State Employment Labor and Training Grants

Grants for Workforce Development Innovation Initiatives in the District of Columbia are available to support innovative solutions for residents to enter and sustain employment, ultimately contributing to the District's economy. The grant program encompasses various areas such as youth programs, initiatives for returning citizens and adults with barriers to employment, labor market research, workforce and federal programs, labor standards, unemployment insurance outreach, paid family leave support, and infrastructure job assistance. Service categories include work readiness, job readiness, occupational skills development, job placement assistance, research, and education/outreach efforts.

The Louisiana Established Program to Stimulate Competitive Research (EPSCoR) is a grant opportunity supported by the National Science Foundation and the Louisiana Board of Regents. The program aims to enhance Louisiana's research and development competitiveness, build partnerships among universities, national laboratories, research centers, and the private sector, and recruit students into science and engineering fields. Eligible applicants include tenured and tenure-track S&E faculty members in any Louisiana public institution of higher education or in any Louisiana higher education institution that is a member of the Louisiana Association of Independent Colleges and Universities (LAICU). Post-doctoral researchers and graduate students can participate but must be sponsored by a faculty member who will serve as the Principal Investigator (PI). Undergraduate students are also eligible but must be accompanied by a faculty member who will serve as the PI. The program provides $750 per week for subsistence expenses while visiting an industrial facility, research center, or national laboratory, with a maximum total of $6,000. Transportation cost reimbursements up to $1,000 are also provided. Proposals can be submitted from April 12, 2023, until June 30, 2024. This funding opportunity provides financial support to K-12 educators in Wyoming for professional development activities that enhance STEM education in their classrooms or educational settings.

The One North Carolina Small Business Program offers two grant opportunities for small businesses in the state. The Incentive Funds initiative provides reimbursement to qualified businesses for a portion of the costs incurred in preparing and submitting Phase I SBIR or STTR proposals to federal agencies. A pool of $400,000 is available for these preparation grants in the 2023-24 fiscal year. The Matching Funds portion of the program awards matching funds to businesses who have already received a federal Phase I SBIR or STTR award. In the current fiscal year, a pool of more than $2.4 million is available to support this class of grants. The purpose of the grant is to provide academic instruction and education services below the postsecondary level. Services include Adult Basic Education, Adult Secondary Education, English as a Second Language and Corrections Education. Adult Education, as part of the Workforce Innovations and Opportunity Act (WIOA), provides services to adults to build the knowledge and skills necessary for high school equivalency (HiSET), employment, post-secondary opportunities, and economic self-sustainability.

CAL FIRE's Wood Products and Bioenergy team seeks to maintain and enhance the wood products infrastructure of California to promote healthy resilient forests throughout the state by supporting a diverse set of business development and workforce development projects.  ; Eligible business development projects include facilities, operations, and professional services that support the restoration of healthy, resilient forests.   Eligible workforce development projects include universities, colleges, government and community organizations, and businesses that aim to increase workforce capacity in the fields of logging, fuels treatment, transportation, manufacturing, or other support services that bolster the development of a resilient forest sector workforce.   Research and development projects related to both business and workforce development will also be considered. Program Priorities  Programs with the largest projected increases in processing or collection capacity volume and/or access and participation. Programs with sustainable funding mechanisms in place. Programs that currently provide or propose robust, continuing education programs. Applicants with demonstrated ability to collaborate and partner with other groups and organizations. Projects that leverage concurrent project funding from other sources, such as the U.S. Environmental Protection Agency (EPA), The Recycling Partnership, Carton Council, Closed Loop Fund, Michigan Soft Drink Association, American Beverage Association, or local foundations or businesses. Projects that support Governor Whitmer’s climate change priorities through measurable reductions in greenhouse gas emissions. Projects that will benefit an environmental justice community or underserved and vulnerable populations within a community. Funding Information The maximum amount of funding that can be requested for an EGLE Recycling Infrastructure Grant is $1 million. The minimum grant funds an applicant may request is $5,000. Eligibility Criteria  For purposes of this RFP, the following types of entities are eligible to apply: non-profit organizations, tribal governments, school districts, universities/colleges, local health departments, regional planning agencies, cities, villages, townships, charter townships, counties, municipal solid waste authorities, and resource recovery authorities located in Michigan. Eligible Recycling Infrastructure Grants include but are not limited to: The transition from recycling bins to carts, public space recycling containers, creation, or enhancement of public drop-off recycling, new or improved recycling processing infrastructure, school recycling projects, collection vehicles, and multifamily recycling projects. Ineligible projects include organics/food waste projects, household hazardous waste projects, electronic waste recycling projects, scrap tire recycling projects, and one-day collection events.
