The Colorado Department of Local Affairs is offering a grant program for local government planning departments to increase their capacity and expedite the review process for affordable housing projects, with funds potentially used for implementing new technologies, regulatory changes, planning efforts, and other strategies that align with the program's goals.

It is the policy of the State to enhance the development of all eligible infants and toddlers to minimize developmental delays and maximize individual potential for adult independence. It is the need of the State to implement, on a statewide basis, locally based, comprehensive, coordinated, multidisciplinary, interagency, Early Intervention (EI) services for all eligible infants and toddlers. The EI Program is a statewide program for the evaluation and assessment of infants and toddlers ages birth to three, as well as the provision of services for those who have a qualifying disability or diagnosis, a 30 percent delay in development in one or more of the five developmental domains, or who are at risk of developmental delays. Children and families access EI services through one of 25 Child and Family Connections (CFC) offices. This Notification of Funding Opportunity (NOFO) issued by the Illinois Department of Human Services (IDHS), Division of Family and Community Services, Bureau of EI, seeks agencies located within Illinois to serve as the CFC offices for designated geographic areas. (See chart in Appendix I to identify the area served by each CFC office.) CFC offices are the regional intake entities defined in state statute (325 ILCS 20) and rule (89 IL Admin. Code 500) as IDHS’s designated entity responsible for implementation of the EI Program within its designated geographic area. IDHS is required to assure the designation of regional points of entry to accomplish consistent and equitable intake and service coordination throughout the State, with services defined in Section A.2. Separate proposals for each geographical intake region must be submitted for those agencies submitting for more than one geographical intake region.

The Illinois Grocery Initiative New Stores in Food Deserts program, authorized by Public Act 103-0561, is intended to address the challenge of food deserts. Food deserts are census tracts meeting specific criteria related to poverty standards, population density, and limited food accessibility. This program aims to combat food insecurity by offering competitive grants to support the establishment of new grocery stores in these areas by reimbursing successful applicants for eligible capital and non-capital costs.

The Idaho Department of Environmental Quality (DEQ) is offering 2025 Source Water Protection Grants to fund projects aimed at safeguarding public drinking water sources. These grants are designed to support activities that reduce the risk of contamination to drinking water, ensuring the long-term quality and safety of Idaho's water supply. The program aligns with the federal Safe Drinking Water Act, specifically Section 1452, which provides funding for source water assessment and protection efforts. By focusing on preventative measures and community-wide protection, the DEQ seeks to uphold its mission of protecting human health and the quality of the environment. The primary beneficiaries of these grants are public water systems, local government units, special districts, associations, nonprofit organizations, educational institutions, and tribes within Idaho. The impact goal is to improve the protection of one or more public water supply sources by reducing the threat of contaminants. Projects are expected to provide long-term benefits to source water quality, ultimately ensuring safe and reliable drinking water for communities across the state. The program prioritizes efforts that go beyond normal operational standards and existing infrastructure deficiencies, focusing on proactive and sustainable solutions. The program's priorities and focus areas are diverse, encompassing various strategies to protect source water. These include contaminant source identification through research, contaminant pathway removal such as the closure of abandoned wells, contaminant removal through hazardous waste collection and pollution prevention, and contaminant management via the implementation of best management practices and structures to divert contaminated runoff. Additionally, the grants support the restoration and conservation of ecological functions within source water protection areas, as well as education and information sharing campaigns to raise awareness. Security measures to protect physical extraction structures like wells, springs, and intake structures are also eligible, including fencing, gates, alarms, signs, cameras, locks, and lights directly related to source water area protection. Expected outcomes include a measurable reduction in the risk of drinking water contamination, improved source water quality, and enhanced long-term protection for public water supplies. The grants anticipate fostering a proactive approach to water resource management, leading to more resilient and secure drinking water systems. With up to $750,000 available for project funding in SFY2025, and a maximum request of $24,000 per project proposal, the program aims to support numerous initiatives that collectively contribute to a safer and more sustainable water future for Idaho. The emphasis on community public water supply systems and aquifer/watershed-wide protection efforts reflects a comprehensive strategic approach to water resource stewardship.

