California Housing Grants

The California Public Utilities Commission will give preference to programs and projects in communities with demonstrated low broadband access, including low-income communities, senior citizen communities, and communities facing socioeconomic barriers to broadband adoption. Eligible Projects: Digital Literacy Projects- Digital inclusion projects may include digital literacy training programs and public education to communities with limited broadband adoption, including low-income communities, senior citizen communities, and communities facing socioeconomic barriers to broadband adoption. Broadband Access Projects- may include those that provide free broadband access in community training rooms or other public spaces, such as local government centers, senior citizen centers, schools, public libraries, nonprofit organizations, and community-based organizations. It can also include funding community outreach, such as analysis, comparison of Internet plans with the community, and call centers that will increase broadband access and adoption.

The CASF Broadband Public Housing Account provides grants and loans to build broadband networks offering free broadband service for residents of low-income communities including, but not limited to, publicly supported housing developments, farmworker housing, and other housing developments or mobile home parks with low-income residents that do not have access to any broadband service provider that offers free broadband service that meets or exceeds state standards for the residents of the low-income community. The allocated funding for the Broadband Public Housing Account is $15 million for fiscal year 2022-2023.  The Broadband Public Housing Account will finance up to 100 percent of the costs to install inside wiring and broadband network equipment.

The Conservancy may fund activities within or benefitting the Delta and Suisun Marsh as defined in Public Resources Code section 85058 (a map can be found at this link: https://www.deltacouncil.ca.gov/pdf/delta-plan/figure-1-1-delta-boundaries.pdf). The Conservancy may fund an action outside the Delta and Suisun Marsh if the Board makes all the findings described in the Sacramento-San Joaquin Delta Reform Act of 2009 (CWC, div. 35, §§ 85000 – 85350). The Conservancy will fund planning projects, which include pilot projects. Allowable activities for planning projects include, but are not limited to, project scoping (partnership development, outreach to impacted parties, stakeholder coordination, negotiation of site access or land tenure); planning and design (engineering design, identifying appropriate best management practices); and environmental compliance (permitting, California Environmental Quality Act (CEQA) activities, Delta Plan consistency). The Conservancy will fund implementation projects, which include acquisition projects. Implementation projects are specific, on-the-ground projects that result in the construction, improvement, or acquisition of a capital asset that will be maintained for a minimum of 15 years. Implementation projects are "shovel-ready" projects. Applicants must submit a concept proposal, as found on the Conservancy’s website, before submitting a full proposal. Partnerships are encouraged but not required. There are no limitations on number of submissions by organizations. Applications are received via email for concept proposals and by uploading files to a designated site for full proposals. Awards are announced at a Board Meeting and applicants are informed with a letter.

This funding furthers the purposes of the Conservancy’s mission, enabling legislation Public Resources Code, Division 22.9, Sections 32630 et al. (“the San Diego River Conservancy Act”), the Conservancy’s Strategic Plan Update 2018-2023, and other state approved priorities and plans.

The non-Entitlement competitive grant program component prioritizes assistance to persons experiencing or At risk of homelessness and investments that increase the supply of housing to households with incomes of 60 percent or less of area median income. A. Eligible Applicants. An Applicant must be a Non-Entitlement Local Government. A Non-Entitlement Local Government means a Local Government in an area which is not a metropolitan city or part of an urban county, a Local Government that, as of September 1, 2017, was an incorporated city with a population of less than 50,000 or a county with an unincorporated area population of less than 200,000 persons, which had not entered into a three-year Urban County Cooperation Agreement, or a Local Government that was not otherwise entitled to receive CDBG funds directly from HUD. See Appendix A for a list of eligible Applicants for Non-Entitlement Local Government for fiscal year 2019-20. For applications that include the development of a Rental Housing project, the Sponsor must be a co-Applicant with the Non-Entitlement Local Government, pursuant to Guidelines Section 400. Sponsor includes the general partner(s); if there are two general partners, both must submit all the required co-Applicant documents. B. Eligible Activities. Pursuant to Guidelines Section 401, eligible activities under this PLHA competitive NOFA are limited to the following and must take place within the jurisdiction of the Applicant Local Government: 1. Development of new multifamily rental housing that is Affordable to households at or below 60 percent of AMI or substantial rehabilitation of multifamily rental housing that will be Affordable to households at or below 60 percent of AMI, but which is not currently restricted as Affordable housing. In order to be eligible as “substantial rehabilitation”, a project must complete a minimum of $40,000 per unit in hard construction costs; or 2. Assistance to persons who are experiencing or At risk of homelessness, including, but not limited to, through rapid rehousing, or rental assistance, supportive services and case management services that allow people to obtain and retain housing, operating and capital costs for navigation centers, or new construction, rehabilitation, or preservation of permanent or transitional rental housing C. Funding Limits The maximum application amount, including administrative costs, for the development of new multifamily rental housing or substantial rehabilitation of a multifamily rental housing project, or development of a navigation center is $3 million. The minimum application amount shall be $500,000.  

