Alaska Employment Labor and Training Grants

This grant provides funding for schools in Alaska to host artist residencies that enhance arts education and professional development for teachers while fostering community engagement.

The purpose of this program is to increase representation of American Indian and Alaska Native (AI/AN) people in science, technology, engineering, and mathematic (STEM) fields by increasing visibility and awareness of lesser-known STEM applied public health occupational and student opportunities as well as the benefits of these opportunities. Sanitation and engineering fields are often overlooked as applied public health STEM fields even though their work is the foundation of public health through providing and maintaining sanitary facilities and environments for homes and health care facilities. For example, the primary STEM occupational opportunities within the OEHE include civil and environmental (sanitation) engineering, general (health facility) engineering, and environmental health (sanitarian) professions (herein after collectively referred to as sanitation and engineering).The American Indian Science and Engineering Society (AISES) is identified as a single (sole) source for this cooperative agreement. The AISES is a 501(c)(3) nonprofit public charity and leader in STEM opportunity in Indian Country with both a membership base and Board of Directors that is 100 percent American Indian. Its current membership is over 7,000 individual student and professional members, 248 pre-college chapters, 199 college chapters, 20 professional chapters, and 3 Tribal chapters.

Alaska State Council on the Arts, with support from Rasmuson Foundation, offers Access Grants of up to $1,000 to support short-term arts and cultural activities for grades K-12 at a school site during the school day. These grants aim to bring high-quality arts experiences to students and are part of the Cultural Collaborations program. Cultural Collaborations Grants The Cultural Collaborations and Arts Educator Fellowship Programs are made possible through support from the Rasmuson Foundation, administered by the Alaska State Council on the Arts. A school may apply for and receive an Arts Excursion grant, and a Project or Access Grant per school year. A school may also receive support for an Artists in Schools residency in the same school year, either as an individual school or through a district grant. The Arts Educator Fellowship program provides grants to certified, permanently-assigned, full and part-time K-12 teachers to immerse themselves in their own creative work, interact with professional artists, and stay current with new artistic practice. The Arts Educator Fellowship is meant to create opportunities for Alaska teachers to fill their own artistic wells. Eligible applicants may apply for up to $3,000 in support of Arts Educator Fellowship (AEF) activities, based on actual expenses.