Alabama Arts Project Grants support a wide range of arts activities and events, aiming to deliver positive arts experiences to the public. These include festivals, performances, exhibitions, and workshops among others, with the goal of fostering community engagement and appreciation for the arts. Applications are accepted from April 1 through June 4, 2024, for activities between October 1, 2024, and September 30, 2025, and from July 1 through September 3, 2024, for activities between January 1 and September 30, 2025.

The Pennsylvania Department of Agriculture offers Simplified Equipment-Only Grants under the Resilient Food Systems Infrastructure Program, aimed at strengthening food system infrastructure. These grants provide financial support solely for equipment purchases necessary for food production and processing. Each grant ranges from $10,000 to $100,000 and does not require cost-sharing or matching. Recipients must substantiate equipment costs through documentation such as contracts or quotes. The program emphasizes enhancing the capabilities of small and mid-size producers and benefits diverse groups including underserved and veteran farmers. Projects must be completed between July 1, 2024, and June 30, 2026.

The Emergency Solutions Grants (ESG) Program is designed to assist persons experiencing homelessness or at risk of becoming homeless across the state. Managed by the State Housing Trust Fund for the Homeless Commission and Federal HUD, the ESG Program offers sub-awards to local government entities and non-profit organizations to deliver street outreach, emergency shelter, rapid re-housing, homelessness prevention, and related services at the local level. The program aims to operate within a continuum of assistance to help individuals and families move towards housing sustainability. It supports targeted populations, including single women, men, youth, veterans, families, and those experiencing domestic violence. Grant renewed every year.

This funding opportunity provides $5 million to Minnesota's tribal nations and local governments for projects that improve community resilience against climate change impacts, such as extreme heat and wildfires.

This grant provides financial support to New Jersey counties and municipalities for projects that improve urban and community forestry, such as tree planting and forest management, to promote sustainable environmental practices.

Since 1986, the state’s Housing Trust Fund has invested over $2 billion in capital funding and helped build or preserve more than 58,600 affordable housing units statewide. The Washington Legislature makes biennial appropriations in the capital budget and directs the Department on how to invest the funds. The Housing Trust Fund provides capital financing through loans or grants to affordable housing projects through annual competitive application cycles.For over 25 years the Policy Advisory Team (PAT) has provided recommendations and advice on affordable housing policy for Commerce and the Affordable Housing Advisory Board (AHAB). RCW 43.185A.020 requires Commerce to develop and administer its affordable housing program with advice and input from AHAB. Commerce has made it a priority to make our community feedback more representative of communities most impacted by the housing crisis and discrimination in housing. Incorporating the voices of community members, and particularly centering voices of communities that experience marginalization and discrimination in access to housing, was a priority throughout a consultant-led process, which involved multiple public meetings across 2023. As a result of this process, Commerce recognizes the need to improve engagement holistically, and is presenting a proposal that replaces the current PAT. This proposal focuses on the following strategies to increase transparency of decision making by incorporating input from diverse stakeholders with reasonable timelines, presentations and multiple feedback channels.

This program provides financial support and resources to local arts agencies in California, helping them promote artistic access, equity, and cultural preservation within their communities.

The Regional Site Readiness Program’s Capital Ready Grant Program, funded by the Illinois Department of Commerce and Economic Opportunity, offers between $250,000 to $3,000,000 to local governments, economic development organizations, nonprofits, for-profit organizations, and private landowners for infrastructure and capital improvements to prepare sites for future industrial and manufacturing development across all counties in Illinois.