The Employment Development Department (EDD) Workforce Services Branch (WSB), announces the availability of $2.7 million of Wagner-Peyser 10  percent Governor's Discretionary funds through this Solicitation for Proposals (SFP) for the DHH grant opportunity for PY 24-25. This program provides deaf and hard of hearing individuals with enhanced services and training in select America’s Job Center of CaliforniaSM (AJCC) locations throughout California. The program will ensure effective communication and increased service opportunities for deaf and hard of hearing individuals by providing specialized counseling, interpretive services, job placement, follow-up services and advocacy, and specialized training to assist them in becoming job ready. Eligible applicants for DHH PY 24-25 SFP include public agencies or private non-profit organizations. Individuals are not eligible apply. Proposals must be received by 3 p.m. PT on May 22, 2024. Assembly Bill (AB) 716 established the California Cultural and Historical Endowment (CCHE) in 2002. Funds for the CCHE came from Proposition 40, the California Clean Water, Clean Air, Safe Neighborhood Parks, and Coastal Protection Act of 2002. $122 million in grants were distributed competitively for the acquisition, restoration, preservation, and interpretation of historical and cultural resources. In 2013, AB 482 (Atkins) authorized the creation of a specified competitive grant program administered by CCHE to support small capital projects in museums. On September 23, 2018, Senate Bill (SB) 1493 was approved and expanded the museum grant program’s project focus to include exhibits, educational programs, outreach programs, public programs, curriculum, marketing, and collections care in museums. The Budget Act of 2020 (SB 74) states that the California Natural Resources Agency shall prioritize the funds for museums severely affected by COVID-19 and that serve historically underserved communities and/or students subject to Title 1 of the Federal Elementary and Secondary Education Act. The Budget Act of 2021(AB 128) appropriated $50 million for museum grants and directed the California Natural Resources Agency to continue prioritizing the funding for museums severely affected by COVID-19 and that serve historically underserved communities or students subject to Title 1 of the Federal Elementary and SecondaryEducation Act. On September 13, 2022, SB 963 amended the Museum Grant Program’s 20-year-old statutes to reflect the state’s evolving priorities.

The Employment Development Department (EDD) announces the availability of up to  $100,000. Wagner-Peyser 10 percent Governor's Discretionary funds for Campesino de California Outreach Grant-Radio Media (CCOG-RM) Program Year 2024-25 (PY 24-25) available through this Solicitation for Proposals (SFP). The EDD anticipates funding one organization for the CCOG-RM PY 24-25 grant opportunity.  The purpose of the program is to create and broadcast 24 semi-monthly, 30-minute hosted radio talk show programs in Spanish and recorded in video format media. Additionally, the awardee must create complementing media posts to publish on its website and use social media outlets to publicize the radio talk show videos and communicate additional information as necessary. Eligible applicants for the CCOG-RM PY 24-25 SFP include public and private non-profit organizations, education institutions, community-based organizations (CBOs) and faith-based organizations. Individuals are not eligible apply. Proposals must be received by 3 p.m. PT on Tuesday, May 22, 2024. This grant provides financial support to organizations that participate in California Public Utilities Commission activities, helping to remove barriers to their involvement in policy decision-making processes.

The purpose of the Program is to fund CASA Programs in California to provide more children in foster care with a CASA volunteer who will advocate for the services and support needed by children who have experienced abuse and neglect.

Grants will be awarded for specific eligible activities, such as speaking on a panel, participating in a working group, or participation in other decision-making processes. The PP Grant Account cap per organization of $15,000 will ensure a proportional distribution of funds over time and across various organizations. Submissions for grant awards will be accepted on a rolling basis throughout the grant period and payment for these discrete engagements will be prompt.

The project sites eligible for the grant must be located on 'farm and ranch' property, encompassing both private and public land, where the owner is not held responsible for the illegal disposal. The definition of 'farm and ranch' property can be found in the Eligible Geographies section below. Grantees are given approximately two years to complete the project(s). The sites should be fully remediated (cleaned up) using grant funds, or a combination of grant funds and in-kind contributions in terms of funds or services. The funding covers various costs, including Administrative, Recycling/Disposal (tires), Equipment, Material, and Personnel expenses. If necessary, measures for abatement and prevention, such as site security and public education/outreach efforts, should also be addressed. The program encourages innovative approaches. For further information and requirements, please refer to the Notice of Funds Available FY24-25 webpage, particularly the Application Guidelines and Instructions and Procedures and Requirements resource documents. The application typically includes several items for each project/site, such as Budget, Land Use/Zoning Designation, photos, Property Affidavit, Site Characterization, map, Work Plan, and Resolution. The Resolution is carried out through the governing body of the applicant (additional information is available). It is possible to include multiple projects/sites within a single application.

