The Legislature created the Transportation Improvement Board to foster state investment in quality local transportation projects. The TIB distributes grant funding, which comes from the revenue generated by three cents of the statewide gas tax, to cities and counties for funding transportation projects. TIB's grant programs are catagorized by the type of customer agency each program is intended to serve. TIB typically issues a call for projects each June for the next year's funding program. The TIB application process follows these steps: Decide which TIB Funding programs your agency is eligible for. Download the appropriate funding application and complete a separate application for each project you want to be considered for funding. Funding applications are made available in June. Submit/postmark your application by the application due date - typically near the end of August. TIB engineering staff will begin reviewing and scoring all applications in September. TIB uses a priority array process for each funding program to identify projects that best meet the intent of the program. Criteria are developed by the Board in cooperation with local agencies. TIB staff present a list of recommended projects to the board at the November meeting. If your project is selected, you will be contacted by TIB engineering staff about what steps to take next.

The State of Illinois administers the Supplemental Nutrition Assistance Program (SNAP) which helps low-income individuals obtain proper access to food and nutrition. States must also provide employment and training services (E&T) to SNAP program participants. The SNAP JP/SNAP to Success is a program to help customers acquire education and employment related skills and to assist in finding and maintaining employment and is a federally funded SNAP E&T program. The program also helps customers with work-related expenses and continued case management for 90 days after obtaining a job, through their participation in SNAP E&T. Participation in SNAP E&T enables participants to gain education, work skills and work experience, to meet the federal work requirement, and to improve self-sufficiency. The purpose of SNAP E&T is to help individuals receiving SNAP benefits obtain employment through participation in supervised job search, skills training, education and work-based learning activities that lead to greater independence and self-sufficiency. The program is open to any SNAP recipient who volunteers to participate in SNAP E&T to improve their skills or advance in their career. The program delivers services through grants and a third-party reimbursement model, which consists of contractual partnerships between the State of Illinois Department of Human Services (DHS) and community-based organizations (CBOs). Individuals will participate in specific components based upon their individual assessments, identifying strengths and areas for development. All individuals who participate in the SNAP JP/SNAP to Success program must participate in an approved, appropriate component based on their individual assessment and receive case management. Introduction EEM projects must contribute to mitigation of the environmental effects of transportation facilities. The California Natural Resources Agency (Agency) prescribes procedures and criteria to evaluate grant project proposals and submits a list of projects recommended for funding to the California Transportation Commission (CTC). The CTC awards grants to projects from Agency’s list. Related Transportation Facility EEM projects must mitigate, either directly or indirectly, the environmental impacts of a) the modification of an existing Transportation Facility or b) the construction of a new Transportation Facility (hereafter Related Transportation Facility or RTF). The EEM project can be the required mitigation for the RTF or enhancement to mitigation required for the RTF. Statewide Project Goals Agency grant programs assist state and local entities to develop more sustainable communities, increase adaptability to climate change using nature-based strategies, and protect biodiversity in compliance with Executive Order N-82-20, the Pathways to 30 x 30 California, and the Natural and Working Lands Climate Smart Strategy. Projects that demonstrate the following multiple benefits will be more competitive: • Improved air and/or water quality. • Reduced consumption of natural resources and energy. • Increased reliability of local water supplies. • Increased adaptability to climate change. • Increased protection and restoration of biodiversity Eligible Projects Examples The list below isn't comprehensive, but provides examples of project elements that meet statutory conditions. Urban Forestry: • Planting of trees and plants along urban streets and medians. • Greening existing public lands and structures, including school campuses and urban parks. • Greening vacant lots and abandoned sites. • Restoration of urban creeks. Resource Lands: • Removal of invasive and restoration of natural plant species. • Enhancement or restoration of natural areas such as inland wetlands, forests, oak woodlands, mountain meadows, creeks, and streams with riparian or riverine fish or wildlife habitat, wildlife corridors and fish passages, coastal estuaries, grazing land and grasslands. • Acquisitions in fee title or through conservation easements to safeguard regional water supplies, protect riparian and wildlife habitats, conserve agricultural lands for secure wildlife migration corridors, and provide public access for compatible wildlife/nature-oriented recreation by the wider community. • Acquisitions to preserve in perpetuity Resource Lands for agricultural uses, open space, wetlands, biodiversity, etc. Mitigation Projects Beyond the Scope of the Lead Agency: Project examples listed under Urban Forestry and Resource Lands categories may be eligible for the Mitigation Projects Beyond the Scope of the Lead Agency category, if the mitigation or enhancement measures for the RTF were infeasible or beyond the jurisdiction and/or authority of the Lead Agency for the RTF. "TANF Job Placement with Retention Providers primarily target current TANF clients. While clients are searching for unsubsidized employment, the Provider is responsible for assuring that they are engaged in work and training activities and hours that are consistent with Federal guidelines. Additionally, the Provider is responsible for developing, constructing and administering programs in a manner that will result in a client compliance level of at least 75%. When determining whether or not a Provider has met the 75% compliance standards, consideration will be given to two factors: 1) clients who meet compliance according to Attendance and Activity Reports submitted by the Provider; and 2) by documentation of immediate and appropriate action initiated by the Provider for clients who fail to comply with assigned activities and hours. Providers earn administrative payments for unsubsidized placements. In order for a placement to qualify the Provider for administrative payment, the client must earn at least minimum wage, work at least 30 hours per week, or less than 30 hours per week with wages of $10.00 per hour or more, resulting in the cancellation of the TANF case due to income, and meet the retention period of 30, 60, 90, 120 days. (See Attachment Cover Sheet Addendum for specific qualifications). TANF Job Placement with Retention programs are operated by the Department for persons receiving TANF. Customers participate in a variety of activities that are countable in the federal participation rate while searching for unsubsidized employment. Activities are highly structured, monitored and documented for meeting accountability requirements. Those activities include: • Work Experience • Community Service • Unsubsidized Employment • Subsidized Employment • Vocational Education Training • Job Search and Job Readiness Activities • Job Skills Training and • Education Directly Related to Employment. The client will continue to participate in these activities until unsubsidized employment is obtained, or until it is determined that participation is no longer an appropriate activity for the client. The Provider is expected to serve and engage customers in countable TANF activities each month during the contract period.