Under the broader Program Enhancement Projects for Adult Education, Section 225 targets corrections education and education for other institutionalized individuals in Connecticut. This initiative seeks to provide educational services to those likely to leave correctional institutions within five years, aiming to enhance their literacy, employment, and reintegration prospects. It emphasizes the importance of basic skills and literacy for effective societal participation. Funded through the Workforce Innovation and Opportunity Act (WIOA), the project promotes collaboration to meet the educational needs of this specific population, with a commitment to multi-year funding that spans from fiscal year 2025 to 2028. Grant renewed every year. It will be a 4-year program ( last application probably around May 2027)

This grant supports the well-being of California’s cultural vitality by helping sustain a robust and diverse arts workforce and infrastructure. Funds may be used to support any eligible expenses associated with the general operations of an arts or cultural organization, including but not limited to rent, utilities, and staff salaries. Applying for this grant does not restrict an organization from applying for other CAC project-based grants. General Operating grants areintended to support the applicant organization in carrying out its mission. Funding is not intended to support a specific project.

This program provides financial support to nonprofit arts and culture organizations, local arts districts, and individual professionals in Pennsylvania to help them recover and stabilize after the impacts of the COVID-19 pandemic.

The Underserved Farmer to Farmer grant program, managed by the Iowa Department of Natural Resources (DNR) with funding from the Environmental Protection Agency’s Gulf of Mexico division, is a $3 million, 5-year initiative. This program aligns with the mission of addressing critical environmental challenges by empowering historically underserved farming communities. The DNR's strategic priority is to enhance the capacity of these communities to combat nutrient pollution and frequent flooding, thereby fostering environmental resilience and sustainable agricultural practices. The primary target beneficiaries of this grant are "underserved farmers" as defined by the United States Department of Agriculture. This includes beginning farmers, socially disadvantaged farmers, veteran farmers, and those with limited resources. Other classifications may also be supported through negotiation. The program aims to increase the ability of these farmers to implement practices that mitigate nutrient pollution and reduce the impact of frequent flooding, leading to improved water quality and land management. The grant prioritizes projects that directly address nutrient pollution and flooding. The expected outcomes include a reduction in nutrient runoff into waterways and enhanced flood resilience within historically underserved farm communities. Measurable results would involve tracking the number of projects funded, the types of conservation practices implemented, and the environmental improvements achieved in the targeted areas. The theory of change suggests that by providing financial resources and support to underserved farmers, the program will lead to widespread adoption of environmentally beneficial farming practices. Projects funded through this grant can receive up to $250,000, with $700,000 currently remaining for subawards. Eligibility for subawards extends to a broad range of entities, including conservation districts, institutions of higher learning, local or state government entities (such as Watershed Management Authorities), NGOs and nonprofits, Tribal nations, beginning farmer groups, and U.S. military veteran farmer groups. This inclusive approach ensures that various stakeholders can contribute to the program's overarching goals and amplify its impact across Iowa's agricultural landscape.

California voters passed the Control, Regulate and Tax Adult Use of Marijuana Act (Proposition 64) on November 8, 2016, which legalized the recreational sale and use of cannabis to people over the age of 21 and levied new excise taxes on the cultivation and retail sale of all state-regulated cannabis. Proposition 64 created the Youth Education, Prevention, Early Intervention and Treatment Account (YEPEITA) into which the State Controller deposits 60 percent (60%) of the tax revenues from marijuana sales for youth programs designed to educate about and prevent substance use disorders and to prevent harm from substance use. Programs shall emphasize accurate education, effective prevention, early intervention, school retention, and timely treatment services for youth, their families, and caregivers. Funds appropriated to the California Natural Resources Agency (the State) are for competitive grants to support youth access to natural or cultural resources with a focus on low-income and disadvantaged communities.  This includes, but is not limited to, community education and recreational amenities to support youth substance use prevention and early intervention. The Youth Community Access Grant Program is a competitive program and will award to communities disproportionately affected by past federal and state drug policies, also known as the War on Drugs, as well as other underserved communities. The War on Drugs disproportionately impacted communities of color, particularly low-income communities. Harsh federal and state drug policies enacted during the War on Drugs led to mass incarceration of people of color, decreased access to social services, loss of educational attainment due to diminished federal financial aid eligibility, prohibitions on the use of public assistance, and the separation of families. The Youth Community Access Grant Program aims to be a resource to address and repair the multi-generational community impacts of the War on Drugs.
