 40804(b) Ecosystem Restoration and Section 40803 Wildfire Risk Reduction. This program supports projects funded through the Inflation Reduction Act (IRA), Sections 50221 Resilience, 50222 Ecosystems Restoration and 50303 DOI. The BLM Youth Program partners with qualified youth and conservation corps to engage individuals between the ages of 16 and 30 (inclusive) and veterans up to age 35 (inclusive) including tribal members. Recruitment efforts should focus on young, diverse people from local communities to assist with conservation projects that protect and promote multiple-use on public lands.

This funding opportunity provides financial support for projects that improve fish passage and reduce fish mortality related to irrigation diversions in Pacific Ocean drainage areas, targeting a variety of organizations including governments, nonprofits, and tribal entities.

Request for Information (RFI)The United States Agency for International Development in Bangladesh is in the process of gathering information to support the anticipated design of a new activity in the water sector. Through this RFI, USAID is seeking information from outside organizations to inform the design of the new USAID/Bangladesh Feed the Future Water Management Activity.