Long‐Term Affordability: Units created using JAHF funds that include affordability covenants or that are permanently affordable are preferred. Downtown Housing Development: Units developed within the boundaries established by the Downtown Juneau Residential Tax Abatement Map, Ordinance 2021-01(c)(am) . Funding Information Funds will typically be made available in the following forms: Grants for non-profit organizations and public housing authorities targeting households in the affordable housing range (0% to 80% AMI), and; Low-interest loans for private developers building affordable or middle-income housing; Long-term rental units, with restrictions on short-term rentals; and Qualifying projects are eligible for grants and loans up to $50,000 per housing unit created and for other eligible uses on a similar per-unit basis. For profit-developer projects utilizing JAHF funds for middle-income housing must reserve at least 20% of units for tenants with gross incomes at 80% or less AMI for at least ten years or the life of the loan. Applications for religious indoctrination or other religious activities, endowment building, deficit financing, fundraising, lobbying, electioneering, or activities of political nature will not be considered, nor will proposals for ads, sponsorships, or special events (e.g., fundraisers), and any proposals which discriminate as to race, gender, marital status, sexual orientation, age, disability, creed, or ethnicity. Exceptions In selected cases, projects undertaken by organizations that normally fall outside the above guidelines may be able to receive funding. Examples include faith-based organizations whose proposal impacts the broader community, and units of government whose proposal extends beyond the traditional governmental functions that impact the broader community. Fiscal Sponsorship Ineligible organizations may be able to receive funding for projects if they seek support from a qualified organization who is willing to provide fiscal sponsorship. Fiscal sponsors must agree to take legal and fiscal responsibility for accepting grant funds from GHCF on behalf of the ineligible organization. Evaluation Criteria The GHCF Grants Committee is composed of volunteer Advisory Board and other community members. The committee strives to facilitate a competitive process that is fair and transparent, and all eligible applications are reviewed and evaluated using a scoring matrix by each committee member. Preference will be given to applications which have the potential to impact a broad range of Fairbanks North Star Borough area residents. Applications should detail measurable and achievable outcomes, and demonstrate other sources of support, collaboration, and/or cooperation. Evaluation criteria include but are not limited to the overall merit of the project, the ability of the organization to successfully complete the project, the clarity and measurability of the project’s goal, the feasibility of the time frame given for completion of the project, and the number of people served. National Fish and Wildlife Foundation (NFWF) and the National Oceanic and Atmospheric Administration (NOAA) established the Hurricane Response Marine Debris Removal Fund to support projects to assess, remove, and dispose of marine debris in and around coastal communities impacted hurricanes and other episodic storm events. Donor Name: National Fish and Wildlife Foundation (NFWF) State: Alaska, Florida, Georgia, South Carolina County: All Counties Type of Grant: Grant Deadline: 07/26/2024 Size of the Grant: More than $1 million Grant Duration: 4 Years Details: The Hurricane Response Marine Debris Removal Fund will award up to $6 million in grants to remove damaging marine debris from coastal areas of communities impacted by hurricanes or other natural disasters to reduce impacts to communities, industry and prevent further harm to habitats and fish and wildlife populations. Funding has been made available by the FY 2023 Consolidated Appropriations Act, P.L. 117-328. Program Priroites  This program will prioritize projects that provide dual benefits – both benefit for human communities and benefits for fish and wildlife. The program will use assessment and prioritization efforts conducted by local, state, and federal response agencies or their designees to prioritize projects that will address marine debris in areas of greatest impact and most critical to prevent communities and ecosystems from further harm. The majority of funds are anticipated to support direct removal and proper disposal efforts although limited funding may also be available for assessment and capacity building for future response. All proposals must clearly describe how projects will support achieving the overall goals of the Hurricane Response Marine Debris Removal Fund, including: Relative benefit to coastal communities from reducing the impact of marine debris to properties and community infrastructure, assets of economic and cultural importance, and navigational safety; and Anticipated enhancement of the ecological integrity and functionality of ecosystems and/or prevention of further harm to fish and wildlife and their habitats. Due to the relief nature of these funds, the Hurricane Response Marine Debris Removal Fund will primarily fund projects that are ready for direct clean-up efforts to remove and dispose of marine debris that resulted from the storms to provide the most accelerated and comprehensive outcomes for impacted coastal resources and communities.  Eligible projects will include marine debris assessment and/or removal activities within the coastal uplands, shorelines and coastal waterways of the affected areas, with the goal of preventing further harm to economic, cultural and ecological resources of importance to impacted coastal resources and communities. Projects will be prioritized based on the targeted debris’ existing or potential impact to coastal resources and communities and to prevent further harm to sensitive habitats and species. Priority will be given to projects that have already completed a marine debris assessment to prioritize debris from the storm(s) and where hazardous materials have already been addressed. Projects that have secured all necessary permits and have mapped out all disposal and recycling logistics will also receive higher priority for funding. Assessment work may be included to locate submerged debris and help prioritize removal efforts. Community Impact and Engagement: Projects that incorporate outreach to communities, foster community engagement, and pursue collaborative management leading to measurable conservation benefits are encouraged. When possible, projects should be developed through community input and co-design processes ensuring traditional knowledge elevation. Additionally, projects should engage community-level partners (e.g., municipalities, NGOs, community organizations, community leaders) to help design, implement, and maintain projects to secure maximum benefits for communities, maintenance, and sustainability post-grant award. Grant Period Grants under this program cannot start prior to September 1, 2024, and should end no later than December 30, 2028. Geographic Focus Eligible projects will reduce marine debris from coastal habitats and nearshore waters of coastal counties in Alaska, Florida, Georgia, Puerto Rico, and South Carolina impacted by the 2022 hurricanes Fiona, Ian and Nicole and Typhoon Merbok. Eligibility Criteria  Eligible and Ineligible Entities: Eligible applicants include non-profit 501(c) organizations, state and territorial government agencies, local governments, municipal governments, commercial (for-profit) organizations, Tribal Governments and Organizations, or educational institutions. Tribal governments include all Native American tribal governments (both federally recognized tribes and those tribes that are not federally recognized).