The program prioritizes Projects that benefit vulnerable and LMI populations as well as those located inside the Most Impacted and Distressed area (MID) or documented to impact the MID. Per the grant requirements program funds must benefit the MID and 50 percent of the program funds are required to benefit LMI persons. Additionally, for CDBG-MIT funds to be used as the non-federal cost share local match, the Project must be a HUD eligible activity and must meet a HUD national objective, per CDBG-MIT rules and regulations. Similarly, the Project must fully comply with all applicable federal rules and regulations, to include Davis Bacon and related acts, Section 3, Section 504, procurement, environmental review, and all other CDBG-MIT, cross-cutting, state and local applicable statutes, rules, and regulations.  

The program prioritizes Projects that benefit vulnerable and LMI populations as well as those located inside the Most Impacted and Distressed area (MID) or documented to impact the MID. Per the grant requirements program funds must benefit the MID and 50 percent of the program funds are required to benefit LMI persons. Additionally, for CDBG-MIT funds to be used as the non-federal cost share local match, the Project must be a HUD eligible activity and must meet a HUD national objective, per CDBG-MIT rules and regulations. Similarly, the Project must fully comply with all applicable federal rules and regulations, to include Davis Bacon and related acts, Section 3, Section 504, procurement, environmental review, and all other CDBG-MIT, cross-cutting, state and local applicable statutes, rules, and regulations. The Eligible Applicants for 2018 MIT-RIP funds are Jurisdictions within the MID. This includes eligible Jurisdictions that have seen 1 percent or more of total structures destroyed by fire and have more that 0.4 percent of total land designated as moderate, high, or very high fire hazard risk that will receive a proportional allocation of program funds. Eligible Applicants with allocations include Butte County, Lake County, Los Angeles County, Malibu, Paradise, Redding, and Shasta County.  

The program prioritizes Projects that benefit vulnerable and LMI populations as well as those located inside the Most Impacted and Distressed area (MID) or documented to impact the MID. Per the grant requirements program funds must benefit the MID and 50 percent of the program funds are required to benefit LMI persons. Additionally, for CDBG-MIT funds to be used as the non-federal cost share local match, the Project must be a HUD eligible activity and must meet a HUD national objective, per CDBG-MIT rules and regulations. Similarly, the Project must fully comply with all applicable federal rules and regulations, to include Davis Bacon and related acts, Section 3, Section 504, procurement, environmental review, and all other CDBG-MIT, cross-cutting, state and local applicable statutes, rules, and regulations. Jurisdictions within the MID that do not meet the allocation requirements are still eligible to submit Projects towards a 20 percent set aside. Applicants will then be required to submit Project applications which will be reviewed against eligibility thresholds to ensure they meet program requirements. This program provides financial assistance and support to new small businesses in Santa Ana, helping them thrive during their first three years of operation.

The CZI Community Fund aims to support nonprofit organizations in San Mateo County by enhancing access to essential social and economic resources such as housing, healthcare, education, and job skills, particularly focusing on underserved communities including low-income households, BIPOC, immigrants of any status, and LGBTQIA+ individuals. This fund fosters community empowerment and engagement through annual grants paired with capacity-building programs to bolster leadership and organizational development. The application period for this fund opens on May 6, 2024, and closes on June 6, 2024. Selected organizations will receive up to $200,000 over two years, either as unrestricted or project-specific grants.

The CZI Community Fund supports nonprofit organizations that are helping create a more socially, economically, and just San Mateo County. Community Fund partners are ensuring access to the building blocks of social and economic well-being for all, including low-income households, people of color, immigrants regardless of documentation status, people who identify as LGBTQIA+, and other communities impacted by systemic inequities. Organizations working in San Mateo County are eligible for the Community Fund. Eligibility Requirements Organizations interested in funding through the CZI Community Fund must meet the following criteria: Tax Status: Organizations must be tax-exempt under section 501(c)(3) of the Internal Revenue Code; have a valid fiscal agent or sponsor that is tax-exempt under section 501(c)(3) of the Internal Revenue Code. Chan Zuckerberg Initiative Grantee Status: Organizations and sponsored projects from the Chan Zuckerberg Initiative that end on or before December 31, 2024, are eligible to apply for funding from the CZI Community Fund. Organizations with grants from the Chan Zuckerberg Initiative that extend beyond December 31, 2024, are not eligible to apply for funding from the CZI Community Fund Local School Districts and School Foundations: CZI supports local school districts and school foundations in various ways, but not through the CZI Community Fund.
